AaeNne Water To* UCP • 2a 4=aa wolf "r Im new work amer prem tft z d INS 4ON I 00z : i � ti00z ' zi 1904 WORK AUTHORIZATION #1 ENGINEERING SERVICES PROPOSAL for NORTH COUNTY ELEVATED WATER STORAGE TANK EVALUATION Julie 28, 2004 BACKGROUND Indian River County Utilities (the County) owns and operates a water transmission system that provides service to North Indian River County. The County had developed an overall Master Plan for expansion of its utilities in 1993 with subsequent updates since that time. An elevated water tank was installed and placed in service during September 1994 . This tank provides storage and is intended to maintain consistent north water system pressure. Since installation, the growth of the North County utility and system demands suggests the Tank performance can be enhanced. The County has requested the assistance of WCG/Neel-Schaffer, Inc . (the Engineer) under the County' s Continuing Consultant Agreements, to evaluate the North County elevated tank including propose options to insure storage, pressure and flow are optimized. The Engineer will prepare a report presenting the results of the evaluation for the County to consider. The following scope of work describes the services to be provided by the Engineer. SCOPE OF SERVICES 1 . Collect and Review Existing Data and Information The Engineer will collect and review all available information and data related to the County' s existing north transmission system computer model and tank operation. Information and data may include previous water system master plan reports, previous studies, water system atlases, pressure records, record drawings, nearby properties and future land use maps . The Engineer will also conduct an on-site survey to determine tank and piping elevations to compare to record drawings of the facility and pressure reading taps. 2 . Kick Off Meeting The Engineer will meet with appropriate County staff to discuss tank operation and review how the overall north County system functions . The Engineer will also inspect the tank as well as water supply facilities providing potable water to the system . 3 . Alternative Evaluation A. Summary of Tank Operation The Engineer will review the existing data, system pressures, and survey information to compare the tank hydraulics versus prior north system modeling efforts . No detailed hydraulic modeling is proposed at this time. B . Option Evaluation The Engineer will evaluate the following potential options for addressing any deficiencies found during Task 3 A: • Modifying altitude valve system . • Increasing Tank Height. • Providing booster pumps and/or additional storage . • Adding a second North County Storage Tank. • Provide a budget cost of any suggested alternative considered above. The evaluation will include estimated construction costs for such options. The Engineer will also provide preliminary structural modifications of increasing tank height. Pumps sizing will be based upon local hydraulic conditions as impacted by these options . No system water network modeling will be provided. 4 . Progress Report Meeting The Engineer will present his preliminary findings at a meeting with County staff. The findings will be the results of Task 3 A. At that meeting the Engineer will also finalize the options to be considered in Task 3 B . The Engineer will then proceed to Task 5 . 5. Preparation of Technical Memorandum The Engineer will prepare a technical memorandum outlining the alternative system configurations , the results of the analyses, and the recommended improvements . The Engineer will provide three copies of the draft memorandum to the County for their review. Following review of the report by the County, the Engineer will meet with County and discuss the review comments . After receiving the comments, the Engineer will address the comments and prepare five (5 ) copies of the final technical memorandum to be submitted to the County. The Engineer will also attend one ( 1 ) Board of County Commission meeting to provide support for County staff presentation of Technical memorandum . COUNTY RESPONSIBILITIES AND ACTIVITIES The County will provide the following information or will perform the following activities : 1 . Provide the latest computer modeling file for the North transmission system and submit provided model results for options if directed. 2 . Provide a hard copy of appropriate sections of the County' s master plan (including updates) and supporting documents . 3 . Review of draft technical memorandums and reports in a timely manner. Provide a designated point of contact for the Engineer. SCHEDULE The services described above are anticipated to be completed in accordance with the following schedule : 1 . Kick off meeting within two (2) weeks of notice to proceed. 2 . Progress report meeting within two (2) weeks of the Kick Off Meeting 3 . The draft technical memorandum to the County within two (2) weeks of progress report meeting. 4 . Final technical memorandum within one ( 1 ) week of receipt of County comments on draft technical memorandum . COMPENSATION Compensation to the Engineer for services performed under this fee proposal will be in accordance with the lump sum method .
