The Board of County Commissioners of Indian River County met
• at the Courthouse, Vero Beach, Florida, in a regular meeting held
at 8:30 o'clock A. M., Wednesday, April 7, 1965. All members were
present. Also present were John H. Sutherland, County Attorney:
Edwin S. Schmucker, County Engineer; and Alfred H. Webber and
Ruth Elliott, Deputy Clerks.
On Motion made by Commissioner Macdonald, seconded by Com-
missioner Hatfield and unanimously carried, the minutes of
March 10 and 24, 1965, were approved.
Commissioner Waddell presented five quotations for folding chairs
which Colonel Whitcamp had received for the Rockridge Park Community
Center; and on Motion made by Commissioner Waddell, seconded by
Commissioner Haffield and unanimously carried, the purchase of 100
folding chairs for $440.00 from Huck' Office Equippent Center was

authorized.
Mrs. Henry Thompson appeared before the Board and asked if
•any decision had been made on the park at Sebastian Inlet and re-
quested permission to run a concession there at such time as the
County set up a park. She was informed that the Board had received
no further word on the Agreement executed on February 17, 1965.
Motion was made by Commissioner Waddell, seconded by Commissioner.
McCullers and unanimously carried that the Chairman appoint a
committee to analyze the four group hospitalization proposals which
have been received, set up specific criteria, and then these companies
may present their proposals according to the criteria set by the
committee. The Chairman appointed Commissioner Waddell, Attorney
Sutherland and Rudy Hubbard to meet*with a group insurance specialist
and report to the Board at the May 3 meeting.

.Thomas H. Trent, Civil Defense Director, reported that'an engineer
would be in Vero Beach in approximately two weeks and requested permission
to have him inspect the Courthouse basement and the building in. which
the Civil Defense offices are located to see what is needed to create
an emergency operating center. .Motion was made by 'Commissioner Mac-
donald, seconded by Commissioner.McCullers and unanimously carried
that the request.be granted.
Mr. J. D. "Jim".Kinsel, Assistant Director'of Governmental Sales
Division for'Square Deal Machinery Company, presented a film"Power ,`for
Profits" showing the .various uses of Case equipment.
The County Attorney presented a. proposed bill to•be enacted by
the Legislature authorizing the Board by resolution to require that
lands in the.county be cleared of weeds, debris, and any noxious
material. Motion was made by Commissioner Macdonald, seconded by
Commissioner Waddell and unanimously carried that the bill be approved
and the Board requests the Indian River.County legislative delegation
to introduce and have passed the said. bill.

The Chairman read the foregoing Notice and asked if anyone
present wished to be heard. Mr. Harold Winner stated that owners
south of the old county line were under the impression that they,too,
were.to get back the former AlA right of way. He was informed that
this abandonment covers only property north of the old county line and
requested that he give the County Engineer the names of the property
owners in order that they may be so informed and if. they desire the
right of way abandoned, the owners should write a letter requesting
same.
There being no further objections, upon Motion made by Commissioner
Macdonald, seconded by Commissioner Waddell and unanimously carried,
the following Resolution was adopted:

RESOLUTION
. WHEREAS, the Board of County Commissioners of Indian River
County, Florida, has heretofore determined upon its motion to
consider vacating, abandoning, discontinuing and closing the
following portion of the rights-of-way located in Ambersand Beach.
Subdivisions, Units # 1 and #2 and through other lands starting
at the South line of Inlet View Subdivision and running Southerly
to theSouth line of Section 33, Township 30 South, Range 39 East,
Indian River County, as hereinafter described, which rights-of-
way are no longer being used as a public road or part of a public
road, and to renounce and disclaim any right of the County and
the public in and to the land in connection therewith; and
WHEREAS, said Board in the acquisition of rights-of-way for
Highway A1A as it now exists agreed with the property owners in
said subdivisions to vacate any portion of rights-of-way running
Northerly and Southerly and not required for Highway AlA in ex-
change for their cooperation in the granting of free rights -of -sway
to the County; and
WHEREAS, Highway AlA has now been completed and it is now time
for the rights-of-way that are no longer used to be vacated and
abandoned;
BE IT THEREFORE RESOLVED by the Board of County Commissioners
of Indian River County, Florida in regular session, this the 7th
day of April, 1965, that it has therefore determined upon its own
motion to vacate, abandon, discontinue hnd close the hereinafter
described portions of rights-of-way of Ambersand.Beach Subdivisions,
Units #1 and #2 and through other lands starting at the South line
of Inlet View Subdivision and running Southerly to the South line
of Section 33, Township 30 South, Range 39 East, Indian River
County, which are no longer being used by the public and to renounce
and disclaim any rights of said County and the public in and to
the lands hereinafter described as follows, to -wit:
All that part of Ocean Boulevard (excepting that
part lying within 1st Street and 2nd Street) as
shown on the Plat of Ambersand Beach Subdivisions
No. 1 and 2, according to plat recorded in Plat
Book 3, page 76, Brevard County records and re-
recorded in Plat Book 7, page 8-a, Indian River
County records,
and
All of that dirt road which was formerly used as the
road from Wabasso to the Inlet, starting at the South
line of Inlet View Subdivision and running Southerly
to the South line of Section 33, Township 30 South,
Range 39 East, Indian River County, Florida.
Excepting, however, any part of the above described
property that may lay within .the rights-of-way of
Highway A1A, as the same now exists, and specifically
excepting 1st Street and 2nd Street as shown on
Ambersand Beach Subdivisions No. 1 and 2, and any
other rights-of-way running Easterly and Westerly.
BE IT FURTHER RESOLVED that this Board does herewith find and
determine the following:
1. That this Board has published noticethereof one time in the
Vero Beach Press Journal, a newspaper of general circulation in
Indian River County, Florida; said publication being pu',lished at
least two weeks prior to the date stated thereon for such public
hearing.

