The PPI / Ponikvar Design Build Team is pleased to have this opportunity to submit our credentials for the
Indian River County Recreation and Multi-Purpose Building. Our team has distinguished itself both
individually and working together as advocates for our client ' s interests in the delivery of projects of this type.
PPI Construction Management and Ponkivar and Associates have an experience profile with 21 common
projects . The following pages will outline the details of the common experience of our two firms as well as
other recent and relevant projects related to the Recreation and Multi-Purpose Building.
Our team will be represented locally by Project Manager Brian Hayes of the Hayes Construction Group. For
several years , prior to opening his own contracting firm in Vero Beach , Brian was employed by PPI
Construction Management. This arrangement offers many benefits to Indian River County because in addition
to being well versed with all systems and procedures used by PPI, Brian is a native and permanent resident of
Indian River County and has significant local experience and relationships with the trade community as well
as permitting and regulatory agencies .

PROJECT APPROACH SECTION In
The PPI / Ponikvar Design - Build Team philosophy revolves around the
relationship of all members of the project team . The Design - Build Team
and Indian River County must work as an integrated team of profession -
als providing mutual support . Design , Cost and Schedule issues must
be constantly managed together as each decision is made through the
project delivery process . It is essential that these issues are dealt with in
a proactive manner which enhances the avoidance of problems rather
than simply problem solving .

PPI believes that quality does not happen by accident . It begins with an

ment of specific quality goals and the monitoring of the total delivery
process through project management . Our program is proactive with
thorough planning and scheduling throughout the process . The team

and construction as it relates to this project .

The PPI / Ponikvar Design - Build Team will use a Charette Process that
provides a dynamic framework that extends throughout the entire
design process . This series of meetings is not just an initial one or two
day event, but an on- going system that is grounded in creativity, team -
work and most importantly communication . When we are dealing with
knowledgeable clients, as we are with Indian River County, it is
important to give and receive information at all stages of decision
making ; from the most general and conceptual to the practical and
detailed .
Working together as a team , we have recently used this process to
successfully deliver the $9, 200, 000 Emerson Alumni Hall and the
$20,000,000 College of Law Additions and Renovations on the OF
campus, as well as the $8 , 400, 000 Alachua County Community Support
Services / Health Department in Gainesville .
As a way to fully communicate our approach to the Charette Process we
will use the Alachua County Community Support Services / Health
Department (ACHD) as a CASE STUDY.

con-ducted a four- hour seminar/discussion on alternative HVAC design . In
that forum , we described and listed pros and cons for five possible sys-

serving floor mounted central station air handlers w/ VAV's, to roof top
mounted DX heat pumps .

priced them , in order to evaluate one key architectural component and

The overall size and placement of the building was discussed . Looking
at the actual footprint of 74, 000 SF on the site led to a discussion of one
'i story vs . two . It was decided that a one story scheme was preferable, in
fact required , for the proper interaction between departments to occur.
-- - -i, Through the use of simple graphics we were able to show the User that
a ten acre site was inadequate . The decision was made to purchase an
- - - - - --- _ _ _ additional five acres and the site planning process proceeded until the

reviewed with the entire team .
The process continued in a more relaxed way from that point on as

show design intent and explore alternatives .

Planning , communication , collaboration and respect form the backbone of

effective management and coordination of trade contractors . These elements
will be applied early in the design process . These qualities are not only essen -
tial to the successful delivery of the completed project, but are crucial to the
seamless management of the day-to-day job site operations . This approach
results in a smooth , professional and pleasant process as opposed to an
adversarial and unproductive environment . PPI is recognized for their man -
agement strength that is largely due to excellent and time-tested relation -
ships with the trade contractor community.
PPI enfolds many elements in the steps we take to ensure communication and
minimize conflicts between trades in the field . Among these are : early pre-
qualification of trade contractors , establishing relationships and trust with
each company; knowing their ability and performance history, and providing
them with a clear articulation of their roles, the project/site requirements and
the Owners and Design- Build Team ' s expectations . We support them , involve
them , answer questions promptly and honestly and quickly resolve any issues
with firmness and respect before they become major concerns . This thorough
communication , coordination and involvement are continued throughout
Construction .

