RESOLUTION NO. 89 - 34 <br />"A RESOLUTION OF THE COUNTY COMMISSION OF <br />INDIAN RIVER COUNTY, FLORIDA, SUPPORTING <br />SENATE BILL 94, WHICH WOULD REQUIRE SUBSTANCE <br />ABUSE EDUCATION PROGRAM FOR FIRST-TIME <br />DRIVERS." <br />WiiFREASt A1C0hOliSfi is a chronic, progressive and <br />potentially fatal disease and is one of the most serious <br />public health problems in the United States today; and <br />WHEREAS, Alcohol abuse accounts for approximately <br />98,000 deaths annually, many of these deaths are from <br />alcohol-related motor vehicle accidents; and <br />WHEREAS, Drug abuse is a growing problem which has <br />moved into mainstream America, taking root in the machine <br />that drives our country; and <br />WHEREAS, the problem of substance abuse has become much <br />more complex and the economic consequences of the problem <br />are staggering; and <br />WHEREAS, the purpose of a DUI School is to provide <br />students with salient information and data pertaining to <br />alcohol and substance abuse and its effect on individuals; <br />and <br />WHEREAS, in a DUI course, emphasis is given to the <br />relationship of the use of alcohol and driving while under <br />the influence of alcohol and/or other substances, and it is <br />hoped the educational experience will be informative and <br />enable each student to reach the conclusion that they will <br />never drive while under the influence of alcohol and/or <br />drugs; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSION <br />OF INDIAN RIVER COUNTY, FLORIDA, that the County Commission <br />hereby supports Senate Bill 94, creating Florida Statute <br />322.095, which would require a Substance Abuse Education <br />Program for First -Time Drivers. <br />The foregoing resolution was offered by Commissioner <br />Eggert and seconded by Commissioner Bird and being put to a <br />vote, the vote was as follows: <br />Chairman Gary C.
