The Board of County Commissioners of Indian River County met
in regular session on Wednesday, October 6,.1965,.at the Courthouse,
Vero Beach, Florida. Al]. members were present. Also present were
John H. Sutherland, County Attorney; Edwin S. Schmucker, County
Engineer; and Alfred H. Webber and Ruth Elliott, Deputy Clerks.
The Chairnan asked if there were any corrections or additions
to the minutes of September 9 and September 22, 1965, There were
none, and on Motion by Commissioner Macdonald. seconded by. Commissioner
Haffield and unanimously carried, the minutes were approved.
Homer C. Fletcher, Tax Assessor, presented the Tax Rolls for
the year 1965 on real and personal property and also the Intangible
Personal Property Assessment Roll, which were examined and found
to be correct. On Motion by Commissioner Waddell, seconded by
Commissioner Macdonald and unanimously carried, the tax rolls
were accepted and approved and the Warrants to each of said rolls
were annexed thereto and are in words and figures following -4

Indian River
Miss Mary Lou Durrance and Francis Whitfield, representing the
West Wabasso Progressive Civic Club, Inc., presented the revised
plans for the community service center, which includes a conference
room and a model home which would be used for teaching purposes, and
requested financial aid from the County in the sum of $4;500. Each
member of the Board expressed willingness to build a small clinic and
to develop this land for park purposes, as was originally requested;
but, each was opposed to the County becoming involved in the Economic
Opportunity Program. Francis Whitfield then requested the County
to return the property to the West Wabasso Progressive Civic Club
so that they can make an effort to finance this building.themselves.
The County Attorney was instructed to research the problem to determine
if'this tan legally be done.

Mr. Frank Zorc, who appeared before the Board on August 4, reported
that the problem of the'bee hives along the property line adjoining
his property still existed. The County Engineer reported that he had
requested the owner several times to move the hives fifteen (15) feet
from the property line. The County Attorney stated,that, in his opinion,
there is a gap on this particular subject in our present zoning reg-
ulations, and that the only recommendation he could make was that
this Board recommend to the zoning commission that they look into the
subject and perhaps amend the regulation. It was the consensus of
the Board that they are in sympathy with Mr. Zorc's problem, but,
under the present law, there is nothing further the County can do at
this time, and felt his only recourse might be a civil action against
the property owner.
On Motion by Commissioner Haffield, seconded by Commissioner
Waddell, the following Resolution was unanimously adopted:

WHEREAS, the Los Angeles Dodgers have shown out-
standing courage, ability and initiative in winning the
National League Pennant; and
WHEREAS, Indian River County is indeed fortunate to
have the Los Angeles Dodgers' Spring training facilities
located in Vero Beach, Florida; and
WHEREAS, Indian River County receives tremendous
benefits from the relationship with the Los Angeles Dodgers
due to all of the free advertising gained by this county and
great economic benefits to the merchants of Indian River
County; and
WHEREAS, Indian River County is proud to be a part of
the outstanding accomplishment achieved by the Los Angeles
Dodgers in their 1965 baseball season;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Indian River County in regular session this
the 6th day of October, A. D. 1965, that this Board does
herewith send its most hearty congratulations for the -out-
standing achievement in the winning of the National League
Pennant and this Board does for itself and for all of the
citizens of Indian River County extend a most sincere wish
for continued success in winning the World Series and to see
the World's Series Pennant flying over Holman Stadium during
the 1966 Spring training.

BE IT FURTHER RESOLVED that a true copy of this
Resolution be forwarded to Mr. Walter O'Malley, President
of the Los Angeles Dodgers.

Mr. Edwin S. Sweeten, District Forester, and Mr. Billy Roberson,
Indian River County Ranger, thanked the Board for the fine cooperation
received from the Commissioners and stated that whenever they can be
of service to the Board or the County, they will be happy to do so.
Coxa .ssioner Macdonald requested the Florida Forest Service to furnish
1000 saplings to be planted at the Dale Wimbrow Memorial Park.
On Motion by Commissioner Waddell, seconded by Commissioner
Macdonald, and unanimously carried, the Civil Defense Director was
authorized to advertise surplus equipment for sale to the highest
and best bidder, bids to be opened on Wednesday, November 10, 1965,
at 9 o'clock A. M.
After considerable discussion of the right-of-way problem on
North Gifford Road Extension with Takaho Corporation, and after
examining an instrument received from Takaho, Motion was made by
Commissioner Macdonald, seconded by Commissioner Waddell, and
unanimously carried, that Takaho Corporation furnish a Warranty Deed
to the County and the County,in turn, will give to them the right of
possession until June 1, 1975. This is the only way the Board will
accept this alternative.
'Commissioner Waddell moved that the County accept the proposal
of D. & J. Sheet Metal for routine maintenance service on two 71 -ton
air -conditioners; two 5 -ton units and twenty-four window units at
$40.00 a month; and that the County Engineer be authorized to have
two oil switches installed at $35.00 each; and further, that the County
Engineer be instructed to have a cost estimate made for central air
'conditioning of the old wing of the Courthouse. Motion was seconded
by Commissioner McCullers and unanimously carried.
Motion was made by Commissioner Waddell, seconded by Commissioner
Macdonald, and unanimously carried, that the Engineer be authorized
to notify the Beverage Department that the application of Ralph Caporrino
for the Turf Club, for an intoxicating liquor, consumption -on -premises
license, does conform to the zoning regulations of the County.
The County Engineer reported that Mr. Carson'Platt would give
the right-of-way for SR 512 if the Board would agree to abandon the
Old right-of-way upon completion of the new road. Motion was made
by Commissioner Waddell, seconded by Commissioner Macdonald and un-
animously carried, that the Engineer be instructed to inform Mr. Platt
that.the Board would like to retain the old right-of-way for road -side
recreation purposes and, if any part is not used for public purpose,
then it will be vacated to the adjoining property owner.
Motion was made by Commissioner Macdonald, seconded by Commissioner
Waddell and unanimously carried, that the County Engineer is .authorized
to procure the services of a qualified person to bring the inventory.
and property records up-to-date; and that each department in the
Courthouse is instructed to designate an employee to work with this
person when he comes to their office.
On Motion by Commissioner Waddell, seconded by Commissioner
McCullers and carried, the request of the Rockridge Property Owner's
Association to purchase twenty-five chairs at $4.00 each for their
community building, was granted.
Upon Motion by Commissioner Macdonald, seconded by Commissioner
Waddell and unanimously carried, the payment of $1,440.00 was authorized
as per agreement with Mr. Jim Young, representing his mother, Mrs.
Lucille G. Young, for a right-of-way, 30' x 1320', on Glendale Road,
west of Kings Highway. This includes land and twenty-four citrus trees.