" Responsive , or proactive management begins by understanding , visualizing ,
anticipating and developing the construction plan at the inception of the
design process . " With this goal in mind , PPI solicits the involvement of spe-
cialty systems trades , and local and regional contractors early on to generate
interest . The primary question we ask is " Are the interested contractors quali -
fied to perform the scope of work to high standards of quality? " In making
this decision, PPI utilizes personal experiences, calls references (O/A/CMs),
determines current and future workloads, the number of personal in the
-- organization , its annual revenue , bondability, and identifies the injury incident
rate of each firm . (Safety IIR) .

Once pre-qualified , PPI invests the time to develop relationships with each
j company (especially critical path & specialty contractors) so that we know the
key players and understand how the organization is structured . As we com -
municate and involve the trade contractors during Preconstruction , they gain
a thorough understanding of the project in the design phase as PPI shares as
• much project insight and information that is available . Quite simply, by allow-
ing selected contractors to participate in the decision - making and problem -
solving processes in all phases of the project, we have found that unforeseen
encounters are greatly minimized . This thorough communication , coordination
and involvement are continued throughout Construction . PPI engages the
input of the trade contractors in the review of work scopes and the coordina -
tion of schedules . Ever mindful of the Owner' s budget, when addressing
issues requiring cost changes that may affect the cost of the work, they are

decision is made . Together with the trade contractors, PPI develops labor unit
rates, burdens, and material , where applicable , early in the project to elimi -

Communication is the bedrock of a successfully delivered building .
Planned , designed and constructed by people for people , the process is
enhanced when the entire team is driven to excel through a common pur-
pose and commitment. This positive motivator is communication .
PPI develops written scopes of work and verbally reviews them with con -
tractors . As all contractors are involved in this process, the elimination ,
overlap or omissions of scope of work is greatly minimized . A reporting
hierarchy is established by PPI within the office and field to maintain a
constant line of communication with trade contractors . All issues related
to cost, schedule , and quality are thoroughly documented on a daily
basis . This ensures accuracy by PPI reviewing data , as required , with
affected parties .
Formal reviews and look ahead meetings are conducted by PPI with all
contractors at minimum , on a weekly basis or more often , if required .
Meetings address such issues as current plan and work in place , potential
changes, critical items, quality, and safety. Cost issues are addressed sepa-
rately with the individual contractors .
PPI promotes the " open book " approach to project management. All our
reports, analyses, data bases, etc . are available for the team to share and
question . We believe that a thorough understanding of all the issues and
the process used to make recommendations will enable the whole team
to achieve the project goals .
The PPI / Ponikvar approach to delivery of services is extraordinarily com -
prehensive . Our services will begin at the planning phase of the project
and we will work hand- in - hand with the Owner through commissioning
and post-occupancy services .

PPI is a proactive manager. We schedule and lead meetings,
issue agendas and minutes, and record the purpose of meet-
ings and attendees in a meeting log . In addition to Owner
meetings, PPI keeps minutes from the weekly jobsite meet-
ings for planning and scheduling the upcoming work, material
delivery, and coordination .

Although written reports are important, the day-to-day
progress of the project will depend on the effectiveness of
personal communication between team members . PPI is par-
ticularly sensitive to this issue, and creates an environment
that encourages effective communication .

During construction , a monthly report which includes design ,
procurement and construction activity updates, CPM schedule
status, narrative, job cost accounting , progress photos, and a
calendar of events is distributed to all team members .

These reports have full details of weather and site conditions,
contractor's labor force, progress achieved, site visitors, prob-
lems, and issues that may impact the project. The superinten-
dent ' s daily log contains all work activities, personnel , status of
materials, deliveries, schedule progress, and inspections records .
DOCUMENT CONTROL
We track documents throughout to ensure that our team is
always working with the current versions of the design team
output. During the bid process and during construction , it is
even more important that we furnish contractors with the lat-
est approved set of documents . We utilize the Expedition
(Primavera) Tracking software .

