S . , INC , formerly known as . Arcadis G & M , Inc. , a Delaware corporation ("Consultant") . 1 . The COUNTY has selected the Consultant to perform the professional services set forth in Work Order Number 1 dated as of March 21 , 2006 . 2 . The COUNTY and the Consultant desire to amend Work Order Number 1 as set forth in Exhibit 1 attached to this Amendment and made a part hereof by this reference , all in accordance with the terms and provisions set forth in the Agreement. 3 . S . , Inc . 2081 Vista Parkway West Palm Beach , FL 33411 Dear Mr. Lawson : Reference : Eckler Engineering 's Additional Services Rockridge Mitigated Sewer System Indian River County Eckler Engineering has provided significant design and construction services beyond the original construction scope . We are requesting a modification to our original agreement due to the additional services we have completed during the construction of this project . Please submit this request to Mr. Larry Brown for his review and approval by the County. Eckler Engineering has provided additional services beyond thatwhich was in the original contract for services during construction . Eckler Engineering has provided the following additional services during the construction of this project: 1 . We had to visit the project site on three separate occasions for startup of the vacuum pump station and for flow testing of the collection system . Airvac , Inc . had problems in their control panel with the instrumentation and control system and the contractor was not fully prepared for the testing which caused the first two attempts at testing the system to be aborted . We were finally able to successfully test the system on our third attempt. This work took an additional three days for two people to complete this task . 2 . Eckler Engineering has worked with the County's request for DATAFLOW Systems , Inc. to provide SCADA services to the vacuum pump station . In order to get the SCADA system to provide the signals requested by the County, Eckler Engineering has had to provide the coordination between Airvac, the supplier of the control panel , DATAFLOW , and the County. We first verified what the County wanted to monitor, determined that these signals were available within the Airvaccontrol panel and then coordinated the transfer of these signals from the Airvac panel to the DATAFLOW system . This effort took a while since Airvac uses a 120 volt control system and DATAFLOW uses a 24 volt control system . We also needed to find a way to obtain signals directly out of their PLC control and how to arrange these additional controls and connection points within the existing panel and still meet UL requirements . This effort has taken approximately two man weeks to complete . We added an irrigation system to the odor control mulch pit in order to keep it moist. This included modifying the water system , design of the irrigation system , and adding electrical power for the solenoid and the time clock . 5 . Eckler Engineering had to redesign the vacuum main along the east side of 14"' Street due to unknown existing utilities along the west side of the street where the pipeline was originally designed . 6 . Eckler Engineering investigated the extension of the vacuum collection system on 160' Street to serve the existing car wash and warehouse . This was in an effort to eliminate the private wastewater pump station serving these businesses . This warehouse and car wash were outside of the original limits of the project and had not been included in the original design . As it turned out, the cost of connecting these two facilities was more than the owner's were willing to pay and they were consequently not connected to the system . This investigation involved obtaining water consumption data , time of day water usage data , and peak water demand information . Once this information was known , then we could design the modifications to the existing system . 7 . There were two houses and two condominium buildings outside of the original service area which required service . Eckler Engineering designed the vacuum main , service lines and vacuum pits to serve these new connections . Eckler Engineering has spent nearly $ 18 , 000 completing these items outside of the original scope . We do know that there will be some additional coordination required to finalize the operation of the SCADA system between Airvac, DATAFLOW , and the County. Eckler Engineering requests an addition to our contract of $ 18,000 which will be billed on an hourly rate plus direct expenses basis .
