River County ;meeting in Vero Beach, Florida, this 8th d
July, 1964, that effective October 1, 1964, Indian Raver County
participate in said. State-wide .;program, d.esienedto provide
"Hospital Service for the Indigent" as provided, by Chapter 401
supra, and for these purposes there is hereby establishedas an
item in the County Budget the "Indian River County Indigent
Hospitalization Fund." i the amount of $20, 563.00, which amount
is not less than fifty cents ($, 50) per capita of County Funds
based on the above estimatedpopulation of Indian River County;
and,
BE IT FURTHER RESOLVED, that the Indian River County Indigent
Hospitalization Fund. shall be administered, as follows:
Expenditures from this fund will be made only for the
provision of essential hospital care for indigent and.
medically indigent residents of County who are acutely
ill or injured:
The indigency or medical indigency of all`recil
hospitalization under this program will be determined
through an investigation made by the County Health
Department or its duly authorizedrepresentative, except
that when it is determi.ned a patient is a recipient of
benefits under the State Department of Welfare, no
further check as to his indigency shall be necessary;
A determination that the patient acutely ill or
injuredand that hospitalization i essential to the
patient's treatment will be made fOr each recipient of
hospitalization under this pogr.m by as.ars, duly
licensedto practice medicine this State;
Authorizations for hospitalization under this `:progra
shall be made by the Indian River County Health
Department
Payments for hospitalization from. the "Indian- River
County ty Indigent Hospitalization . Fund"be limited
to the non-profit basic cost to the hospital for
providing essential hospital. care to ' the medically

A. letter was received fram Robert A. Winn witx regard to
beach buggie regulations, )e stated that the beach is being"used as
grace ray for these buggies and thereby making it an unsafe place for
swirmnera, etc After some discussion, Motion was made by Commis-
sior�er Waddell., seconded by Cormmissiuner Hatfield and _unanimously
carried, that the Clerk acknowledge this letter and send a copy of
the letter end a copy of the beach buggie regulations to the Sheriff
and al.ao 'to :send a copy of the regulations to Mr. Winn;
A letter was received from Julian W. Lowenstein advising
the Board of ocean ft`c nt property that, could be purchased for county
irk purposes t a cost of 2 0. 00 a . front foot. After considerable
discussion, Motion was made by Consmissioner Waddell, seconded by
Commission+e Ma dona1d and unanimously `c.a:rr ed, that a copy of this
letter be ,sent to. the Board of County Commissioners in St..,Lucie County
and ask them if they would be interested in joining us i.n the purchase
