WORK ORDER NUMBER 1 -RR �- 0 0 (
PROFESSIONAL ENGINEERING SERVICES for the
ROCKRIDGE SUBDIVISION SURGE PROTECTION PROJECT
This Work Order Number 1 -RR is entered into as of this 21 st day of
February , 2006 , pursuant to that certain Agreement for Professional Services
entered into as of February 21 2006 ("Agreement") , by and between Indian
River County, a political subdivision of the State of Florida ("COUNTY" ) and Malcolm
Pirnie , Inc. ("CONSULTANT").
The COUNTY has selected the CONSULTANT to perform the professional services
set forth on Attachment 1 , attached to this Work Order and made part hereof by this
reference . The professional services will be performed by the CONSULTANT for the fee
schedule set forth in Attachment 2 , attached to this Work Order and made a part hereof by
this reference . The CONSULTANT will perform the professional services within the
timeframe more particularly set forth in Attachment 3 , attached to this Work Order and
made a part hereof by this reference , all in accordance with the terms and provisions set
forth in the Agreement. Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in
any Work Order shall conflict with the terms of the Agreement and the terms of the
Agreement shall be deemed to be incorporated in each individual Work Order as if fully set
forth herein .
Other attachments to this Work Order are listed below and are made a part hereof
by this reference :

2 . Attachment 5 — Cost Summary for Negotiated Contracts(' ).

ATTACHMENT 1 to WORK ORDER NO. 1 -RR
PROFESSIONAL ENGINEERING SERVICES for the
ROCKRIDGE SUBDIVISION SURGE PROTECTION PROJECT
1 , GENERAL
The CONSULTANT shall provide professional land surveying services for the Rockridge
Subdivision Surge Protection Project as described below. This project is associated with a
$2 , 100 ,000 (proposed ) Disaster Recovery Initiative Grant (DRIG ) that is funded through
the Florida Department of Community Affairs Community Development Block Grant
(CDBG ) program . Therefore , CDBG requirements must be followed throughout design ,
permitting , bidding , contract award , and construction . Also , the COUNTY has applied for a
grant through the Federal Emergency Management Agency ( FEMA) Hazard Mitigation
Grant Program ( HMGP) . If the HMGP grant is awarded , that program 's requirements must
be followed during the project.
2 . SCOPE OF WORK
The purpose of the survey services described herein is to provide background survey
information that is necessary for the CONSULTANT to use to prepare a Preliminary
Engineering Report for the project (to be covered in a future Work Order). All project
elevations will be based on Indian River County Vertical Control Benchmarks as published
by the Indian River County Public Works Department. Survey horizontal measurements
and drawing shall be tied to recovered right-of-way monuments delineated on Indian River
County Right of Way Maps provided by the COUNTY for Indian River Boulevard . All
survey drawings shall be prepared in AutoCad 2005 format (or later) and they shall reflect
the right-of-way lines for Indian River Boulevard based on those maps and the elevation
information based on Indian River County published values .
Other items to be shown on the survey drawing include the following :
A. The location , elevation , and inside pipe diameter/size of specific drainage structures
previously identified for modification in the FEMA HMGP application . As the survey
work is performed , the CONSULTANT shall also look for other pipes that may have
been omitted from the FEMA HMGP application . If such pipes are discovered , the
CONSULTANT shall provide information on those pipes .
B . The location and elevation of any roadway pavement edges along the project route
situated within the right-of-way for Indian River Boulevard and lying below elevation
6 . 80 , including the outer edges of the roadway, the interior roadway edges along
center landscape medians , and the ground elevation along the center depression of
the medians (including median cuts and road crossings ) . The project route begins
approximately three hundred feet south of Twelfth Street at the southerlymost
identified drainage structure of interest in the FEMA HMGP application and ends at

the northerlymost limit of the area identified on the FEMA HMGP application for
2 ,020 feet of Jersey barrier and ending near Twentieth Street.
3 . Topographic information for two potential drainage pump station sites with detail
overlapping onto the abutting property.
The following are not included in this Work Order:
1 . Cross section of canals east or west of Indian River Boulevard .
2 . Boundary surveys for sites abutting the survey route .

ATTACHMENT 2 to WORK ORDER NO 1 -RR
PROFESSIONAL ENGINEERING SERVICES for the
ROCKRIDGE SUBDIVISION SURGE PROTECTION PROJECT
1 , COMPENSATION
The COUNTY agrees to pay and the CONSULTANT agrees to accept, a lump sum
fee of $ 18 ,000 for services rendered according to Attachment 1 of this WORK ORDER .
2 . PARTIAL PAYMENTS
The COUNTY shall make monthly partial payments to the CONSULTANT for all
authorized work pertaining directly to this project performed during the previous calendar
month . Using the form contained herein as Attachment 5 , the CONSULTANT shall submit
invoices monthly for services performed and expenses incurred pursuant to this Work
Order during the prior month .
The CONSULTANT shall submit duly certified invoices in duplicate to the Director of
the Public Works Department. For lump sum line items , the amount submitted shall be the
prorated amount due for all work performed to date under this phase , determined by
applying the percentage of the work completed as certified by the CONSULTANT , to the
total due for this phase of the work. For time and material line items , the amount
submitted shall be based on the actual hours worked and expenses incurred for the billing
period .
The amount of the partial payment due the CONSULTANT for the work performed
to date under these phases shall be an amount calculated in accordance with the previous
paragraph , less ten percent ( 10% ) of the invoice amount thus determined , which shall be
withheld by the COUNTY as retainage , and less previous payments. Per F . S . 218 . 74 (2 ) ,
the COUNTY will pay approved invoices on or before the forty-fifth day after the COUNTY
receives the CONSULTANT's invoice .
Per F . S . 218 . 74(2 ), the ten percent ( 10% ) retainage withheld shall be paid in full to
the CONSULTANT by the COUNTY, on or before the forty-fifth day after the date of final
acceptance of the Work by the Public Works Director.

I. TIME FOR COMPLETION
Time is of the essence for this project. The time allocated for this Work Order is
42 calendar days from the date the County issues a Notice-to- Proceed for this Work Order.
