HomeMy WebLinkAbout2003-129 ORIGINAL -3 , 0 NON-EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT CONTINUING CONSULTING SERVICES FOR WATER TREATMENT PLANTS between INDIAN RIVER COUNTY and KIMLEY - HORN AND ASSOC ATES INC . Scope of SCADAystem services for South Plant RO Clearwell Addition and Post-Treatment Modifications WORK AUTHORIZATION #3 Revision 1 GENERAL The clearwell addition and post-treatment modifications project requires SCADA system programming in order to allow operator interface with the new treatment system . PLC Programming and HMI (computer) software programming is necessary to allow this interface . We believe this work should be provided under KHA ' s scope of services for the following reasons : 1 . There is more control over the quality of the final programming with this approach since it is more performance based than price based . 2 . There is more flexibility to changes during the operational testing and startup mode, both in terms of programming changes and screen modifications . Typically, operators have more input on how the screens are setup after operational testing and it is more difficult to enforce this work after the GC have completed the project. 3 . It is more logical to place the operational control philosophy under the designer' s scope . With a written control logic , it is nearly impossible to define ALL the operating scenarios, or what-ifs , that could occur during the long-term operation of the system . Therefore, it allows the designer more flexibility in addressing these items in the field with all parties . Allowing the work to be done under a GC tends to be more "black-box" approach and does not allow much flexibility to changes and thorough de-bugging of the system . 4 . There is more vested interest in making the new system operate seamlessly within the existing system . Typically, under the GC scope , the I& C programmer is only responsible for the new work and usually minimizes the effort in integrating the new programming with the existing system . The following Scope of Services is recommended . - 1 - SCOPE OF SERVICES Task 1 — Pre-Design 1 . Visit plant site to retrieve copy of existing PLC program, existing HMI program files and review the existing operating system . Task 2 — Design Submittals 1 . Review final design and panel fabricator' s project submittals for the new control panels to verify completeness of the integration with the new and existing project . Incorporate IRC staff screen layouts for new post-treatment system . Task 3 — PLC Design 1 . Modify the existing PLC5 program to add two caustic tanks and interface to the new metering pumps, add a new bulk NaOCL tank and interface with a new metering pump ; add interface logic with the post treatment to call for this treatment when required ; to read the status of degasifier inlet valves for permit to start the trains ; relocate the 1/0 for the blend control and the raw water influent pH signal ; and any other modifications or deletions for modified / relocated equipment. 2 . Create new files within the existing PLC5 (programmable logic controller) program for the two new remote UO racks for this addition, utilizing specific file organization to break the program down into logical parts , provide control over the new systems , allow operators to place equipment 'out of service', change setpoints and timer presets, provide time delay for equipment startup, alarm delay timers to prevent chatter alarms, safety interlocking for pumps ; lead, lag 1 , lag2 with variable alternation time and step based transfer pump control via level / floats, with level controlled VFD (variable frequency drive) interface in auto mode and operator manual override in manual mode ; degasifier valve control , blower and inlet damper control , scrubber pH and ORP control with recirculation pump selection and fill valve control . Task 4 — HMI Design 1 . Create new HMI (human machine interface) displays , matching the existing format, for the clearwell and transfer pumps , the degasifiers and blowers , the scrubbers and recirculation pumps , new PLC communications/status and alarm screens . Modify the existing HMI database and configurations for the new 1/0 and the new and existing displays for the blend flow control , caustic feed system, chlorine feed system, GST display and any other display impacted by modifications to the existing system . Task 5 — Implementation - 2 - 1 . Provide 2 days of support for the pretreatment piping modifications for onsite assistance with plant shutdowns, and variable manipulations to allow operations in the various phases of the construction process . 2 . Provide up to 2 weeks commissioning and startup support including : programming of the VFD 's minimum and maximum speed setpoints ; loading the modifications to the existing HMI system to incorporate the changes ; checkout all new and relocated points and PLC remote UO communications in association with the contractors loop checks ; startup and verify operation of the entire plant; provide up to 2 days of operator/maintenance training . Task 6 — Record Information 1 . Provide an as-built PLC program listing and a copy of all files on a floppy diskette for the O&M manual , and owner. 2 . Provide one-year warranty on all work, any call out for non-warranty related issues will be billed at hourly rate portal to portal from Bradenton, FL . Task 7 — Firmware/Hardware/As-builts 1 . Assist with the updating the firmware/hardware for all existing A-B processors and adapter modules, with the assistance of the local Rexel representative, to bring all hardware up to the latest software revisions, and allow the modification of the existing DH+ and RemotelO channel configurations to increase the communications speed from 57 . 6 K to 230 . 4 K in preparation for the new additional racks to be installed with this expansion . 2 . Purchase and install one package of RSLogix5 Professional , part no . 9324- RL5700NXENE, programming software on the new computer provided by others under this contract, to connect with the PLC via ethernet to allow the County personnel to modify and troubleshoot the PLC program . 3 . Create 1 -3 schematic drawings detailing the specific modifications within the existing PLC cabinet(s) for all circuits/signals being removed/relocated . (Could be optional $ 3 ,450) SCHEDULE These services will be coordinated with the contractor ' s schedule in order to insure no delays in construction . It is anticipated that these services will be provided over the next nine months . - 3 - FEES We will provide these services on a lump sum basis for the following task fees : Hardware Services Task 1 - $ 19150 Task 2 - $ 19150 Task 3 - $ 10,350 Task 4 - $ 99200 Task 5 - $ 119500 Task 6 - $ 19150 Task 7 $ 7,395 $ 59750 Subtotal $ 7,395 $409250 Total $ 479645 Additional Services (not included) 1 . Provide additional programming time during startup for any additional changes required beyond the present scope at a rate of $ 115/hr, portal to portal from Bradenton, FL . Consultant will provide these Services in accordance with our non-exclusive professional engineering agreement dated November 13 , 2001 , between Indian River County and Kimley-Horn and Associates , Inc . - 4 - IN WITNESS WHEREOF the parties have executed these presents this 3rd day of June , 2003 .
