Home My WebLink About2008-432 AMENDMENT 4 " FINAL DESIGN AND PLANS PREPARATION FOR CR 510 from CR 512 to east of 75`h Court This is an amendment to the existing Final Design and Plans Preparation services agreement (AGREEMENT), dated November 17 , 2005 , by and between INDIAN RIVER COUNTY, hereinafter referred to as the COUNTY, and STANLEY CONSULTANTS , INC . , hereinafter referred to as the ENGINEER. This amendment addresses changes in " Section I — Project limits and Description, Section III — Scope of Services, Section IV — Time for Completion, and Section V - Compensation ' of the AGREEMENT. Amendment Description SECTION I - PROJECT LIMITS AND DESCRIPTION is being modified to incorporate the following engineering services : A . Perform two STP borings at the proposed bridge crossing over the slough ( Station 175 +40) and one STP boring at bridge crossing the Lateral L Canal . B . Design two paved rural turnouts and design one full median opening at Station 43 +00 . Add a U- turn lane for the south approach of the full median opening at Station 43 +00 . Design northbound right turn lanes to four commercial parcels between Station 33 +00 and 47+00 . Revise Basin 1 drainage affected by these geometric changes . C . Revise signing and pavement marking plans for the new turnouts, the full median opening, U-turn lane and the new right turn lanes . SECTION II — non applicable. SECTION III - SCOPE OF SERVICES is being modified to incorporate the following : The ENGINEER agrees to perform professional roadway design and related services in connection with the project as required and set forth in the following : A . Geotechnical Investigation — SPT Borings - Soil Investigation GCME, Inc . ) Geotechnical investigation will include the following tasks : 1 . Perform two (2) SPT borings (each 85 -ft deep) . One SPT boring will be performed at each side of the proposed bridge crossing the Slough area; the approximate location of bridge is at Station 175 +40 . 2 . Perform one ( 1 ) SPT boring (40-ft deep) at Lateral L Canal bridge for MSE wall design . 3 . Geotechnical services shall include laboratory testing and classification of soils, geotechnical engineering analysis and design , and documentation of findings . Roadway Design (Stanley Consultants) Roadway design services will include updating four roadway plan profile sheets , seven roadway cross section sheets, quantities and cost estimates for the following tasks : 1 . Design two paved rural turnouts at Station 36+50 (RT) and Station 47+50 (RT) per FDOT Index No . 515 . The width of the turnouts will be 24 feet. 2 . Design one full median opening at Station 43 +00 . Add a U-turn lane for the south approach using the minimum turn lane length of 280 feet per Indian River County Typical Drawings for Pavement Markings, Signing and Geometrics . 3 . Design right turn lanes to four commercial parcels between Station 33 +00 and 47 +00 . Revise the roadway cross sections between 33 +00 and 47+00 . 4 . Redesign the stormwater management system within basin one to conform to geometric revisions and parcel location for pond one . The system includes thirty drainage structures and one pond design located between CR512 and 891h Street. This includes one meeting with St Johns River Water Management District, one field visit, quantities and cost estimate . C . Sinning and Pavement Markin Plans ( Stanley Consultants) Signing and Pavement marking Plans will include the following tasks : 1 . Analyze and redesign the signing and pavement markings for the full median opening and U-turn lane at Station 43 +00 . 2 . Analyze and redesign the signing and pavement markings for the four right turn lanes . 3 . Revise one plan sheet and update signing and pavement marking quantities . SECTION IV — TIME FOR COMPLETION Submittal Dates The 90% Design Drawing Submittal is moved four months after the Notice to Proceed is given for this Amendment. If the stormwater management pond locations change within this four month period, then the 90% Design Drawing Submittal will be moved forward to a time determined by the COUNTY and the ENGINEER. The stormwater management pond locations shall be determined by the COUNTY and the ENGINEER within one month from the Notice to Proceed of this Amendment. CR 510 Amendment 4 Page 2 of 4 12/9/2008 SECTION V - COMPENSATION The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered pursuant to this Agreement fees in accordance with the following : A . Professional Services Fee The basic compensation mutually agreed upon by the ENGINEER and the COUNTY is as follows : Task Description Fee Roadway Lump Sum Tasks Geotechnical Investigation, Bridge crossing at Slough (GCME, Inc . ) $ 17 ,455 Roadway Plans (Stanley Consultants) $375195 Signing and Pavement Marking Plans (Stanley Consultants) $ 5 ,334 Roadway Sub Total Lump Sum $ 599984 Roadway Sub Total $59 ,984 Amendment 4 Grand Total $594984 SECTION VI to XVII - not applicable CR 510 Amendment 4 Page 3 of 4 12/9/2008 SECTION XVIII - ENTIRETY OF AGREEMENT This writing embodies the entire AGREEMENT and understanding between the parties hereto, and there are no other agreements and understandings, oral or written, with reference to the subject matter hereof that are not merged herein and superseded hereby. No alteration, change, or modification of the terms of this Agreement shall be valid unless made in writing and signed by both parties hereto . This AGREEMENT, regardless of where executed, shall be governed by and construed according to the laws of the State of Florida.
