1. Please provide information on the status of the implementation of the Local Housing
Incentive Plan or Incentive Strategy adopted by the local Affordable Housing Assistance Plan,
A. Incentive Strategy:
Adopted regulations providing up to a 20% density bonus for affordable housing development
projects (housing element policy 2.5, Land Development Regulations Section 911.14(4)(a)).
Adopted regulations allowing for small lot subdivisions with reduced setbacks, lot size, and
lot width requirements (Land Development Regulations, Chapter 911 and section 971.41 (9)).
Adopted regulations allowing for accessory single-family dwelling units in all agricultural and
residential zoning districts (Land Development Regulations, Chapter 911 and Section 971.41
(10)).
Adopted regulations allowing multi -family dwelling units in conjunction with commercial
development, such as apartments over commercial buildings (Land Development Regulations
Section 911.10 and Section 971.41 (6)).
Adopted policies for expedited permit processing (Housing Element policies 1.5 and 1.6).
Adopted a policy for review of proposed local policies or regulations which may increase the

2. Attach a concise description of the support services that are available to the residents of
affordable housing,
The county, in conjunction with financial institutions, conducts a homebuyers'
educational workshop program for all applicants who request downpayment/closing
cost assistance (see attachments regarding homebuyers' education program)
Consumer Credit Counseling provides assistance to applicants through lenders and
through the homebuyers' educational workshops
The Indian River County Council on Aging provides various services to elderly and
handicapped individuals including housing assistance
The Housing Authority and Economic Opportunity Council provide housing
assistance to qualified households
County staff provide one on one assistance to applicants for completing SHIP
applications, resolving credit problems, referring applicants to appropriate financial
institutions for acquiring first mortgages, and providing other assistance as needed
County SHIP staff, in conjunction with local financial institutions, non-profit
organizations, HUD staff, and others, conducts infonnation workshops in the Gifford
area, Wabasso area, and Oslo area of the county which have a high percentage of
minorities and low income households.

By the end of June 2008, the Indian River County LHAProgram had approved 45 loans with FY
06-07 funding. In administering the program, LHAProgram staff held several public meetings,
placed newspaper advertisements, and sponsored radio advertisements and announcements.
Because of these efforts, the LHAProgram is well known to the public, and there are many more
eligible applicants than the county can assist with available SHIP funds. Photocopies of success
stories, newspaper articles, and thank -you notes have already been sent to the Florida Housing
Coalition.
4. Describe how the Annual Report was made available for public inspection and comments.
Attach copies of all comments that were received and provide the local government's response.
Annual report provided to the public through Affordable Housing Advisory Committee,
Affordable Housing Partnership Group, county planning division, municipalities within the
county, the Treasure Coast Builders Association, and the county website. Availability of the.
reports also advertised in the local newspaper.

A. 335 mortgages have been made to very low income households with 7 in foreclosure.

PARTICIPATION IN THE COUNTY
LOCAL HOUSING ASSISTANCE PROGRAM
Notice is hereby given that; starting July 7, 2006, the Board of County
Commissioners of Indian River County, Florida wilt be accepting
applications from households in the very low, low, and moderate income
categories for the purchase or rehabilitation of affordable housing units.
Unless extended by the county, the application acceptance period will
end on July 31, 2006. The County estimates that it will receive
$1,200,623.00 (including administrative costs) for FY 2006-2007 from
the Florida State Housing Initiatives Partnership (SHIP) Program, which
will be made available through the Indian River County Local Housing
Assistance Program for the following activities:

1. Please provide information on the status of the implementation of the Local Housing
Incentive Plan or Incentive Strategy adopted by the local Affordable Housing Assistance Plan.
A. Incentive Strategy:
Adopted regulations providing up to a 20% density bonus for affordable housing development
projects (housing element policy 2.5, Land Development Regulations Section 911.14(4)(a)).
- Adopted regulations allowing for small lot subdivisions with reduced setbacks, lot size, and
lot width requirements (Land Development Regulations, Chapter 911 and section 971.41 (9)).
- Adopted regulations allowing for accessory single-family dwelling units in all agricultural and
residential zoning districts (Land Development Regulations, Chapter 911 and Section 971.41
(10)).
Adopted regulations allowing multi -family dwelling units in conjunction with commercial
development, such as apartments over commercial buildings (Land Development Regulations
Section 911.10 and Section 971.41 (6)).
Adopted policies for expedited permit processing (Housing Element policies 1.5 and 1.6).
Adopted a policy for review of proposed local policies or regulations which may increase the
cost of housing -(Housing Element policy 1.7)_
Adopted a policy for inventory of all surplus county owned land (Housing Element policy
2.4).
Adopted regulations allowing zero lot line subdivisions (Land Development Regulations
Section 915.15),
Established Local Housing Assistance Program, allowing the county to utilize State Housing
Initiatives Partnership (SHIP) program funds for the provision of affordable housing (Local
Housing Assistance Program, Local Housing Assistance Plan, Housing Element policies 2.7,
3.57 4.4, 4.6, 4.7, 4.9, and 9.1)

2. Attach a concise description of the support services that are available to the residents of
affordable housing.
The county, in conjunction with financial institutions, conducts a homebuyers'
educational workshop program for all applicants who request downpayment/closing
cost assistance (see attachments regarding homebuyers' education program)
Consumer Credit Counseling provides assistance to applicants through lenders and
through the homebuyers' educational workshops
The Indian River County Council on Aging provides various services to elderly and
handicapped individuals including housing assistance
The Housing Authority and Economic Opportunity Council provide housing
assistance to qualified households
County staff provide one on one assistance to applicants for completing SHIP
applications, resolving credit problems, referring applicants to appropriate financial
institutions for acquiring first mortgages, and providing other assistance as needed
County SHIP staff, in conjunction with local financial institutions, non-profit
organizations, HUD staff, and others, conducts information workshops in the Gifford
area, Wabasso area, and Oslo area of the county which have a high percentage of
minorities and low income households.

By the end of June 2008, the Indian River County LHAProgram had approved 28 loans with FY
07-08 funding. In administering the program, LHAProgram staff held several public meetings,
placed newspaper advertisements, and sponsored radio advertisements and announcements.
Because of these efforts, the LHAProgram is well known to the public, and there are many more
eligible applicants than the county can assist with available SHIP funds. Photocopies of success
stories, newspaper articles, and thank -you notes have already been sent to the Florida Housing
Coalition.
4. Describe how the Annual Report was made available for public inspection and comments.
Attach copies of all comments that were received and provide the local government's response.
Annual report provided to the public through Affordable Housing Advisory Committee,
Affordable Housing Partnership Group, county planning division, municipalities within the
county, the Treasure Coast Builders Association, and the county website. Availability of the
reports also advertised in the local newspaper.
5a. Life to Date Mortgage Foreclosure:
A. 346 mortgages have been made to very low income households with 8 in foreclosure.
B. 404 mortgages have been made to low income households with 9 in foreclosure.
C. 131 mortgages have been made to moderate income households with 2 in foreclosure.
D. Total foreclosure rate for all mortgages 2.15%.
