WEDNESDAY, JANUARY 22; 1964 The Board of County Commissioners of Indian River County, Florida, met at the courthouse, Vero Beach, Florida, in a special meeting held at 8:15 o'clock, A. M., Wednesday, January 22, 1964. Present were Robert W. Graves, Chairman, Donald Macdonald, B. Q. Waddell and Jerre J. Hatfield. Absent was D. B. McCullers. Also present was John Sutherland, County Attorney, Ed Schmucker, County Engineer and Al Webber, Deputy Clerk. Homer Fletcher recommended that the Board hold a public hearing regarding land zoned for agriculture, pursuant to Chapter 59-22,. Florida Statutes, in order that the roll might be brought up to date. Commiss_oner Macdonald moved, Commissioner Waddell secondecP and it was unanimously carried, that the Board authorize the County Attorney to advertise a public hearing for this purpose on ':'ediiesday, February 1 at 8:30 A. M. 1.934. John Gould reported that Roseland Road Condemnation su:Lt }.as been set for tri.::i i on March 3, 1964. He requested authorization to ,purchase riL ht-of-vav, Parcel 120.1 on Reseland Road from(Alice ll r„c..lcr) for the t:rtdl sum of $150.00, of which $115.00 is to be _jai C "rom Indian River County Road and Bridge Fund and $35.00 from 'tit e funds on hand. Ho tion was made by Commissioner Macdonald, sec:: nded by Conmissi n ,adde11 and unanimously carried, to authorize purchase of said parcel under the above terms. Ti;e County En: inner discussed problems of shore line erosion and possible methods c` z:ceventing future erosion. he explained sea wall construction, groin systems and artificial nourishment (dredging of sand). No definite action was taken, but the Board suggested that the County Engineer write to the University of Florida and any other qualified organization, requesting recommendations for future action. Motion was made by Commissioner Waddell, seconded by Commis- sioner laffield and unanimously carried, authorizing the County Engineer to attend County Engineer's Conference in Jacksonville on January 31 and February 1, 1964. tiioO!.. .i 5 `,, +Jk 8 .5 The County Attorney reported that Mr. Al.Briggs has tendered his resignation as member of the County Zoning:Board. The Chairman appointed Commissioner Waddell a committee of one, to bring to the next Board meeting a recommendation for a new member to fill the vacancy, said new member to be a resident of District 4. Commissioner Macdonald reported that as a result of the cooperation of Mr. Howard and the State Forestry Service, Nine Hundred seedlings have been plated in Wirnbrow hark. He also reported that new road signs for the Parc are now in place. Motion was made by Commissioner Waddell, seconded by Corr:issioner Haffield and unanimously carried, that the Board accept and put in effect the recommendation of Commissioners Macdonald and Commissioner haffield and County Engineer Schmucker, that all vehicular trdfric to the docks at the Roseland Community Building be barred, and Ci._ t. in the future the public shall use the facilities at Wimbrow Park for launching boats. Douglas Baker, Clerk, reported that reports of receipts, expenses and net income were filed on or before January 15, 1964; as provided by law, by the following Officials: Troy E. Moody, Tax Collector, $20,604.40; Homer C. Fletcher, Tax Assessor, $10,361.64; Douglas Baker, Clerk, $4,642.90; John R. Gould, Prosecuting Attorney, $2,599.58 and .Charles A. Sullivan, Judge of Small Claims Court, no excess fees: Miles Mank, County Judge and Sam T. Joyce, Sheriff, are.operating on the budget plan. Motion was made by Commissioner Waddell, seconded by Commissioner Haffield, and unanimously carried, that the County Agent is authorized ' to make out of the county trips on county business in accordance with • his written request.
