WORK ORDER NUMBER 6
This Work Order Number 6 is entered into as of this 15th day of
March , 200_ pursuant to that certain Continuing Contract Agreement for
Professional Services entered into as of April 6 , 2004 ( "Agreement" ) , by and between
Indian River County , a political subdivision of the State of Florida ( "COUNTY" ) and
Post , Buckley , Schuh and Jernigan , Inc . ( " CONSULTANT" ) .
The COUNTY has selected the Consultant to perform the professional services
set forth on Attachment 1 , attached to this Work Order and made part iereof by this
reference . The Consultant will perform the professional services within he timeframe
more particularly set forth in Attachment 1 , attached to this Work Order an I made a part
hereof by this reference . The Consultant will perform the professional sery ces within the
timeframe more particularly set forth in Attachment 1 , attached to this Work Order and
made a part hereof by this reference all in accordance with the terms and provisions set
forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement , nothing contained
in any Work Order shall conflict with the terms of the Agreement and the terms of the
Agreement shall be deemed to be incorporated in each individual Work Order as if fully
set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Wok Order as of
the date first written above .

Scope of Services
I . Background
During recent hurricanes, water level in the Indian River Lagoon (Lagoon) rose
significantly, causing most of the 413 -homes in the Rockridge subdivision to be flooded .
The water potentially entered the subdivision from upstream property, sheet flow over
Indian River Boulevard, and from two interior canals that connect the subdivision with
the Lagoon . The flood combined with a power outage and caused significant Jamage to
the homes . Indian River County Public Works Department (IRCPWD) would like PBS &J
to evaluate different alternatives that were developed by the County to provide protection
to the Rockridge subdivision from flooding from future tidal surges . Also, I CPWD
would like PBS&J to complete the required FEMA HMGP/FMA -001 application for
possible FEMA funding .
II . Scope of Services
The following tasks are anticipated in preparing a report outlining alternatives to provide
protection to the Rockridge subdivision from future flooding from Lagoon surges :
1 . Collect maps and other project related data if necessary. (The County has aerial
photography with topographic information superimposed thereon .)
2 . Evaluate the following alternatives :
a. The first alternative has several parts : ( 1 ) Attempt to prevent stom surge from
entering the two canals ( 16th Street Canal and 14th Street Canal) that connect
the subdivision with the Lagoon by constructing tilting weir gates x other
appropriate structures in the two canals . Small boat navigation mut be
maintained in the 14th Street Canal . Manatee protection must be considered in
both canals ; (2) Attempt to prevent the sheet flow of Lagoon surge water from
flowing over Indian River Boulevard and entering the Subdivision and (3 )
Install pumps to pump watershed drainage around the canal structures .
b . Raise each home in the subdivision to an elevation above the 100- ear flood
elevation .
c . Neighborhood buyout option . Preliminarily, identify which homes are
proposed for buyout .

d . No action alternative . The Rockridge subdivision will most likely experience
flooding problems again from storm surge from the Indian River Lagoon .
e . Other options as PBS &J recommends .
3 . Prepare a preliminary opinion of the estimated cost of construction for each
alternative .
4 . Prepare a summary of the advantages and disadvantages of each alternative .
5 . Prepare a preliminary Benefit-Cost Analysis (BCA) for the selected alterr ative based
on full data BCA modules .
6 . Prepare a draft letter report or technical memorandum of the findings oft is
investigation ; submit to the County for review . Due to the time constraint no meeting
will be required to review County comments . The County will consolidate all
comments and provide them to PBS &J . PBS &J will incorporate the County
comments into a final report or technical memorandum . The Report is ant cipated to
be no more than 5 pages .
7 . Prepare a draft FEMA HMGP/FMA-001 application for possible funding
III . Assumptions
1 . Project schedule is based on a one ( 1 ) week County review of the draft submittal .
2 . Where possible, information is to be obtained by telephone, e-mail , and internet
access . Project site photos will be taken by County personnel . In order to complete a
useful and accurate report and application, PBS &J will make site visits as necessary .
The County does not reimburse consultants located outside the County fol travel time
or related expenses .
3 . All costs will be based on 2005 dollars .
4 . The County will provide cost for home replacement . The Cost per homer placement
will be based on the County ' s reasonable estimate of the value of a representative
home within the subdivision .
5 . The initial feasibility of the tilting gate, sheet flow prevention, and pumpir g option
will be evaluated based solely on topography, SJRWMD gauging data, an drainage
basin details provided by the County or SJRWMD . No modeling will be p rformed

for this task . If this alternative is selected, additional feasibility will be required as
separate scope .
6 . All vertical information is based on Indian River County Aerials and contours or field
information provided by the County survey crew
IV . Deliverables
PBS &J will submit three ( 3 ) copies of the draft report for review and comment by the
County.
PBS &J will submit three ( 3 ) copies of a completed draft FEMA HMGP/FE -001 form
with required attachments and exhibits .
Five (5 ) copies of the final report and five (5 ) copies of the final FEMA HM P/FMA -
001 form (FEMA form) and required attachments and exhibits will be submitted tot e County .
V . Schedule
PBS &J anticipates completion and submittal of the draft report and FEMA form to the
County within 4 weeks after the County issues the notice-to-proceed .
Upon review and comments by the County, the final report and FEMA form will be
submitted to the County on or before April 12 , 2005 .
VII . Services to Be Provided By the County
To support PBS &J ' s efforts in this project, the County agrees to provide tf e following
services :
• Provide timely advice and guidance regarding County policies arid technical
preferences . Provide timely comments and review of information provided . The
County agrees to assist in completing this project in accordance with the proposed
schedule .
• Resolve all internal variance in opinion regarding technical preferences or guidance
prior to directing PBS &J .
• Field survey as required . The field survey will consist of finish floor elevation of a
representative sample of ten homes in the subdivision . PBS &J will usc the County

hurricanes .

Compensation for the engineering services described in Attachment 1 shall be on a Lump Sum
Basis as described in the Master Agreement, with a Lump Sum Fee of $32 ,393 .
