HomeMy WebLinkAbout10/9/1963Mr. Cavenell of Vero Park Subdivision and Mrs. Bill Moody, from the same vicinity, appeared before the Board with complaints on the drain- age problems. The County Engineer advised them that he would check the situtLon to see if he might be able to give them some relief. Henry Horton of Rockridge appeared before the Board and pre- sented a petition to have sixth avenue paved from the North and South limits of Rockridge to State Road 60. He was advised that this is part of the planned road program and would be done as soon as possible. Motion was made by Commissioner Macdonald, seconded by Commissioner Haffield and unanimously carried, that the recommendation of the Zonig Board to change the zoning on Mr. Walter Graves property from RI Residential to Cl -A Restricted Commercial on the South 200 Feet of the East 20 Acres of Tract 16, Section 15, Township 33 South. Range 39 East, be tentatively approved and advertised for public hearing. Bill Taylor appeared before the Board to discuss plans for the new Health Center, After hearing from Mr. Taylor, Motion was made by Commissioner Waddell, seconded by Commissioner McCullers.and unanimously carried, that the following Resolution be adlopted. RESOLUTION BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, that William G. Taylor be retained as architect for the Indian River County Health Building and that the Chairman and the Clerk of the Board of County Commissioners be authorized to enter into proper contract of employment. Motion was made by Commissioner Waddell, Seconded by Commissioner McCullers;and unanimously carried, to change the time of re -organizing the Board from the first meeting in January to the first meeting in October. Commissioner Graves, Chairman, asked the County Attorney to preside for the purpose of reorganizing for the ensuing year. WEDNESDAY, OCTOBER 9, 1963 The Board of County Commissioners of Indian River County, Florida, met at the Courthouse, Vero Beach, Florida, in a regular meeting held at 8:00 o'clock, A.M., Wednesday, October 9, 1963. All members were present. Also present were Ed Schmucker, County Engineer, John Sutherland, County Attorney, Homer C. Fletcher, Tax Assessor and Al Webber and Freda Wright, Deputy Clerks. The Chairman asked if there were any changes or additions to be made to the minutes of September 11 and 26, 1963. There were none and upon Motion made by Commissioner McCullers, seconded by Commis- sioner Waddell and unanimously carried, the minutes were approved as read. Mr. Fletcher, Tax Assessor, appeared before the Board and presented the Tax Rolls for the year 1963 on Real and Personal property and also Intangible Tax Roll, which were carefully examined and found correct and on Motion made by Commissioner Macdonald, seconded by Commissioner McCullers and unanimously carried, were approved, and the Warrants to each of said rolls were annexed thereto and are in words and figures following: THE STATE OF FLORIDA To Honorable Troy E. Moody, Tax Collector of the County of Indian River. You are hereby commanded to collect out of the real estate and personal property, and from each of the persons and corporations named in the annexed roll, the taxes set down in each roll opposite each name, corporation or parcel of land therein described; and in case taxes so imposed are not paid at the time prescribed by law, you are to collect the same by levy and sale of the goods and chattels, lands and tenements so assessed, or of the person or corporation so taxed; and all sums collected for the State taxes you are to pay to the State Treasurer at such time as may be required by law, and at the same time you are to pay to the legally qualified Depository all sums collected for County taxes, district school taxes and other special taxes; and you are further required to make all collections on or before the first Monday in April; and on or before the first Monday in July you will make a final report to and settlement with the Comptroller and County Commis- sioners. Fletcher Assessor of Taxes Indian River County Gladys Vigliano, County Welfare Worker, appeared before the Board to discuss a problem that was created by migrant workers in the Gifford area. She stated that the migrant workers came over here and had families, then left them without any means of support. She said this could create a real problem and wished to make the Commissioners familiar with same. Mr. Carl Failmezger, spokesman for a delegation of property owners from Tropicolony subdivision, appeared before the Board and stated that he would like to file a petition with the Board requesting the Board to take the necessary steps to correct drainage problems in this area. The Chairman advised him that