in response to the University of Florida' s Invitation to Negotiate Site Selection for a
Cellulosic Ethanol Plant ( ITN08SV — 200).
As indicated in the attached response to the Invitation to Negotiate, Indian River
County ' s proposal addresses all of the requirements for location of a demonstration
cellulosic ethanol plant . Given the county' s location , proposed plant site , infrastructure
availability, agricultural base, and other factors, Indian River County is uniquely
positioned to accommodate the proposed ethanol plant . As such, the Indian River County
Board of County Commissioners looks forward to establishing a partnership with the
University of Florida, Institute of Food and Agricultural Services to locate, construct, and
manage the proposed demonstration cellulosic ethanol plant.

PROPOSAL FOR THE UNIVERSITY OF FLORIDA
CELLULOSIC ETHANOL PLANT
PROPOSAL SUMMARY
The Indian River County Board of County Commissioners proposes to provide a 10+ acre site to the University of
Florida (UF)/Institute of Food and Agricultural Sciences (IFAS) for construction of a cellulosic ethanol plant. The
site is currently undeveloped with access to infrastructure, services, and regional transportation facilities.
Located adjacent to the county's landfill, the site is designated Commercial/Industrial on the county's
comprehensive plan.
The proposed plant site is located in an industrial area with good transportation access and available
infrastructure. With undeveloped, industrially zoned land adjacent to the proposed plant site, there is sufficient
property available for future plan expansion. Because the site does not have any development constraints, the
permitting and development approval process can proceed without delay.
Indian River County is prepared to cooperate with the University of Florida/Institute of Food and Agricultural
Sciences in the development and management of the plant. In so doing, the county will assist the University of
Florida/Institute of Food and Agricultural Sciences in obtaining project approval and applicable permits for the
facility. With Biomass feedstocks available from the adjacent landfill facility, the county can commit to providing
the biomass necessary for operation of the plant.
Indian River County strongly supports the University of Florida/Institute of Food and Agricultural Sciences
cellulase-to-ethanol research project. For that reason, the county proposes to assist the University of
Florida/Institute of Food and Agricultural Sciences in construction and operation of the proposed plant.

INTRODUCTION
Indian River County is situated on the east coast of Florida in the Treasure Coast Region. located approximately
135 miles north of Miami, 140 miles east of Tampa, 100 miles southeast of Orlando and 200 miles south of
Jacksonville, the County is bounded by Brevard County on the north, the Atlantic Ocean on the east, St. Lucie
County on the south and Osceola and Okeechobee Counties an the West. The county seat is Vero Beach.
In addition to the City of Vero Beach, there are four other municipalities in the county. These are the City of
Sebastian, the City of Fellsmere, the Town of Indian River Shores and the Town of Orchid. In 2006, the estimated
population for Indian River County was 135,262. Nearly two-thirds of the population resides in the
unincorporated portion of the county. More than 00% of the county's residents live along the coast within 10
miles of the Atlantic Ocean.
Historically, Indian River County has been an agriculturally based county. Citrus production, specifically, has
played a key role in the Indian River County economy. In 2004, the Indian River Citrus League estimated that
there were 47,539 acres dedicated to citrus production within the County.
As an agricultural county with an existing University of Florida/Institute of Food and Agricultural Sciences facility,
Indian River County is uniquely positioned to accommodate the University of Florida's proposed cellulosic ethanol
demonstration plant.

✓ NEAR AN INDUSTRIAL SITE WITH SUPPORTING INFRASTRUCTURE ALREADY PRESENT
AND DEVELOPED TO AVOID OR REDUCE SIGNIFICANT CAPITAL COSTS FOR WASTE
TREATMENT AND ROADS .
Indian River County's proposed site for the Cellulosic Ethanol Plant is County owned property adjacent to the
County's existing landfill. The landfill is located at 1325 74`h Avenue SW and is bordered by Interstate 95 on its
west side, the Indian River Correctional Institution on its south side, pasture, agricultural, and industrial uses on
its north side, agricultural and industrial uses on its east side and a former Ocean Spray fruit processing facility
at the northeast corner of the landfill site. The proposed ethanol plant site has existing public infrastructure,
including water, sewer, electricity and roads, that can accommodate the proposed ethanol plant. These
infrastructure components are discussed further in the Infrastructure Needs section below. The overall landfill
site area has nearly 250 acres of land that are currently not allocated for landfill expansion.
Since the proposed site is currently served by infrastructure, there will not be capital costs to construct off-site
water distribution lines, wastewater collection lines, or roads. Sufficient treatment capacity currently exists in
water and wastewater plants to accommodate the proposed ethanol facility, and roadways serving the site have
adequate capacity to accommodate the project.
Designated as Commercial/Industrial on the County's Future Land Use Map, the proposed plant site is bordered to
the north by Commercial/Industrial designated land. The Commercial/Industrial future land use map designation
allows for a range of uses, including industrial facilities such as the subject ethanol facility.

