Re: A Cultural Resource Assessment Survey of the Spoonbill Marsh Wetland
Facility Project Area in Indian River County, Florida.
This document constitutes an agreement between Panamerican Consultants, Inc. and
Indian River Board of County Commissioners to perform the work described in the
attached proposal.
Panamerican Consultants will perform the survey of 23 acres for a fixed price of
$2,977.11. These prices are good for 90 days from the proposal date. After this time,
prices may be altered. From receipt of this APW PCI will field a crew within 5 days and
will take 2 days to complete the fieldwork. The report will be completed in 3 days from
the end of fieldwork. The Division of Historic Resources (DHR) requires 30 days from
the entry of the draft report into their system to review and respond.
Panamerican Consultants will submit invoices to Indian River Board of County
Commissioners, 180127 th Street, Vero Beach, Florida 32960, upon completion of work.
After receipt of an invoice, Indian River Board of County Commissioners agrees to pay
Panamerican Consultants within sixty (60) days from the invoice date.
The parties to this agreement shall be responsible for maintaining all required insurance,
including but not limited to, liability insurance and workman's compensation insurance in
accordance with the laws of the State in which the work will be performed.
The parties agree that any dispute arising between them shall be asserted and maintained
in the State and County of the corporate headquarters of Panamerican Consultants, Inc.

Proposal for Indian River County Department of Utility Services
Archaeological and Historical Survey
of the Spoonbill Marsh Wetland Facility Project Area
Indian River County, Florida
Respondent proposes to complete an archaeological and historical survey of a project area totaling
approximately 23 of 69 acres for Indian River County Department of Utility Services, Vero Beach,
Florida. The respondent will perform a field survey in accordance with the National Historic Preservation
Act of 1966 (PL 89-665) as amended and the Archaeological and Historic Preservation Act of 1974 (PL 93-
291) as amended and will be performed under the direction of a RPA -registered professional archaeologist.
In addition, all work will meet the guidelines set forth in the Historic Preservation Compliance Review
Program of the Florida Department of State, Division of Historical Resources and any local county
requirements. Survey methodology will employ shovel testing in 25m -100m transects at 25m -100m
intervals with judgmental testing at areas identified as low probability in the predictive model developed
for the site. All soil will be screened through 1/4" hardware cloth and all material recovered will be
stabilized and analyzed at the respondent's laboratory facilities in Tampa. A recommendation for
determination of eligibility or ineligibility for the National Register of Historic Places will be contained in
the report following completion of the survey. This budget is good for 90 days, after this time, the budget
may be modified.
