WORK ORDER NUMBER 2
This Work Order Number 2 is entered into as of the 3rd-_ day of November ,__ 2009,
pursuant to that certain Wetlands Maintenance Services Agreement . effective May 1 , 2005 , for
the provision o1' wetlands maintenance services as set forth therein , as amended effective
February 19 . 2009 ( " Agreement" ) , by and between Indian River County , a political subdivision of
the State of Florida ( " COUNTY " ) and FCotech Consultants , Inc . ( CORPORATION ) , a Florida
corporation ( ' ` CONSULTANT " ) .
The COUNTY has selected the CONSULTANT to perform the professional services set lorth in
Attachment I , attached to this Work Order and made part hereof by this reference . The
professional services will be performed by the CONSULTANT for the fee set forth in Attachment
2 , attached to this Work Order and made part hereof by this reference . The CONSULTANT will
perform the professional services within the timefivame more particularly set forth in Attachment
3 , attached to this Work Order and made part hereof by this reference all in accordance with the
terms and provisions set forth in the Agreement . Pursuant to paragraph 9 of the Agreement,
nothing contained in any Work Order shall conflict with the terms 01' the Agreement and the
terms ol ' the Agreement shall be deemed to be incorporated in each individual Work Order as if
fully set forth herein .
Should permitting he denied for any reason , or should the project be deemed unfeasible Cor any
reason . then the County may terminate the Work Order , and pay CONSUL � TAN I ' for services
rendered to date .

ATTACHMENT I
INDIAN RIVER UTILITIES DEPARTMENT
NORTH COUNTY BRINE DISPOSAL
SCOPE OF SERVICES
This work order provides for monitoring services as shown by the Industrial Waste Facility Permit
(Permit Number 31 -FLO l 66511 ) issued for the Spoonbill Marsh and as needed to maintain the
Spoonbill Marsh site . The work described by the tasks below is being implemented at this time to
provide professional environmental services by Ecotech Consultants, Inc . The additional work to
be performed as part of this work order will generally include collection of water samples, vegetation
surveys , and operational assistance relating to the Spoonbill Marsh project .
A description of the scope of services is provided below :
Task 1 . Water Quality Monitoring
Ecotech Consultants, Inc . (hereafter referred to as ETC) will collect water quality samples from the
five sample stations as defined by the Industrial Waste Facility Permit (Permit Number 31 -
FLO166511 ) . ETC will collect flow data at the flow monitoring stations WIM-01 and WIM-02 as
defined by the Industrial Waste Facility Permit (Permit Number 31 -FL0166511 ) . ETC will deliver
the samples to the County for delivery to the Harbor Branch laboratory .
ETC will collect the Whole Effluent Toxicity sample as defined by the Industrial Waste Facility
Permit (Permit Number 31 -FL0166511 ) . ETC will collect an additional Whole Effluent Toxicity
sample from the Indian River Lagoon for the first year of operation. The Whole Effluent Toxicity
samples will be delivered to the County for transport to the laboratory .
The County will contract directly with the laboratory . The laboratory will provide all sample
containers and all preservatives necessary for collection of the water quality samples as defined by
the Industrial Waste Facility Permit (Permit Number 31 -FL0166511 ) . The County will provide the
automatic samplers for collection of water samples , and will provide the level recorders and flow
meters for each discharge point as per the Industrial Waste Facility Permit (Permit Number 31 -
FLO 166511 ) .
The deliverables for this task will be collection of the water quality samples as described above for
Task 1 and the delivery of these samples to the County for transport to the laboratory .

Task 2 . Seagrass Monitoring
ETC will map the seagrass communities in the Indian River Lagoon (hereafter referred to as Lagoon)
adjacent to the Spoonbill Marsh project . In addition, two background sites will be located and
monitored in a section of the Lagoon away from the influence of the Spoonbill Marsh site . The
seagrass communities will be mapped once per year during the month of July .
The deliverables for this task will be a figure showing the general location of the seagrass transects
and a table showing the data collected along each transect .
Task 3 . Off- Site Biodiversity Monitoring
ETC will assist the County with biodiversity monitoring in the Lagoon as defined by the Industrial
Waste Facility Permit (Permit Number 31 -FL0166511 ) . This assistance will be limited to selection
of the three sample stations in the section of the Lagoon adjacent to the Spoonbill Marsh, and two
additional stations in the Lagoon away from the influence of the Spoonbill Marsh project . Others
will be responsible for the collection and analysis of the biodiversity samples .
The deliverables for this task will be a letter report summarizing the Lagoon bottom conditions at
the points where the biodiversity samples are to be collected.
Task 4 . Vegetation Mapping
ETC will prepare a vegetation map for the Spoonbill Marsh project site . This map will be prepared
once per year during the months of May to June .
The deliverables for this task will include a figure showing the general location of the point intercept
transects, a map showing the general location of the on- site plant communities, a table showing the
plants species encountered along each transect, and a plant species list .
Task 5 . Fisheries Monitoring
ETC will monitor the fish populations on the Spoonbill Marsh site . The monitoring will be
conducted using Breder traps and seine hauls once per year. Fish captured will be identified,
enumerated and released . Where field identification of an individual is not possible, at least one
voucher specimen will be preserved in 10 percent formalin for future identification .
The deliverables for this task will include a figure showing the general location of the monitoring
sites , a general description of the vegetation present at each site , water depths , and a list of fish
species captured at each monitoring station .