✓ CAPABLE OF BEING SERVED BY A RANGE OF SUPPLIERS AND TRANSPORTATION
COMPANIES.
The proposed site has direct access from 74`h Avenue, an improved 2 lane road that extends south from Oslo
Road, one of the county's major east-west thoroughfares. In the Indian River County Long Range Transportation
Plan, Oslo Road is planned to connect to I-95 via an interstate interchange. In fact, an Interchange Justification
Report Study is currently being prepared, and the interchange may be constructed in the near future concurrent
with the B laning of I-95 in Indian River County. The planned interchange is slightly more than a mile .from the
subject site.
While 1-95 provides excellent north-south highway access to the proposed plant, S.R. 60 provides excellent east-
west access. State Road BO, which is accessible to the site via B2"" Avenue, is the main east/west gateway into
Indian River County, providing access to Florida's west coast and Florida's Turnpike .
The Florida East Coast Railway traverses the east side of the County, providing access to major markets to the
north and south. There are three publicly accessible airports in the county. The New Hibiscus Airport is located
in close proximity to the subject site just west of 1-95 in the unincorporated part of the county, while the City of
Vero Beach and the City of Sebastian each own and operate general aviation airports.

✓ IN GOOD PROXIMITY TO GASOLINE AND ETHANOL BLENDING FACILITIES
The County has major roads that are capable of providing linkages between the proposed ethanol plant and
existing gasoline and ethanol blending facilities to the north, south and west. In fact, Indian River County is ideally
suited to provide access to the three major markets of Tampa Bay, Miami/Fort Lauderdale, and Cape Canaveral .

✓ ELECTRICITY NEEDS FROM INTERNAL AND/OR EXTERNAL SOURCES (FOR THIS TYPE
OF FACILITY)
Florida Power and Light currently provides power to the site and has existing power lines that can accommodate
additional rapacity.
✓ BIOMASS FEEDSTOCKS - UP TO 100, 000 DRY TONS/YEAR (14 TONS/H) OF
CELLULOSIC BIOMASS (TO PRODUCE UP TO 10 MILLION GALLONS OF FUEL ETHANOL
AND CO-PRODUCTS ANNUALLY), AVAILABLE THROUGHOUT THE YEAR, 24 HOURS PER
DAY, 7 DAYS PER WEEK.
The county landfill currently processes 40,000 to 80 ,000 tons per year of wood waste and forest waste, which is
readily available for use. Because this wood and forest waste is presently stored and processed adjacent to the
proposed ethanol plant site, there will be no transportation costs associated with providing biomass to the plant.
Besides the wood and forest waste, citrus pulp and other citrus byproducts are potential sources of additional
biomass on a more immediate basis. Through the cooperation of the Indian River Citrus league and area
property owners, additional agricultural land can be made available to grow various types of traditional and
nontraditional agriculture products.
✓ A BOILER TO ACCEPT FIBROUS WASTE AS A FUEL SOURCE.
The proposed site has the characteristics to accommodate a boiler that can accept fibrous waste as a fuel
source. Depending on the specifications, a boiler can be constructed either on the plant site or on property
adjacent to the site.
✓ PROCESS WATER (WELL OR PURIFIED) - UP TO 250,000 GAL/DAY, AVAILABLE
THROUGHOUT THE YEAR, 24 HOURS PER DAY, SEVEN DAYS PER WEEK.
Water is provided to the site from the south county reverse osmosis plant that has sufficient capacity to serve
the ethanol plant. Currently, water lines extend to the site: so no off-site distribution line construction is needed.
Depending on the quality of water needed for operation of the plant, water needs could potentially be
accommodated by treated wastewater from the county's reuse water system or non - potable water from wells on
the landfill site.

✓ PROCESS STEAM - UP TO 50,000 LB/HR, AVAILABLE THROUGHOUT THE YEAR, 24
HOURS PER DAY, SEVEN DAYS PER WEEK.
At this time, Indian River County does not have steam available at the proposed site. There are. heWEVer, several
options to produce steam.
✓ WASTEWATER - UP TO 250, 000 GAL/DAY, AVAILABLE THROUGHOUT THE YEAR, 24
HOURS PER DAY, SEVEN DAYS PER WEEK.
Wastewater collection lines are available to the site. These lines have the capacity to convey wastewater
generated at the ethanol plant site to the nearby West County Wastewater Treatment Plant. Wastewater
treatment will be provided at the West County Wastewater Treatment Facility. That plant has sufficient capacity
to serve the proposed ethanol plant.