the Board would do all that was possible to correct this situation. Mrs. John Burkholder, representing a delegation of property owners from Anita Park, appeared before the Board and presented a peti- tion signed by property owners in that area, against the location of the county dump. After considerable discussion, Motion was made by Commis- sioner Waddell, seconded by Commissioner McCullers and unanimously car- ried, that any further action on the dump be delayed for a period of sixty days to allow the County Engineer time to check the possibility and feasibility of selecting another dump site. The Chairman read the foregoing notice and opened bids as follows: Burroughs Corporation $2,732.29 The National Cash Register Co. 3,248.29 After hearing discussion from representatives of each of the above companies, Motion was made by Commissioner Waddell, seconded by Commissioner Macdonald and unanimously carried, that the low bid of $2,732.29 from the Burroughs Corporation be accepted. John Gould, Attorney, appeared before the Board to report on the performance bond of Vero Tropical Gardens subdivision, the same being that he had gotten no action from the bonding company. After some discussion, Motion was made by Commissioner Macdonald, seconded by Commissioner McCullers and unanimously carried that the following Resolution be adopted. RESOLUTION BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, that John R. Gould, Attorney at Law, be and he is employed to take such action, including the filing of an appropriate suit at law, if such be necessary in the opinion of such attorney, to compel performance by Vero Beach Development, Inc., as principal, and Continental Casualty Company, as surety, of the undertakings contained in a certain bond dated June 22, 1960, concerning the installation of streets and drainage facilities in the subdivision known as Vero Tropical Gardens, Units 1 and 2. Mr. James N. Cowin, appeared before the Board and requested and extension of time for complying with the county zoning regulations in regard to re -locating a trailer. After some discussion, Motion was ma e by Commissioner Macdonald, seconded by Commissioner Waddell and unanimo sly carried, that Mr. Cowin be granted an extension of time until the first January, 1964, and at that time, whether or not the case now pending in court is settled, he will have to move the trailer. of Mr. Arthur Albrecht, representing a delegation from Royal Poinciana Park, appeared before the Board also with the compaint on drainage problems arising from the recent heavy rains. After some dis- cussion, Commissioner Macdonald suggested that the Association repre- sented by Mr. Albrecht get the necessary easement from the property owners so that we might instruct the County Engineer to dig a ditch to see if this might not be the answer to the drainage problem. Motion was made by Commissioner McCullers, seconded by Commissioner Waddell and unanimously carried, that the following Reso- lution be adopted. RESOLUTION WHEREAS, pursuant to law, an election is to be held in Special Tax School District No. 1, of Indian River County, Florida, on November 5, 1963; and, WHEREAS, the Board of Public Instruction of Indian River County, Florida, has heretofore adopted a Resolution calling said election; and, WHEREAS, the School Code of the State of Florida provides that the Board of Public Instruction shall designate the number of inspec- tion boards for each precinct and appoint the inspection boards, and the General Election Laws of the State of Florida provide that the number of inspection boards for each precinct and the inspection boards shall be determined by the Board of County Commissioners; and, WHEREAS, The Board of Public Instruction of Indian River County, Florida, in special meeting on October 1, 1963, has, by Resolution, determined the number of inspection boards necessary for each precinct, and has appointed the personnel of the inspection boards; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Indian River County, Florida, that this Board does hereby ratify, approve and confirm the number of inspection boards for each precinct and the personnel of the inspection boards heretofore determined and appointed by the Board of Public Instruction of Indian River County, Florida, for the election to be held in Special Tax School District No. 1, Indian River County, Florida on November 5, 1963; and BE IT FURTHER RESOLVED that this Board does herewith determine the number of inspection boards as heretofore determined and ap- pointed by the Board of Public Instruction of Indian River County, Florida, for the election to be held in Special Tax School District No.1, in Indian River County, Florida, on November 5, 1963.
