The Board of County Commissioners of Indian River County
met in Regular Session at the Courthouse, Vero Beach, Florida, on
Wednesday, April 6, 1966, at 8:30 o'clock, A. M. All members were
present. Also present were County Attorney John H. Sutherland, County
Engineer Edwin S. Schmucker, and Alfred H. Webber and Freda Wright,
Deputy Clerks.
The Chairman, Robert W. Graves, asked if there were any
corrections or additions to the minutes of March 9 and March 23, 1966.
There were none and on Motion by Commissioner Waddell, seconded by
Commissioners McCullers and unanimously carried, the minutes were
approved as written.
The County Engineer stated that he examined the bid
as submitted for the truck by Roland Miller Chevrolet Company for the
sum of $7,150.00 which had been accepted at the regular meeting of the
Board of County Commissioners on March 9, 1966, and that it does not
meet specifications. Motion was made by Commissioner Macdonald, se-
conded by Commissioner McCullers and unanimously carried, that all bids
be rejected and re -advertised with changed specifications to meet the
minimum requirements of the county. Mr. Vocelle, representing Mr. Roland
Miller, was present and stated that the re -advertising would meet with
their approval.
Gladys Vigliano, County Welfare Worker, appeared before
the Board and presented doctor and hospital bills for Ruth Bonner,
deceased. Motion was made by Commissioner McCullers, seconded by
Commissioner Macdonald and unanimously carried, that the county, pay the
hospital bill and the doctor bill should be given to Roland Miller, Ad-
ministrator of the Estate, for further action.
Mr. J. 0. MorgUn and Mr. J. P. Sibley of Wabasso appeared
before the Board and voiced their objections to the tentative alignment
of Wabasso road to the new approach to Wabasso bridge. Commissioner
Macdonald informed them that they would take this again to the State
Road Department to see if they could come up with an alignment that
would meet with their approval.
Homer Fletcher, Tax Assessor, appeared before the Board
and requested approval to send notices to property owners advising
them of the change in assessments. This would run approximately

$2,000.00. He also requested permission to purchase aerial photos at
a cost of approximately $400.00. Motion was made by Commissioner
Waddell, seconded by Commissioner McCullers, and unanimously carried,
that the Board pay the postage for the Tax Assessor to mail out
advanced notices to the property owners.
Motion was made by Commissioner Waddell, seconded by
Commissioner Haffield and unanimously carried, that the Tax Assessor
be authorized to purchase the necessary aerial photos.
Mr. Joe Culpepper appeared before the Board and stated
that, at this time, he would like to enter a protest to the street
advertised to be abandoned in Eucalyptus Place Subdivision, unless
adequate drainage is provided.
Mr. Charlie Mitchell of North Gifford Road and 45th
Avenue was recognized by the Chairman and stated that he had a serious
road problem. He was advised that since he is living in an unrecorded
subdivision, the County could not be of help to him. He also stated
that there are a couple of junk yards in his neighborhood and desired
that something be done about these. The County Engineer was instructed
to check this matter for him.
Mr. Saccardi, representing Rock Ridge Corporation, i-nquired as
to. the new law governing dogs in the county. Commissioner Waddell
advised him that he would check with the Sheriff and the Humane Society
and see what could be worked out to enforce the new law.
Tom Trent, Civil Defense Director, requested authority to
send a man to Orlando from June 6 to 10, 1966, to take a course in
radio monitoring. Motion was made by Commissioner Waddell, seconded by
Commissioner Macdonald and unanimously carried., that Mr. Trent be
authorized to send L. V. Paterson to Orlando to take the radio monitoring
coarse as requested.
Motion was made by Commissioner Macdonald, seconded by
Commissioner Waddell and unanimously carried, that the County Engineer
is authorized to advertise the Klingensmith house for bid.
The County Attorney presented the lease -option executed by
Mr. R. S. Swing and upon Motion by Commissioner Waddell, seconded by
Commissioner Haffield and unanimously carried, the Chairman is authorized
to consumate the transaction by signing said lease.