✓ PRE-EXISTING ON-SITE TECHNICAL SUPPORT STAFF AND OTHER RESOURCES FOR
ELECTRICAL, MECHANICAL, AND INSTRUMENTATION SERVICES WHICH WILL BE MADE
AVAILABLE TO OF/IFAS IN OPERATING THE PLAN AND LABORATORY FACILITIES.
The county has technical support staff available at various locations, and these staff can be called upon as
needed. Those locations include, but are not limited to, the landfill site, the West County Wastewater Treatment
Facility, and the Indian River County Utilities Department within the County Administration Complex. The technical
support staff includes engineers, biologists, technicians, and others.
✓ PRE-EXISTING ON- SITE LABORATORY FACILITIES, INCLUDING SHARED CONFERENCE
ROOM SPACE, IF AVAILABLE, AND SCIENTIFIC PERSONNEL.
The county has an existing laboratory facility in close proximity to the proposed site. This facility will be available
for use by OF/IFAS personnel.
✓ THE SUCCESSFUL RESPONDER MUST DEMONSTRATE INDUSTRIAL PERMIT
CAPABILITIES TO ACCOMMODATE THE CONSTRUCTION AND OPERATION OF THIS
RESEARCH AND DEMONSTRATION CELLULOSIC ETHANOL PLANT.
The county has experienced staff, including planners, engineers, site plan reviewers, and inspectors, who can
coordinate the permitting aspects of the project. These staff have the experience and capability to obtain
required industrial permits. In the past, county staff have obtained permits for water treatment plants,
wastewater treatment plants, landfill facilities, and other industrial facilities.
✓ IT IS EXPECTED THAT THE SITE AND RELATED INFRASTRUCTURE AND SERVICES WILL
BE PROVIDED BY THE SUCCESSFUL PROPOSER AT NO COST, PROPOSER MUST
INDICATE ANTICIPATED COSTS TO OF/IFAS IN PROPOSER' S PROPOSAL, IF ANY,
INCLUDING, BUT NOT LIMITED TO, THE LAND, FEEDSTOCKS AND COSTS OF
TRANSPORTING THE SAME TO THE PLANT, STEAM, ELECTRICAL, WATER,
WASTEWATER AND OTHER UTILITIES.

✓ IT IS ANTICIPATED THAT THE SELECTED PROPOSER WILL CONVEY THE PLANT SITE TO
OF/IFAS OR THAT THE SELECTED PROPOSER WILL ENTER INTO A LEASE AGREEMENT
WITH OF/IFAS WITH A MINIMUM TERM OF AT LEAST 40 YEARS FOR THE SITE, AND
ANY NECESSARY EASEMENTS FOR ACCESS AND UTILITIES. IN THE EVENT OF/IFAS
RECEIVES FEE SIMPLE TITLE TO THE SITE, IT IS ANTICIPATED THAT ANOTHER
AGREEMENT WILL BE ENTERED INTO BY THE PARTIES RESPECTING DEVELOPMENT
RIGHTS, UTILITIES AND PERMITTING RIGHTS. IF OF/IFAS LEASES THE SITE, SUCH
MATTERS WILL BE ADDRESSED IN THE LEASE AGREEMENT.
The County will enter into a lease agreement to allow use of the designated site for the specified 40 year period.
The use of the land will he at no cost to the University of Florida. Any necessary easements for access and utilities
for the site will be provided to the University for the project. Specific details of the lease agreement will be
worked out at time of negotiation.
✓ ADDITIONALLY, ANOTHER AGREEMENT REFLECTING THE COOPERATIVE ASPECTS OF
THE ARRANGEMENT INCLUDING, BUT NOT LIMITED TO, OF/IFAS RIGHTS WITH
RESPECT TO THE USE AND ACCESS TO EXISTING ON-SITE LABORATORY FACILITIES,
SCIENTIFIC PERSONNEL AND ON-SITE TECHNICAL SUPPORT STAFF AND THE
PROVISION AND MANAGEMENT OF FEEDSTOCKS WILL BE NEGOTIATED.
The County will enter into the above referenced agreement with UP/IFAS. That agreement will address access to
laboratory facilities, scientific personnel, and technical support staff as well as provision and management of
feedstocks.
