HomeMy WebLinkAbout6/5/1963WEDNESDAY, JUNE 5, 1963 • The Board of County Commissioners of Indian River County, Florida, 'met at the Courthouse, Vero Beach, Florida, in a regular meeting held at 8:00 o'clock, A. M., June 5, 1963. Present were Robert W. Graves, Chairman, D. B. McCullers, B. Q. Waddell and Jerre J. Haffield. Absent was Donald Macdonald. Also present were Ed Schmucker, County En- gineer, John Sutherland, Attorney, and Al Webber and Freda Wright, Deputy Clerks. The Chairman asked if there were any changes or additions to be made to the Minutes of May 8 and 22, 1963. Motion was made by Commis- sioner McCullers, seconded by Commissioner Haffield and unanimously car- ried, that the Minutes of May 22 be amended to read " the County Engineer be authorized to make a trip to Fort Lauderdale on May 27, 1963"and that the Minutes of May 8 be approved as read and the Minutes of May 22 as amended be approved. Gladys Vigliano, County Welfare Worker, appeared before the Board and requested approval to place Mrs. Margaret Willis in a Nursing Home. Motion was made by Commissioner McCullers, seconded by Commissioner Haffield and unanimously carried, that the request be granted. She gave a report on Roman Styles, colored, the same being that he was very ill and had no money or any person to help him and asked the Board if they wished to give any financial assistance toward his care. Motion was made by Commissioner McCullers, seconded by Commissioner Haffield, and unani- mously carried, that $50.00 per month is authorized to be paid for the care of Roman Styles. Mrs. Vigliano stated that it was time for an in- crease in salary for Mrs. Anne Smith. Motion was made by Commissioner McCullers, seconded by Commissioner Haffield and unanimously carried, that Anne Smith's salary be increase to $200.00 per month. John Gould, Attorney, appeared before the Board and gave a report on the performance bonds of General Development Company and Vero Tropical Gardens. After considerable discussion, Motion was made by Commissioner Haffield, seconded by Commissioner McCullers and unanimously carried, that General Development Company be given to May 31, 1964, to complete Vero Highlands, Unit 1 and Vero Shores, Unit 1 and that they be given unto May 31, 1965, to complete all other units and further that the necessary and proper action for making the extension on the bonds be completed within the next thirty days, or this Board will call for per- formance of said bonds. Motion was made by Commissioner Waddell, seconded by Commis- sioner McCullers and unanimously carried, that the bonding company be asked to perform immediately under the provisions of the bond on Vero Tropical Gardens and that John Gould be requested to follow this through and report to the Board at the July 3 meeting. Sam Joyce, Sheriff, appeared before the Board and gave a re- port on the progress of the new jail and requested authorization to pur- chase certain furniture and equipment for the jail. After some discus- sion, Motion was made by Commissioner Waddell, seconded by Commissioner McCullers and unanimously carried, that the Sheriff be authorized to advertise for the additional equipment and furniture he needs for the jail and also that he be authorized to purchase 16 bunk units from the State Prison at a total cost of $480.00. Motion was made by Commissioner Waddell, seconded by Commis- sioner McCullers and unanimously carried, that Deputy Sheriff bonds for Chester Blair and W. C. He was advised to consult an Attor- ney in order that proper application can be submitted to the Board for further action. At the request of the County Engineer, Motion was made by Commissioner Waddell, seconded by Commissioner McCullers and unanimously carried, that the County Engineer is authorized to advertise for 20 spans of reinforcing steel. The County Engineer presented a request from the Florida In- land Navigation requesting the Board of County Commissioners to pay the cost of $125.00 for title insurance on the South half of Wabasso Island. After some discussion, Motion was made by Commissioner Waddell. seconded by Commissioner McCullers and unanimously carried, that this Board pay the cost of title insurance, provided a proper re- lease is made to the County on the South half of Wabasso Island. Motion was made by Commissioner seconded by Commis- sioner McCullers and unanimously carried, that :he Clerk is authorized to advertise, if necessary. for ten additional voting machines. Motion was made by Commissioner Waddell, seconded by Commis- sioner. McCullers and unanimously carried, that the Clerk is authorized to advertise the Board of Equalization meeting for the first Monday in July. Motion was made by Commissioner Waddell, seconded by Com- missioner McCullers and unanimously carried, that the County Engineer is authorized to enforce the requirement of a testing laboratory as set out in the subdivision regulations in regard to the construction of roads. Motion was made by Commissioner Waddell, seconded by Com- missioner McCullers and unanimously carried, that the Wabasso Beach Civic Club is authorized to advertise for bids on painting the Seamist Hotel. Chairman Graves gave a report of the Committee meeting held May 23, 1963, on the proposed Pelican Island Conservation area. After much discussion, the County Attorney was requested to draft a Resolu- tion in order that further study may be given the matter. Motion was made by Commissioner McCullers, seconded by Commissioner Haffield and unanimously carried, that Commissioner Wad- dell is authorized to attend the Governor's conference on Cold War Education at Tampa on June 12 through 15, 1963. Motion was made by Commissioner Waddell, seconded by Commis- sioner McCullers and unanimously carried, that the County. Engineer be authorized to go to a Civil Defense meeting in Orlando on June 5 and 6, .1963. Motion was made by Commissioner McCullers, seconded by Com- missioner Waddell and unanimously carried, that application for admis- sion to Florida Tuberculosis Hospital of Edwards Roosevelt Fred, be approved.
