2 . Attach a concise description of the support services that are available to the residents of
affordable housing .
The county in conjunction with financial institutions conducts a
homebuyers ' educational workshop program for all applicants who request
downpayment/closing cost assistance (see attachments regarding
homebuyers ' education program)
- Consumer Credit Counseling provides assistance to applicants through
lenders and through the homebuyers ' educational workshops
The Indian River County Council on Aging provides various services to
elderly and handicapped individuals including housing assistance
The Housing Authority and Economic Opportunity Council provides
housing assistance to qualified households
The county staff provides one on one assistance to applicants for
completing SHIP applications , resolving credit problems , referring
applicants to appropriate financial institutions for acquiring first
mortgages , and providing other assistance as needed
The county SHIP staff in conjunction with local financial institutions , non-
profit organizations , HUD staff, and others conducted information
workshops in the Gifford area, Wabasso area, and Oslo area of the county
which have a high percentage of minorities and low income households .
3 . Attach such other data or unique affordable housing accomplishments considered significant
by your Agency. (success stories , newspaper clippings , etc . )
- By the end of June 2005 , the Indian River County LHAProgram had approved 19
loans with FY 04-05 funding . In administering the program , LHAProgram staff held
several public meetings , placed newspaper advertisements , and sponsored radio
advertisements and announcements . Because of these efforts , the LHAProgram is
well known to the public, and there are many more eligible applicants than the county
can assist with available SHIP funds . Photocopies of success stories , newspaper
articles , and thank-you notes have already been sent to the Florida Housing Coalition.
4 . Describe how the Annual Report was made available for public inspection and comments .
Attach copies of all comments that were received and provide the local government' s response .
Annual report provided to the public through Affordable Housing Partnership
meetings/Lending Consortium , county planning division, municipalities within
the county, the Treasure Coast Builders Association, and the county website .
Availability of the reports also advertised in the local newspaper.
5 . Since State fiscal year 1992 -93 , 292 mortgages have been made to very low income
households with 3 in default.
Since State fiscal year 1992 -93 , 344 mortgages have been made to low income households
with 5 in default.
Since State fiscal year 1992-93 , 91 mortgages have been made to moderate income
households with 1 in default .
Total default rate for all mortgages 1 . 23 % .
6 . Describe how eligible sponsors (if applicable) that employed personnel from welfare to work
programs were given preference in the local selection process .

PARTICIPATION IN THE COUNTY
LOCAL HOUSING ASSISTANCE
PROGRAM
Notice is hereby given that, starting July 9 . 2004 , the Board of
County Commissioners of Indian River County, Florida will be
accepting applications from households in the very low, low,
and moderate income categories and from non-profit
organizations for the purchase or rehabilitation of affordable
housing units. Unless extended by the county, the application
acceptance period will end on July 30 , 2004. The County
estimates that It will receive $916 ,659.00 (including
administrative costs) for FY 2004-2005 from the Florida State
Housing Initiatives Partnership (SHIP) Program, which will be
made available through the Indian River County Local
Housing Assistance Program for the following activities:

Assistance will be provided as deferred payment loans that need
not be paid back until the assisted unit is sold, refinanced with
"cash of t" or d someone other than the original loan recipient

residency requirement.

employed for the past year) , be a seasonal farm worker, or be a
special needs person (elderly, disabled , etc) .

4. Credit Verification: An applicant shall have a satisfactory
credit rating for at least the previous one (1 ) year.
5. Homebuyer Status: No member of household shall have
owned a home for at least three (3) years before being approved
to receive down payment/closing cost assistance.
6. Purchase Price Limitation: The purchase price for new and
existing homes may not exceed $154,896.00.
Prohibition of Mobile Homes
v Funds may not be used to repair, rehabilitate, or purchase mobile
homes.
