HomeMy WebLinkAbout2008-111O+Da-0& WORK ORDER NUMBER 12 This Work Order Number 12 is entered into as of this 8th day of April 2008 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of April 6, 2004 ("Agreement"), and amended effective April 7, 2007 (as so amended, the "Agreement"), by and between INDIAN RIVER COUNTY, a political subdivision of the State of Florida ("COUNTY") and MASTELLER & MOLER, INC. ("CONSULTANT"). The COUNTY has selected the CONSULTANT to perform the professional services set forth on Exhibit 1 (Scope of Work), attached to this Work Order and made part hereof by this reference. The professional services will be performed by the CONSULTANT for the fee schedule set forth in Exhibit 2 (Fee Schedule), attached to this Work Order and made a part hereof by this reference. The CONSULTANT will perform the professional services within the timeframe more particularly set forth in Exhibit 3 (Time Schedule), attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Fell and legal sufficiency: Our File #0770 March 19, 2008 NON-EXCLUSSIVE PROFESSIONAL ENGINEERING AGREEMENT CONTINUING CONSULTING SERVICES EXHIBIT 1 Project Description Masteller & Moler, Inc. is pleased to provide you with this proposal for providing civil engineering services related to improvements to be made to Indian River County's Reuse Water System. The Scope of Services described herein has been developed based upon numerous meetings held with County Utilities Department staff. At said meetings, Masteller & Moler, Inc. was advised as to the immediate goals that County Utilities desires to achieve relative to its reuse water system. These goals and improvements are consistent with Indian River County's Reuse Water Master Plan. As a result, we have developed the following scope of work to be implemented to expand and improve the overall reuse water system: • Scope of Services DESIGN SERVICES Task A - Pumping and Storage Svstems 1) We shall develop design and construction plans for reuse water storage and pumping facilities on the North County Wastewater Treatment Plant site. The proposed reuse water ground storage tank shall have a volume of 3.0 MG as recommended by the Reuse Master Plan. The new pumping facilities shall be designed within a pre -fabricated structure to allow for improving delivery of reuse water to the Johns Island West and Red Stick golf courses as well as to allow (in the future) for delivery of reuse water to the barrier island Orchid Island, Windsor and Johns Island communities. We shall provide a soils investigation and structural engineering design services to support the design of the above described facilities. We shall also provide for electrical engineering design services to support the design for supply of electrical power to the above described facilities. We shall include a written performance specification stating the construction and operational requirements for a scada system consistent with County standards. The estimated construction cost for completion of the Task A improvements is $ 21330,000.00. Exhibit #1 3/20/2008 Page 2 Task B — Reuse Main Improvements — Under this Task we shall develop designs for construction of new reuse main improvements. As part of this Task, new reuse water mains and appurtenances will be designed to support this project. Specifically, the following reuse main improvements will be designed: 1. 4200' lineal feet of existing 12" force main along CR510 from approximately the east end of the bridge over the inter -coastal waterway to State Highway A -1-A shall be replaced with 16" PVC and/or HDPE pipe. The east end will be designed to connect to existing reuse mains on the west side of State Highway A -1-A. The west end will be terminated with a valve and plug. The estimated construction cost for these improvements is $ 5631500.00. 2. 2640' lineal feet of 16" reuse water main along Lateral "G" and Lateral "H" from 571h Street to 53rd Street to connect to the existing reuse main extending west along 53rd Street to the Waterway Village reuse water service connection. The design will include a proposed directional drilled reuse main under the Indian River Farms Water Control District's (IRFWCD's) North Relief Canal. The estimated construction cost for these improvements is $ 366,400.00. II. LAND SURVEYING SERVICES Under this Task, land surveying services will be completed to support the design services as described above in Section I - Tasks A & B. Specifically, the following land surveying services will be provided: A limited topographic survey of portions of the North WWTP site shall be performed to support the design of the reuse storage and pumping improvements planned at said site, A route survey shall be performed along each of the proposed new reuse main improvements limited and the CR 510 (East End of Bridge to A -1-A) replacement main and the State Highway A-1 -A reuse main extension as described above, A route survey shall be performed along Lateral "G" and Lateral "H" from 57'h Street to 53'h Street including cross-sections of the existing North Relief Canal system. III. SITE PLAN PERMITTING SERVICES NORTH PLANT SITE In order that the reuse improvements to be designed under Task I may be constructed, we shall make application for the following permits/approvals: Task A (1) - North County Storage & Pumping Facilities Indian River County Major Site Plan Approval Indian River County Type "A" Stormwater Permit Exhibit #1 3/19/2008 Page 3 IV. CONSTRUCTION SERVICES Masteller & Moler, Inc. will provide assistance during bidding and periodic observation of construction of the reuse improvements described above in Tasks I -A and I -B on an as - needed basis to observe that construction is in reasonable compliance with the Contract Plans and Permits. We will also attend meetings, review shop drawings and monthly pay estimates from the Contractor. Following successful completion of the Contract work as evidenced by as-builts and testing by the selected Contractor, we shall prepare Engineer's Certificates confirming that the project improvements have been constructed in substantial conformance with design plans and specifications.
