WORK ORDER NUMBER
This Work Order Number 11 is entered into as of this 21 day of
2009 pursuant to that certain Continuing Contract Agreement for
Profes onal Services entered into as of April 6 , 2004 and amended effective April 7 ,
2007 ( as so amended , the "Agreement " ) , by and between Indian River County , a political
subdivision of the State of Florida ( " COUNTY " ) and Schulke , Bittle & Stoddard , L . L . C . ,
( " CONSULTANT ") .
The COUNTY has selected the Consultant to perform the professional services set
forth on Exhibit 1 ( Scope of Work) , attached to this Work Order and made part hereof by
this reference . The professional services will be performed by the Consultant for the fee
schedule set forth in Exhibit 2 ( Fee Schedule ) , attached to this Work Order and made a
part hereof by this reference . The Consultant will perform the professional services within
the timeframe more particularly set forth in Exhibit 3 ( Time Schedule) , attached to this
Work Order and made a part hereof by this reference all in accordance with the terms and
provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement ,
nothing contained in any Work Order shall conflict with the terms of the Agreement and the
terms of the Agreement shall be deemed to be incorporated in each individual Work Order
as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Work Order as of
the date first written above .

SCOPE OF WORK
WORK ORDER NO . 11
Project Description
The proposed project will provide engineering design and permitting for the construction of a new 16"
Master Planned Water Main extension on College Lane, from the east side of the Indian River State
College ( IRSC ) , east for 2236 +- If, and ending at the existing IRCDUS water tower on the north side
of College Lane , approximately 550 +- If west of 58 °i Ave . The new water main extension is
necessary to complete the 16 " water transmission main loop that connects to the water distribution
network at 74t" Ave . and primarily feeds the residential areas west of 74t" Ave and the commercial
node adjacent to 1 - 95 and SR 60 . The loop will provide existing utility customers with improved fire
protection , consistent pressure and reliable flow rates , and additional redundancy in the water
distribution systern network .
The proposed 16" water transmission main loop is being constructed in several phases .
Phase I of the system was recently let out to bid , and will include a connection to an existing water
main in 74t" Ave . , and an extension of a 16 " water transmission main east from 74"' Ave , along 16t"
St. , to 66°i Ave ; and the extension of a 12 " water main from 16`x' St . and 66°' Ave intersection ,
extending north along 66t" Ave . where it will connect to an existing water main in SR60 . This portion
is anticipated to be under construction in the next several months . ( IRC project No . 9920 ) .
Phase II of the system is currently under construction , and is near completion , and includes the
extension of the 16 " water transmission main from the 16°i St . and 66"' Ave . intersection , extending
east along 16`x' St. , and northeasterly through the IRSC campus along College Lane , where it
terminates at the northeast corner of the campus , adjacent to the College Lane Right-of--way .
Phase III (this project) , provides for the construction of the east leg of the 16" water transmission
main loop , and will connect to the termination point of the Phase 11 water main at the Northeast
corner of the IRSC campus, and will extend 2236 +- If east along College lane , and connect to an
existing 20 " water transmission main that is fed from the existing IRCDUS water tower, located 550 If
west of 58"' Ave .
Budget Analysis :
IRCDUS has budgeted and expended most of the necessary funds for the Phase 11 portion of the
project, and the construction is near completion . IRCDUS has budgeted $ 880 , 000 . 00 for the
construction of the Phase I and Phase I I I portions of the project, with priority given to Phase I , and
could only proceed with Phase III if remaining funds were available . After design , permitting, and
bidding of the Phase I portion of the project, the total costs for Phase I are estimated to be
$613 , 305 . 85 , which leaves approximately $ 266 , 694 . 15 remaining in the budget to complete Phase III .
An estimate of the costs to design , permit and construct the remaining Phase III portion of the project
for Phase III is $ 228 . 450 . 54 , which includes engineering and construction costs , and includes a 10 %
contingency over and above the estimated cost of construction . Therefore , there is adequate funding
available to complete the construction of the Phase 111 16 " water transmission main (east leg) , which
will allow the completion of the 16 " water transmission main loop and connection to the existing
IRCDUS water tower . (See Attachment A — Budget Analysis ) .
Scope of Services
Schulke , Bittle & Stoddard , L . L . C . will provide services including surveying, engineering design ,
preparation of construction plans , preparation and submittal of permit applications , construction
administration and periodic construction field inspection for the construction required for the Phase III
portion (east leg) of the 16" water transmission main loop, lying within or adjacent to College Lane
(see Attachment ` B " for location and Attachment " C " for cost tabulation ) .
The estimated construction cost of this project is $ 206 ,700 . 54 .

In connection with this project, the County will provide the Engineer with a copy of any pertinent
Preliminary Data or Reports ; all available drawings in electronic AutoCADD format ; all surveys ,
maps and other documentation in the possession of or reasonably available to the County that are
pertinent to the project.
Services not included in this scope of services are listed as follows :
• Excavation for field verification of actual locations of existing underground utilities
and structures . It is requested that Indian River County provide the excavation as
directed by Schulke , Bittle & Stoddard , L . L. C .
• Any services associated with assisting Indian River County in review and evaluation
of patent related disputes , issues , or claims including preparing to serve or serving as
a consultant or witness for Indian River County in litigation , arbitration , public or
private hearings , or other legal administrative proceedings involving patent related
disputes , issues or claims .
• Any services in connection with the project not otherwise provided for in this scope
of services .
In order to execute this project in the most cost effective manner with the most aggressive schedule ,
Schulke, Bittle & Stoddard , L . L . C . is retaining Houston , Schulke , Bittle & Stoddard , Inc . to prepare a
route survey necessary for the design and construction of the project , and will retain KSM
Engineering and Testing, Inc . , for the geotechnical evaluation of the soils within the project .