Motion.was made by Commissioner Waddell,seconded by Commissioner'
Haffield and unanimously carried that the installation of a street
light at the intersection of Kings Highway and Glendale Road upon
the completion of the paving of Glendale be approved.
Upon Motion`by Commissioner Waddell, seconded by Commissioner
Macdonald and unanimously carried, the members of the Board were
authorized to inspect certain data processing equipment in Titusville,
Orlando and Bartow on Wednesday, October 13.
Dr. C. C. Flood, County Physician, submitted a copy of the Internal
Auditor's report of the County Health Unit Fund for the fiscal year
ending June 30, 1965, Dr. Flood requested that the method of payment
for the position of county physician be changed from salary to fee
for service because of recent changes in the Merit System ruling
regarding dual employment. Motion was made by Commissioner Waddell,
seconded by Commissioner McCullers and unanimously carried that the
request be granted.
On Motion by Commissioner Waddell, seconded by' Commissioner
Haffield and unanimously carried,, licenses to carry firearms were
granted to Robert C. Ramsdell and Mrs. Robert C. (Annie Emily)
Ramsdell.
On Motion by Commissioner Waddell, seconded by Commissioner
Haffield and unanimously carried the following item to Item transfers

On Motion by Commissioner Waddell, aoconded by Commissioner
Haffield and unanimously carried the appointments of Clarence E. Bressett
and Manuel Lester Reese as•:deputy sheriffs of Indian River County were
approved.
Motion was made by Commissioner Waddell, seconded by Commissioner
¥cCullers and unanimously carried that the Clerk be authorized to
advertise for bids for an electric typewrite for .the office of
Circuit Judge D. C. Smith, to be opened November 10, 1965 at 8:45 A. M.
Motion was made by Commissioner Waddell, seconded by Commissioner
McCullers and unanimously carried that the Clerk be authorized to
have 300 original plats reproduced by Florida Microfilm Company at
a total price of $487.50.
Commissioner Waddell moved that Indian River County subscribe
to membership in the National Association of Counties at $76.00 a
year. Motion was seconded by Commissioner Macdonald and unanimously
carried.
On Motion by Commissioner Waddell, seconded by Commissioner
McCullers and unanimously carried, the County Engineer was requested
to devise a rod method of locking the handles on files in the County
Service Officer's office so that these files will not be access:b1e
without the service officer being present.
• Commissioner Macdonald moved that the Indian River County Garden
Club be requested to assist the County in the development of the
South County Beach Park and that a copy be forwarded to the president
the organization. Motion was seconded by Commissioner Haffield and
unanimously carried.
The monthly reports of the County Service Officer; the County
Agent and the County Welfare Case Worker Were received and placed
on file.

of Indian River County, Florida, that the said Board does hereby
elect, on behalf of RALPH HARRIS, Clerk of Circuit Court
a fee basis officer of Indian River 'County, to exercise the
authority provided by Chapter 65-1714, F.S. so that the above-
mentioned fee basis officer may enter.into an agreement with
Blue.Cross - Blue Shield of Florida under"Policy 1i -PK with
Extended Benefits" carrying monthly premiums of $6.85 for a
single rate and $18.60 for a family rate; with the said fee
basis officer contributing 5:6.85 for each single rate'
employee contract, and $ 10.00 for each family rate employee
contract, as operating expense of his office; and the balance
of the monthly premium, if any, to be paid by the individual
employee by means of payroll deduction.

audited, were examined and found to be correct, were approved, and
warrants issued in settlement of same as follow3:, General Fund,
Nos. 4530 to 4611; Road and Bridge Fund, Nos.3017 to 3074, both
inclusive; Fine and Forfeiture Fund, Nos. 454 to 465, both inclusive;
and Capital Outlay Fund, Nos. 131. to 134, both inclusive. Such
bills and accounts being on file in the office of the Clerk of the
Circuit Court, the warrants so issued from the respective funds being
listed in the Supplemental Minute Book as provided by the rules of
the State Auditor, reference to s.uch record and list so recorded and
being made a part of these minutes.
There being no further business, on Motion made, seconded and
carried, the Board then adjourned.
