HomeMy WebLinkAbout2008-040AMENDMENT 3 CR 510 FINAL ENGINEERING REPORT This is an amendment to the existing Final Design and Plans Preparation services agreement (AGREEMENT), dated November 17, 2005, by and between INDIAN RIVER COUNTY, hereinafter referred to as the COUNTY, and STANLEY CONSULTANTS, INC., hereinafter referred to as the ENGINEER. This amendment addresses changes in "Section I — Project Limits and Description, Section II — COUNTY Obligations, Section III — Scope of Services, Section IV — Time for Completion, and Section V - Compensation" of the AGREEMENT, by adding the services below. Amendment Description SECTION I - PROJECT LIMITS AND DESCRIPTION is being modified to incorporate the following engineering services: A. CR 510 Final Engineering Report. The report will cover the CR 510 corridor only and not side streets. The limits are from the intersection of CR510/CR512 to the bridge, number 880052, on the west bank of the Indian River. SECTION II — COUNTY OBLIGATIONS is being modified to incorporate the following: A. Provide right-of-way cost estimates. B. Obtain construction cost estimates from Kimley-Horn and McMahon and Associates for inclusion into the Final Engineering Report. C. Obtain documentation of roadway alignment and pond siting decisions from Kimley-Horn and McMahon and Associates for inclusion into the Final Engineering Report. D. Obtain documentation of utility impacts and required relocations of COUNTY owned utilities and non COUNTY owned utilities within easements from Kimley-Horn and McMahon and Associates for inclusion into the Final Engineering Report and cost estimating purposes. E. Obtain PDF files of key sheets, typical sections and roadway plan sheets from Kimley-Horn and McMahon and Associates for inclusion into the Final Engineering Report Appendix. SECTION III - SCOPE OF SERVICES is being modified to incorporate the following: Update the Draft Preliminary Engineering Report developed during the FDOT Project Development and Environmental (PD&E) Study, dated July 2005 to create a Final Engineering Report. The Final Engineering Report will include the alternative alignment analyses documented in the Draft PD&E Study and the County's SCALE criteria. The purpose of this report is to document the basis for the major engineering designs as of January 2008. This amendment does not include new alignment alternatives or new pond siting analysis. Preliminary CR 510 plan sheets that are available will be included in the appendix. The appendix will include the typical sections, plan sheets and other project documentation available as of January 1, 2008. CR 510 Amendment 3 Page I of 4 1/17/2008 A. The Final Engineering Report will contain the following sections based on the Draft Preliminary Engineering Report dated July 2005 : 1. Summary. 2. Introduction. 3. Need for Improvement. 4. Existing Conditions. 5. Traffic. 6. Alternative Alignment Analysis. 7. Design Analysis and Recommendations a. Safety b. Cost Estimates i. Construction ii. Utility relocations of COUNTY owned utilities and utilities within easements iii. Right-of-way c. Long Range Planning d. Environmental e. Comparison Matrix 8. Pond Siting Documentation Summary. 9. Typical Section Sheets. The sheets will be PDF prints from the CR 510 project segments from Stanley Consultants, Kimley-Hom and McMahon, using 60% plan submittal information or current approved plans as of January 2008. 10. Plan/Profile Sheet Sheets. The sheets will be PDF prints from the CR 510 project segments of the Stanley Consultants, Kimley-Horn and McMahon, using 60% plan submittal information or current approved plans as of January 2008. 11. Appendix. Includes Key Sheets, Typical Section Sheets, Plan/Profile Sheets, Pond Siting documentation and other existing documentation as needed. B. A total of two review periods are anticipated. One review period for COUNTY to review the draft report (Initial Review) and one review period for COUNTY to review the revised draft report (Final Review). Each COUNTY review period shall be for a one week duration. This amendment includes two revisions to the Final Engineering Report. One revision shall be completed after the Initial Review and another revision shall be completed after the Final Review by the COUNTY. CR 510 Amendment 3 Page 2 of 4 1/17/2008 C. Assembly of five copies of Draft Report, five copies of the revised Draft Report and five copies of the Final Engineering Report is included in this amendment. D. Quality control of draft and final report, coordination, supervision, and one meeting are included in this amendment. SECTION IV — TIME FOR COMPLETION Submittal Dates A. The 90% Design Drawing Submittal is moved four months from the time when all stormwater management pond locations are finalized, including all agreements, sketch and legal descriptions for said ponds are made available for inclusion in the Environmental Resources Permit application to St. Johns River Water Management District. The specific date for the 90% Design Drawing Submittal will be determined accordingly and confirmed in writing by the COUNTY. B. The Draft Final Engineering Report is due eight weeks from the notice to proceed date. The Final Engineering Report is due two weeks after the Final Review comments from COUNTY are submitted to ENGINEER. SECTION V - COMPENSATION The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered pursuant to this Agreement fees in accordance with the following: A. Professional Services Fee 1. The basic compensation mutually agreed upon by the ENGINEER and the COUNTY is as follows: Task Description Fee Roadway Lump Sum Tasks Roadway (Final Engineering Report) $37,000 Roadway Sub Total $37,000 Amendment 3 Grand Total 537,000 CR 510 Amendment 3 Page 3 of 4 1/17/2008 SECTION VI to XVII - not applicable SECTION XVIII - ENTIRETY OF AGREEMENT This writing embodies the entire AGREEMENT and understanding between the parties hereto, and there are no other agreements and understandings, oral or written, with reference to the subject matter hereof that are not merged herein and superseded hereby. No alteration, change, or modification of the terms of this Agreement shall be valid unless made in writing and signed by both parties hereto. This AGREEMENT, regardless of where executed, shall be governed by and construed according to the laws of the State of Florida.