2. That the above described land is not a part of the public
road and is not required by the, State of Florida or the Federal'
Government as part of the State or Federal Highway System and said
portion of rights-of-way above described are not located within the
corporate limits of any municipality and is located in Indian River
County, Florida.
3. A public hearing thereon has been held by the Board of County
Commissioners of Indian River County, Florida, in the office of said
Board at the Indian River County Courthouse, Vero Beach, Florida,
'on the 7th day of April , 1965 at 900 o'clock A.M.

4. That the above described land is not:needed for street,
road, highway or other public purposes by Indian River County.
BE IT FURTHER RESOLVED that this Board does herewith vacate,
abandon, discontinue and close, and does herewith renounce and
disclaim any right of the County and the public.in and to any
land in connection• with the rights-of-way heretofore described.

The County Engineer reported that he had estimated that between
$35,000 to$40,000 would be needed to set up a sanitary land fill
program at the South Gifford Road dump. Motion was made by Commissioner
Waddell, seconded by Commissioner Macdonald, and unanimously carried,
that the Engineer be instructed to investigate the various types of
equipment and as soon as he is able,to-write the specifications and
advertise for bids.
The Board tentatively set the following dates for their regular
meetings: April 21, May 5, May 19, June 9, June 23, July 7, July 14,
August 4, and August 18, 1965.
Motion was made by Commissioner Waddell, seconded by Commissioner
Hatfield and unanimously carried, that the following right of way
agreements on Citrus Road between Clemmans Avenue and Emerson Avenue
be approved:

The County Engineer presented a proposed center -line alignment
for Indian River Boulevard and recommended that the City Council
make a formal acceptance of this alignment through the city limits,
The County Engineer reported that all the street lights in the
Agreement with Florida Power and Light Company have been installed,
but, because of the great rate difference between the City of Vero
Beach, those street lights on City power had not been if:stalled..
A liasion meeting between the County Commissioners and the City.
Council, the City Manager and Mr. Frank Phillips, Superintendent of
Utilities, was scheduled for Wednesday, April 14, 1965 at 7:30 P.M.
County Commissioners room,.to discuss the situation.

Motion was made by Commissioner Waddell, seconded by Commissioner
McCullers and unanimously carried, that the County Engineer is
authorized to have the Commission room, the County Service Officer's
office and the Road and Bridge offices painted by L. L. Patterson
for $342.00.
Motion was made by Commissioner Waddell, seconded by Commissioner
Macdonald and unanimously carried, that Senator Barber, Mr. Luke Blume,
Edwin S. Schmucker and Dr. Waddell, be authorized to attend the Regional
Planning Council meeting, Wednesday, April 14, at 10:08 A. M., in
Sanford.
The County Engineer reported that he had received requests
to maintain some of the roads in Townsite of Roseland, owned by
Mr. Robert Duerden. It was the opinion of the Board that if the
right of way is deeded to the county and the owner builds a road to
meet county specifications, then the county will accept maintenance
on its but cautioned the Engineer to appraise the situation carefully.
Motion was made by Commissioner Macdonald, seconded, by Commissioner
Waddell, and unanimously carried, that the Board request the State
Road Department to secure from the Trustees of the Internal Improvement
Fund the right of way (submerged land) from AlA as it now exists
to the present shore line o`f 2nd Street in Ambersand Beath Subdivision
No. 2.