The County Engineer announced that he had applied for and
received a scholarship to Yale and would like to have a leave of
absence for nine months to a year to further his engineering education.
MOTION was made by Commissioner McCullers, seconded by Commissioner
Macdonald and unanimously carried, that the County. Engineer be authorized
to have a leave of absence, beginning September 1, 1966, for this period
of time.
Motion was made by Commissioner McCullers, seconded by
Commissioner Waddell and unanimously carried, that this Board formerly
accept a tanker, Title No. 4900236 from Earman Oil Company and the
same to be insured by the County.
Motion was made by Commissioner Waddell, seconded by
Commissioner Macdonald and unanimously carried, that bond be approved
for Anne Garrison in the County Engineer's Office,
Motion was made by Commissioner McCullers, seconded by
Commissioner Haffield and unanimously carried, that the Commissioners
and members of the Regional Planning Council be authorized to attend
a Regional Council meeting in Orlando on April 13 and a Regional Council
meeting in Titusville on April 14, 1966.
The County Engineer presented a letter from Swords -Brothers
McDougal Co., Inc,, stating that they will fulfill the balance of
their contract for asphalt for the period ending August 31, 1966.
Motion was made by Commissioner Haffield, seconded by
Commissioner Waddell and unanimously carried, that Commissioner
Macdonald be authorized to attend a Regional Council meeting in
Titusville on April 28, a meeting in Sarasota on mental health on
April 21 to 23 and that all commissioners be authorized to go to
NACO meeting in New Orleans, Louisiana on July 17 to 20, 1966.
Motion was made by Commissioner Macdonald, seconded by
Commissioner Waddell and unanimously carried that the per diem expenses
for a representative of State Park Board for state park survey, be
approved.
Motion was made by Commissioner Macdonald, seconded by
Commissioner Waddell and unanimously carried, that the following
election officials be approved.

Dr. Ron Frambach appeared before the Board and outlined
a program for a retarded children rehabilitation center to be
organized and located in Fort Pierce. The same will serve Indian
River, Martin, Okeechobee and St. Lucie Counties. The Commissioners
indicated that they would make a study of the program to determine
if they could participate in it.
Bill Roberson of the Florida Forrest. Service presented
slides of facilities that they have built and are maintaining in
various state parks of the State of Florida. These slides were
shown on request of Commissioner Macdonald who is on the committee
to make a study of same.
Motion was made by Commissioner McCullers, seconded by
Commissioner Macdonald and unanimously carried, that the Beverage
Department be notified that the application of Carl Adkins, 5085
North Gifford Road, for a Beer and Wine package sales only license,
does conform to the zoning regulations of the County.
The County Engineer presented a plan for the zoning of
the Gifford area which had been tentatively approved by the Zoning
Board. Motion was made by Commissioner Macdonald, seconded by
Waddell and unanimously carried, that a public hearing be authorized
on that portion lying South of North Gifford Road and that portion
lying 1/2 mile East of Clemman Avenue.
Commissioner Waddell moved that the County Engineer be
authorized to make preliminary drawings and proceed with 27th Avenue
on an 80 foot right-of-way basis, and that he be authorized to
secure a title search. The motion was seconded by Commissioner
Macdonald and unanimously carried.
Commissioner McCullers moved that the insurance on the
fire trucks be continued with the Zeuch Agency, if agreeablewith
the Zeuch Agency, and, if refused, place the insurance with the
Rudy Hubbard Agency. Motion was seconded by Commissioner Macdonald
and unanimously carried.

Motion was made by Commissioner Macdonald, seconded
by Commissioner Waddell and unanimously carried, that the fore-
going Item to Item transfers be approved.
Motion was made by Commissioner Waddell, seconded by
Commissioner Haffield and unanimously carried, that Ted Williams
be authorized to go to Fort Lauderdale, to get reimbursement
from Secondary Road Funds for the_Wabasso Bridge approach.
Motion was made by Commissioner Waddell, seconded by
Commissioner McCullers and unanimously carried, that T. B.
Hospital application of Valda M. Padgett, be approved.
Motion was made by Commissioner McCullers,aeconded by
Commissioner Haffield and unanimously carried, that the Vero Beach
Music Company is authorized to install Candy Vending machine in the
Courthouse and the profits to be given to the Sunshine Center.
The monthly reports of the Welfare Board, the County
Agent and the County Service Officer were received and filed in
the Clerk's Office.
The several bills and accounts against the County,
having been audited, were examined and found to be correct, were
approved and warrants issued in settlement of same as follows:
General Fund Nos. 5290 to 5370, both inclusive; Road and Bridge
Fund, Nos. 3453 to 3511, both inclusive and Fine and Forfeiture
Fund, Nos. 532 to 541, both inclusive. Such bills and accounts
being on file in the office of the Clerk of the Circuit Court, the
warrants so issued from the respective funds being listed in the
Supplemental Minute Book and provided by the rules of the State
Auditor, reference to such record and list so recorded being made,
a part of these minutes.
There being no further business, on Motion made,
seconded and carried, the Board then adjourned.
