HomeMy WebLinkAbout2004-175 - C; - Work Order No . 1 ` ool Scope of Services Indian River County Department of Utility Services Reuse Feasibility Report General PBS &J (ENGINEER) has been providing water and wastewater consulting services to Indian River County Department of Utility Services (County) under the April 6, 2004 Continuing Contract Agreement for Professional Services . The County has requested that the ENGINEER provide engineering services in response to a FDEP comment requiring submittal of a Reuse Feasibility Study for permit renewal of the West Regional WWTF . The FDEP Guidelines require that Reuse Feasibility Studies include the following components : • Description of Existing Conditions • Description of Future Conditions 0 Description of Alternatives Considered — At a minimum, the alternatives must include No Action, Public Access Reuse (PAR) , and Other Reuse . The PAR alternative can be subdivided into Maximum, Medium, and Minimum levels of reuse depending on the percent of the total projected WRF flow that is reused on an annual average basis . • Evaluation of Alternatives — Evaluation must include a present value analysis , an evaluation of the impact of each alternative on the utility ' s rates and fees , technical feasibility, and environmental assessment . • Recommended Alternative The County currently operates an interconnected distribution system for beneficial use and disposal of reclaimed water from three County WWTFs . Reuse methods currently in use by the County include primarily golf course irrigation, WWTF site irrigation, wetlands enhancement, and rapid infiltration basins (RIBs) , however, RIBS are utilized as an emergency back-up and are not an active reuse disposal method. The West Regional WWTF has effluent disposal to the following : • R001 — Manmade Wetlands • R002 — PAR to golf courses and onsite irrigation • R003 — Onsite RIBs • D001 — Surface water discharge to the Lateral "D" Canal According to FDEP guidelines , if a maximum level of reuse is being proposed, an abbreviated report is allowed in place of a full Reuse Feasibility Study. Currently, this could be considered to be the circumstance because the County sends the majority of its reclaimed water to the reuse system, RIBs are used as back-up disposal , and agricultural users utilize water from the Lateral "D" Canal for irrigation . Also required in order to submit an abbreviated report, the County must show that a plan is in place to continue to provide the maximum level of reuse . The County recently updated the Reclaimed Water and Effluent Disposal section of the Water, Wastewater and Reclaimed Water Master Plan Update (Master Plan) . In this section, County staff evaluated disposal needs, identified future reuse sites , developed and ran hydraulic models , and estimated cost. I . the ENGINEER will prepare an abbreviated Reuse Feasibility Report according to the following scope of services . SCOPE OF SERVICES Task 1 — Feasibility Assessment The Engineer will develop a Reuse Feasibility Report based on the assumption that the County ' s update of the Reclaimed Water and Effluent Disposal section of the Master Plan is considered to be maximum level of reuse by FDEP . According to FDEP guidelines , if a maximum level of reuse is being proposed, an abbreviated report is allowed. The abbreviated Reuse Feasibility Report will include the existing and future customers and projects required to provide maximum reuse , as identified in the Reclaimed Water and Effluent Disposal section of the Master Plan . The Engineer will review plant flow data and the following aspects of the Reclaimed Water and Effluent Disposal section with the County : • Existing customers • Future potential customers • Reuse capacity • Water balance • Hydraulic modeling • Recommendations • Capital cost estimates . The Engineer will develop a spreadsheet-based water balance based on the recommendations in the Reclaimed Water and Effluent Disposal section of the Master Plan . This task includes one meeting with County staff. The County will provide PBS&J the following data for completion of this task: • Discharge monitoring reports for the previous 12 -month period • Existing reuse distribution system mapping Task 2 — Report Preparation A brief update report will be prepared for County submittal to FDEP as part of the permit renewal process . The Engineer will provide the County with three draft copies of the report for review and five final copies that incorporate County comments . This task includes accompanying the County to one meeting with FDEP . Page 2 of 4 CADocuments and SettingsNmd16152UL cal Settings\Tenwrary Intemet Files\OLK2\IRC_RemeStudy_SOS.doc Assumptions 0 The Reclaimed Water and Effluent Disposal section of the Master Plan is considered to be maximum level of reuse by FDEP • The customer base , recommendations , and costs outlined in the Reclaimed Water and Effluent Disposal section of the Master Plan are used in the Reuse Feasibility Report • No additional hydraulic modeling will be conducted by the Engineer • Any significant increase in the level of effort required by FDEP from this scope of services will be addressed via an addendum to this scope of services Schedule Work will be completed within 60 days of notice to proceed by the COUNTY. Compensation Compensation for Work Order No . 1 will be based on the Billing Rates by Grade from Exhibit 2 in Master Agreement with a Not To Exceed limit of $ 9 , 956 . 00 .