.official welfare rules for the guidance of the.County Welfare Worker:
•,BASIS OF NEED AND ALLOWANCES SETUP BY THE INDIAN RIVER
COUNTY BOARD OF COMMISSIONERS
(.••RESIDENCY FOR AID IN INDIAN RIVER COUNTY:
Residence.in County for 2 years. or by the discretion of Director
of County welfare.• Non-residents are helped by appeals to clubs
and civicorganizations, if non-residents want to go back to their
own county or'state, transportation is.provided by appeals to
different charity organizations.
2. CASE HISTORIES:
'All cases are kept on•file in the county welfare office and are
kept up to date, whenever a'case is given help it is noted on
their file. New cases are given a through investigation by case
worker and put on file.
3. Gives a month assistance to those who have applied for State grants,
but have emergency needs while application is under study.
•
4. Supplements State grants only where theses are inadequate to meet
special needs arising out of a health problem and where no other
resource is available.
5. HOSPITALIZATION: one year in county.

cases are taken care of only if they are emergency•or acute, which
is •determined by. the doctor.
6. NURSING HOME CARE:. 5 years in county
At doctor's request, investigation is made and if property is owned
the county puts a lien on it, also if they receive State Aid• that is
applied along with any pensions that is received. The remainder is •
paid by the county.
7. BURIAL FOR PAUPERS:
•Investigation -Social Security, St. Welfare benefits. If family
any part of the expense the County does not pay for burial.
8. JOBS:
Names and references of applicants kept on file•.
9. VERIFICATION:

Mr. Iry Hodson of the Press Journal offered the Board the center
fold of the tabloid size special edition which will be published in
July to commemorate the 40th Anniversary of Indian River County for
$220..00. The Board asked Mr. Hodson to present a layout for their
consideration.
Mr. L. K. Herron presented a proposal for the consideration of
the Board, to furnish one tractor, a custodian at 4 of the 5 dumps,
with full supervision for $28,128.00 per year with salvage rights.
He would furnish a second'txactor for $16,128.00 a year or a total
of $44,256.00 per year.
Motion was made by Commissioner McCullers, seconded by Commissioner
Haffield and unanimously carried that the County Attorney and Attorney
John Gould are authorized tb represent the county's interests in the
suit, Case No. 70, Erdle & Wilder Aircraft, et. al. vs. Ruth N. .Spillman,
et. al., naming the Board of County Commissioners as a Defendant.
Commissioner Waddell reported on the federal anti -poverty act,
explaining that it is designed to set up programs which will help
educate and improve the skills and opportunities of those who want to
live better; and, that the Act has been designed to permit a private
organization to administer the anti -poverty program on the local level.
Commissioner Waddell recommended and moved that the Board of County.
Commissioners stay out of the program and assist, if and when we are
needed, the local action committee which has been formed with Mrs.
Harry Sweitzer as temporary chairman. The Motion was seconded by
Commissioner Haffield and unanimously carried.
A letter was received from Mecca C nvalescent Home, giving an
increased rate schedule effective April 1, 1965, for any patient being
admitted and effective June 1, 1965 for those currently residing there.
Motion was made by Commissioner Macdonald, seconded by Commissioner
McCullers and unanimously carried that the Item to Item transfer from
A/C No. 951, Contingencies to A/C No. 265, Hospital Insurance for
Employees, in the amount of $1,500.00, is authorized.
The Monthly Reports of the County Welfare Worker and the County
.Agent were received and placed on file.
The.County Engineer. reported that the Beautification Day project
forthis year will 'be the new Health Center Building and the Engineer
was instructed to obtain cost figures for a sprinkler system and on

and unanimously carried, an expenditure of up to $400.00 for a sprinkler
system was. authorized.
The Board discussed the General Liability Insurance proposal
which was submitted on March 10, and Motion was made by Commissioner
Waddell, seconded by Commissioner McCullers and unanimously carried,
•that the Rudy Hubbard Agency be instructed to write the policy and
the Clerk is authorized to issue a warrant in the sum of $5,613.00
in payment of same.
Motion was made by Commissioner Waddell, seconded by Commissioner
McCullers and unanimously carried that the following Item to Item
transfer is authorized: From A/C 951, Contingencies to A/C 269.2,
Insurance Premiums, for $4,000.00.
The Chairman reported that following adjournment of today's
meeting, the Board will make their regular inspection of the county
offices.
The several bills and accounts against the County, having been
audited, were examined and found to be correct, were approved, and
warrants issued in settlement of same as follows: General Fund, Nos
'3924 to 3976, both inclusive; Road and Bridge Fund, Nos. 2590 to 2642,
both inclusive; Fine aneForfeiture Fund, Now. 385 to 392, both in-
clusive and Capital Outlay Fund, Nos. 109 and 110. Such bills and
accounts being on file in the Office of the Clerk of the Circuit Court
the warrants so issued from the respective funds being listed in the
Supplemental Minute Book as provided by the rules of the State Auditor,
reference to such record and list so recorded, being made a part of
these minutes.
There being no further business, on Motion made, seconded and
carried, the Board then adjourned.
