Property Insurance Claims Assistance
Dear Ms . Jordan.
Pursuant to our telephone conversation, and in accordance with your request, we are very
pleased to submit this proposal to you for our firm to provide insurance consulting
services to Indian River County (the "County") for assistance with insurance issues
which may arise as the result of the hurricane damage sustained by the County in the fall
of 2004 .
SCOPE OF THE WORK
We are proposing to assist the County in their efforts to coordinate the insurance issues of
their outstanding property insurance claims from damage sustained by the County from
Hurricanes Frances and Jeanne . We will not be in a position to offer all the services that
the County may require with respect to these issues. We consider our forte to be
addressing issues with respect to the application and interpretation of insurance police
provisions, and providing oversight, coordination, and leadership with respect to other
issues . However, we are not insurance adjusters, engineers, or accountants.
We are available to assist the County with policy language interpretations including
deductible application, organization and coordination of invoice and damage assessment
documentation and with insurer/adjuster negotiations .

SIVER EXPERIENCE
If we are engaged, Jitn Marshall, George Erickson and Kathy Gordon would provide
most of the consulting services. Copies of CVs are attached .
We offer the following as a synopsis of our credentials .
Formal education. Jim Marshall is a graduate of the University of Florida (BA -
Political Science, with honors) and Stetson University College of Law (JD, high
honors and valedictorian) . George Erickson is a graduate of the University of
South Florida (BA - Finance, with honors) and Duke University School of Law
(JD and LLM) . Kathy Gordon is a graduate of St. Lawrence University (BA
Philosophy, Magna Cum Laude with honors) .
Formal designations . In addition to their formal educations, Jim Marshall,
George Erickson and Kathy Gordon hold insuratace and risk management
designations which are earned on the basis of a series of national examinations.
Jim Marshall holds the Chartered Property and Casualty Underwriter (CPCU) and
Associate in Risk Management (ARM) designations. George Erickson holds the
Chartered Property and Casualty Underwriter (CPCU) designation. Kathy
Gordon holds the Associate in Risk Management (ARM) designation and the
Accredited Advisor in Insurance (AA1) designation.
Assistance with insurance claims . Although not in the capacity as either an
adjuster or a forensic accountant, Jim Marshall, George Erickson and Kathy
Gordon have experience in assisting clients with insurance claims, including
major property insurance claims, and including actively participating in settlement
negotiations. The assistance has been provided both directly to our consulting
clients and to their legal counsel .
As an example , Jim Marshall has provided claims assistance for such claims as
the collapse of a gantry crane; fires in warehouses, a hunting ranch, and a printing
plant; a major windstorm loss ($95 miIlion) ; theft of Freon ($28 million) ; collapse
of a refrigerated warehouse ; and several major turbine claims for electric utilities.
As a result of the hurricanes in 2004, we have assisted a few of our clients ,
including the Greater Orlando Aviation Authority, the City of Fort Pierce and
others with various insurance issues relating to their damage claims.
Florida governwent experience. Over his consulting career with Siver, Jim
Marshall has provided consulting services for approximately 100 Florida
governments .

Otber experience. In either their consulting capacity or in their litigation support
capacity, Siver consultants have provided services for a number of private
enterprise clients about whom the County might have some familiarity. As a
small firm located in St. Petersburg, Florida, we have been gratified and flattered
that such clients have sought us out for our assistance. Among such clients are:

CAVEAT
Our assistance and recommendations to the County will be offered solely in our capacity
as insurance consultants . We are not in the practice of Iaw and we will be recommending
that your legal counsel be involved in decisions. Additionally, we are not insurance
adjusters, engineers or accountants .
FEES
As is our normal practice, we propose to bill monthly for consulting services incurred
each month. At the end of each month, we will provide an invoice describing the date ,
name of person providing the services, a general description of the work performed,
hourly rate, and earned fee for our services during the month. Our fees will develop on
the following basis :
Consultants $ 150 per hour
Support/Para Professional $ 40 per hour
Customary out-of-pocket expenses would be in addition. We agree to have our billings,
including expenses, not to exceed $ 15 , 000 .
S1VER' S INDEPENDENCE
Siver is independently owned and not related to , or affiliated with, any other
organization. Siver is entirely owned by its officers and employees . We do not sell
insurance . We do not receive, directly or indirectly , any commissions, contingent
commissions or overrides . All of our income is directly derived froze the fees we charge
our clients . All income we receive as the result of, or in connection with , our services to

a client will appear on our invoice to that client. We adhere to a strict code of ethics. We
do not accept gifts, trips, prizes, or anything else of any value from vendors .
In short, we serve only you, our clients , This approach assures our clients that Siver
never has any vested interest in anything other than our clients , best interests, and that
they may rely on our objective recommendations ,