Task 6 . On - Site Biodiversity Monitoring
ETC will assist the County with biodiversity monitoring on the Spoonbill Marsh site following the
protocol for the off- site biodiversity sampling as defined by the Industrial Waste Facility Permit
(Permit Number 31 -FL0166511 ) . This assistance will be limited to selection of the one sample
station in each of the four ponds in the Spoonbill Marsh, and one station in each of the four runnels
downstream of the easternmost runnels connecting the constructed ponds to the existing mangrove
communities adjacent to the Lagoon. Samples will be collected from each of these stations once per
year . The samples will be stored in preservative for identification and analysis at a later date .
The deliverables for this task will be a letter report summarizing the data collected at each station.
Task 7 . Wildlife Survey
ETC will conduct a wildlife survey within the Spoonbill Marsh. This survey will be conducted over
a five day period in December/January and August/September of each year. The survey
methodology will follow Florida Fish and Wildlife Conservation Commission (FFWCC) survey
guidelines .
The deliverables for this task will include a summary report documenting species observed, the
location of roosting and loafing areas, nesting sites , foraging areas , flight patterns , and perching sites .
Task 8 . Operational Monitoring
ETC will assist the County with the operation of the Spoonbill Marsh . This assistance includes
weekly inspection of the site, operation of the water control structures , operation of the flow
monitoring stations WIM-01 and WIM-02 as defined by the Industrial Waste Facility Permit (Permit
Number 31 -FL0166511 ) , location of Brazilian pepper and other nuisance species , identification of
areas needing additional vegetation planting .
There are no scheduled deliverables for this task .
Task 9 . Monthly Discharge Monitoring Report
ETC will prepare of the monthly Discharge Monitoring Report (DMR) as required by the Industrial
Waste Facility Permit (Permit Number 31 -FL0166511 ) . This will include a review of the data
required by the Industrial Waste Facility Permit (Permit Number 31 -FLO l 66511 ) and calculation of
the "net environmental benefit" as defined by the Industrial Waste Facility Permit (Permit Number
3 l -FL0166511 ) . The County will be responsible for signing the monthly DMRs .

The deliverables for this task will include one copy of the monthly DMRs .
Task 10 . Annual Summary Report
ETC will prepare the Annual Summary Report for the Spoonbill Marsh site following the
requirements outlined by Item I . A . 9 . d within the Industrial Waste Facility Permit (Permit Number
31 -FL0166511 ) . ETC will provide the County with one copy the Annual Summary Report, and will
provide the Florida Department of Environmental Protection with two copies of the Annual
Summary Report .
The deliverables for this task are as described above .
Task 11 . BMP Preparation
ETC will assist the County with the preparation of the Best Management Plan (BMP) for the
Spoonbill Marsh site following the requirements outlined by Item D (titled Specific Conditions
Related to Best Management Practices) within Section VII (titled Other Specific Conditions) of
the Industrial Waste Facility Permit (Permit Number 31 -FL0166511 ) .
The deliverables for this task will include two copies of the draft BMP .
Task 12 . Lost Tree Mitigation Monitoring
ETC will monitor the mitigation site on Duckhead Island (part of the Lost Tree Islands) following
the requirements described by Item 31 (titled MITIGATION SITE MONITORING REPORTS
REQUIRED) within the SPECIFIC CONDITIONS that are part of the Consolidated Environmental
Resource Permit (permit Number 31 -256136-001 ) . This assistance will include collection of field
data and the preparation of the monitoring report .
The deliverables for this task shall include two copies of the monitoring report.

PROJECT SCHEDULE
The activities associated with this Scope of Services and Budget will begin upon notice to proceed
by the County and will end after one year of operation of the Spoonbill Marsh. It is understood and
therefore recognized that the timing of certain events associated with this Scope of Services and
Budget are beyond the control of the County and ETC because neither the County nor ETC can
control the weather or the timing of interactions with the Florida Department of Environmental
Protection, the St. Johns River Water Management District, and/or the U . S . Army Corps of
Engineers .
