The Board of County Commissioners of Indian River County
met at the Courthouse, Vero Beach, Florida, at 8:30 o'clock A. M.
on Monday, July 19, 1965, as an Equalization Board as provided;y

law. All members were present. Also present were Homer Ca Fletcher;
Tax Assessor, Edwin S. Schmucker, County Engineer and Huth Elliott
and Alfred H. Webber, Deputy Clerks.

The Chairman read the foregoing Notice and asked it anyone
present wished to be heard. No one present wished to be heard. Homer
C. Fletcher, Tax Assessor, filed with the Clerk to the Board, and there
was presented to the Board at this meeting, the applications for the
tax exemptions set out in the Resolution next following herein, to -

gether with original notice of disapproval of said applications.with
entry of service upon the respective applicants, and same were duly.
reviewed by the Board together with evidence presented to the Tax
Assessor upon which the respective applicants based their claims for
exemption.
Motion was made by Commissioner Waddell, seconded by
Commissioner McCullers and unanimously carried, that 'the recommendations
of the Tax Assessor be arproved and the following Resolution be
adopted:
RESOLUTION
WHEREAS, original notice of disapproval of application for
tax exemption with entry of service upon the respective applicants

• BE IT RESOLVED, that the decision of the Tax Assessor with
respect to each and all of the above described applications be, and
it is herewith affirmed.
Motion was made by Commissioner Waddell, seconded by Comm—
issioner Haffield and unanimously carried, that the following Resolu—
tion..be adopted:
RESOLUTION
WHEREAS, due notice by publication thereof has been given
that the County Assessor of Taxes of Indian River County, Florida, would
meet with the Board of County Commissioners on the 19th day of July,
1965, and would at such time present the tax aascasment roll of said
County for the year 1965 for equalization, as will appear by proof of
such notice recorded in the minutes of this meeting; and,
WHEREAS, pursuant to such notice, the County Tax Assessor
did meet with the Board of County Commissioners of Indian River County
Florida, on the 19th day of July, 1965, at the hour of 8:30 o'clock
A. M., in the office of said Board.of County Commissioners in the
Indian River County Courthouse, Vero Beach, Florida, and the Board of
County Commissioners has, at said time, convened as a Board of Equal—
ization for the purpose of examining said roll and of receiving complaints
and testimony with regard to the same and with regard to the value of
any property, real or personal, as fixed by the County Assessor of
Taxes upon said roll; and,
WHEREAS, the said Board of County Commissioners has received
such complaints and such testimony offered, if any, and has examined
and reviewed said assessment roll and has found it unnecessary to
increase the valuation of any property shown thereon and has found
such assessment roll to be correct; NOW, THEREFORE,
BE IT RESOLVED that the Board of County Commissioners of
Indian River County, Florida, does herewith find the tax assessment
roll of said County as presented for the year 1965 to be equal and
just and does herewith approve, ratify and confirm the same.
Upon Motion by Commissioner Macdonald, seconded by Commis—
sioner McCullers and unanimously.carried, the Board of Equalization
adjourned and the members present re—convened as a special meeting of •

Upon Motion by Commissioner Waddell, seconded by Commis-
sioner Haffield,the following Item to Item Transfers were approved;
Road and Bridge Fund, From A/C 951 Contingencies to A/C 834, New
Equipment, $15,000; and General Fund, From A/C 951, Contingencies to A/C'
564.1, Welfare Administration, 3354.00; From A/C 951, Contingencies to A/C
241.4 Courthouse Repairs, $1,000.00 and Pine and Forfeiture Fund,
Prom A/C 951, Contingencies to A/C 329.4 Miscelleanous Fees and Costs,
$1,000.00
Motion was made by Commissioner McCullers, seoonded by.
Commissioner Macdonald and unanimously carried that the request
of Thomas H. Trent, Civil Defense Director, to attend a Civil Defense
Conference in Cocoa on August 4,5, and 6 be granted.
Motion was made by Commissioner McCullers, seconded by
Commissioner Macdonald and unanimously carried that the bill from
Florida Sanitarium & Hospital, Orlando, Florida, in the amount of
$143.91, for the care of Ruth Bonner, former county employee, who
has been certified'as indigent by the County Welfare Department,
be paid out of General Welfare Relief funds.
The County Engineer requested authorization to include
in hire yearly advertisement for bids a daily rental for a machine to
lay a cold -mix asphalt surface. Upon Motion by Commissioner Mac-
donald, seconded by Commissioner McCullers and unanimously carried,
the request was granted.
Upon Motion by Commissioner Waddell, seconded by Commissioner
Macdonald, and unanimously carried, the County Engineer was instructed
to notify all garbage collection franchise holders in the county to
use the county dump on South Gifford Road.
Motion was 'made by Commissioner Macdonald, seconded by
Commissioner Waddell and unanimously carried, that the following
Resolution be adopted:
RESOLUTION
WHEREAS, the head of the St. Johns River is located
in Indian River County, and
WHEREAS, the control and preservation of this river
is imperative for future growth needs of the County, and

WHEREAS, -this Board readily agrees to publicize in.
formation reports with respect to this'important waterway, and
WHEREAS, there is an established zoning regulation for
development and planning agencies, and
WHEREAS, this Board agrees to preserve any markers
or monuments with reference to any Federal surveys,
NOW THEREFORE, the Board of County Commissioners in
formal session this 19th day of July, 1965, do hereby request
the Army Corp of Engineers to study and identify the flood
plains of the St. Johns.River Basin, including the main St. Johns
River and its tributaries.
The several bills and accounts against.the County, having
been audited, were examined and found to be correct, were approved,
and warrants issued in settlement of same as follows: General Fund,
Nos 4279 to 4301, both inclusive; Road and Bridge Fund, Nos. 2866 to .
2877, both inclusive; Pine and Forfeiture Fund, Nos. 426 & 427 and
Capital Outlay Fund, Nos 120 & 121. Such bills and accounts being
on file in the Office of the Clerk of Circuit Court, the warrants so
issued from the respective funds being listed in the Supplemental
Minute Book as provided by the rules of the State Auditor, reference
to such record and list so recorded, being made a part of these
minutes.
There being no further busiAess, on Motion made, seconded
and carried, the meeting was adjourned.