Estimates are produced throughout a project, but their purpose
varies from one stage to another. At the start of a project, estimates
help the client establish the budget; during design they put price
tags on alternative building systems; before construction they pre-
dict the fair price for a bid ; during construction they help price and
negotiate change orders .
Continuous cost monitoring provides immediate feedback on deci -
sions that affect project cost . It also provides an accumulated run-
ning total of all project costs and a tool for maintaining a priority
ranking so that any proposed adjustments in scope can be viewed
immediately in terms of a total priority listing .
PPI utilizes our vast data base of completed projects along with
err computerized systems to accurately estimate costs . Our " open
book " policy, mentioned earlier, also allows the project team to eval -
uate together all cost implications of the project .

based on our experienced estimating team , which includes heating ,
ventilation , air conditioning system specialists, and electrical design
II estimators . As an ongoing process during the design development
stage, these specialists analyze each building component and over-

responsive decision- making . During this process, our team provides
input involving substitutions of materials, modifications of design ,
reductions in quantities or procedures other than those set forth in
the contract documents . Our value engineering is designed to

The ' look ahead " schedule is a tool that we use in order to plan
and coordinate contractor activities on a detailed basis and over a
short period of time . It is also used to focus on a specific portion of
the project . We will breakdown the requirements of work in order
to define the technical scope of each activity at its lowest task level .

The South County Park is a unique area that services the recreation
needs of the residents in Indian River County. The complex provides
for a wide range of athletic events such as softball , tennis and bas-
ketball . There are a few drawbacks to the park in its present state,
weather, lighting, security and access to facilities . The proposed
project would address and solve these problems and make South
County Park even more enjoyable . Our team ' s Project Manager,
Brian Hayes has personally grown up in Indian River County and
knows that the county continuously strives to provide its citizens with
facilities to play sports and encourage community activities . Brian is
currently working in the construction market in Indian River County
and as such has a working relationship with the local trade contrac-
tors and suppliers that will be providing services in the construction
of this facility.

For the past year our team ' s Project Manager has worked for two

Throughout the design phase, we analyze the project documents regard-

the design as major system decisions are developed . In the past this input

LEVEL OF FINISH
In defining project scope , it is as important to discuss and understand the
level of finish expected in the facility as it is to understand the required
net assignable square feet . The reason this is important during the design
phase is to preserve the desired level of finish rather than make it a target
for cost reductions if the estimated cost begins to creep as the design
progresses . Another important factor is understanding that the level of fit
and finish can vary in different spaces within the facility providing oppor-
tunities to create the desired quality and image in the facility while main -
taining the integrity of the balance between scope and budget .

Plainly speaking , Value Engineering means " Cost Reduction " . The central
issue is how do you reduce cost and maintain quality. Reducing cost by
decreasing the size of the building or reducing the level of finish does not
represent a successful approach to value engineering . We look for sys-
tems that are transparent to the owner. These include building systems
that look the same but have more economical assemblies and construc-
tion sequences that save time, which reduce general condition costs . The
value analysis group that generates these ideas includes the people that
actually take off the project as well as the project manager, the superin-
tendent who are part of the PPI / Ponikvar preconstruction team .

Complete review of Design Submittals is conducted by each member of
the preconstruction team . This includes the Directors of Preconstruction
and Operations, the Project Manager, the Superintendent and the MEP
Systems Coordinator. They are not only looking at budgeting impacts but
also constructability, construction sequencing , coordination issues and
potential conflicts between design disciplines .

site to evaluate each trade for conformance to quality work. We point out
and discuss any element of the work that does not meet quality levels and
mutually discuss how the issue should be corrected . This approach
assures that the trade contractor/s have a thorough understanding of the
how the quality issues should be resolved so that corrective measures can
be made promptly so the overall schedule is not delayed .

at the beginning of construction , but also to monitor and manage the
schedule during construction . Our team has never missed a schedule
that caused a delay in the opening of a project . We believe that a

Our Project Manager and Superintendent are involved during

By participating in this phase, they have a keen understanding of the
site, construction sequencing and the durations required for each task

maintaining the project schedule throughout preconstruction and con-
struction . The schedule that accompanies the GMP proposal is devel -
oped by the Project Manager and Superintendent, in collaboration with
the entire Design- Build Team .

Communication with the trade contractors and on -site project activity is
recorded daily. PPI documents the area in which each trade contractor is
working , the number of workers on site , the quantity of work put in

do not meet the Owner' s and PPI ' s standards, corrective action is taken
immediately to remedy the situation .
PPI tracks information with Primavera Suretrak Scheduling Software that
is reviewed weekly on a informal basis with all trade contractors . Formal
reviews cover past performance evaluations ; a two-week look ahead of
the work and critical items to be put in place; the current construction
plan , and a review of potential changes . This information is incorporat-
ed into the overall project schedule that is reviewed and/or revised so
the team maintains focus on the " big picture " aspects of the project .
