The Board of County Commissioners of Indian River County
met in regular session at the Courthouse, Vero Beach, Florida,
.on Wednesday, August 17, 1966, at 8:10 o'clock A. M. Present were
Robert W. Graves, Chairman, D. B. McCullers, Jr., Vice Chairman;
Donald Macdonald and Dr. B. Qm Waddell. Absent was Commissioner
Jerre J. Haffield. Also present were Edwin S. Schmucker, County
Engineer; Jack Jennings, Administrative Assistant; John H. Sutherland,
County Attorney; and Ruth Elliott and Alfred H. Webber, Deputy
Clerks.

Commissioner Waddell introduced Dr. Robert Vinson, Vice -Chairman
of the State Association of Mental Health and Mrs. Jeanne Sloan,
Chairman of the Indian River Area Council for Mental Health, who
presented to the Board facts concerning the Comprehensive Community
Mental Health Program for the Indian River Area, including possible
financing plan for new services and giving approximate cost to each
county on a prorata basis, for the out-patient facilities. The
proposed cost to Indian River County for the first year is $43,500.00.
(This would be in addition to the amount already in the budget) Indian
River County's share for the second year would be $15,950,00, third,
$20,300.00; and fourth, 24,650,00. Mrs. Sloan requested that the
Board give consideration to the facts and figures presented,

office of the County Engineer:

The above bids were given to the Engineer to be tabulated and later
in the meeting he reported that Florida Culvert Manufacturing, Inc.,
was the low bidder and Commissioner Waddell moved, seconded by Como
missioner Macdonald and carried, that the low bid he accepted.

Commissioner Waddell moved that the bid be awarded to the local

by Commissioner McCullers and unanimously carried.

The County Attorney read for foregoing Notice and the Chairman
asked if anyone present wished to be heard. Attorney Charles Sullivan
stated that he represented property owners, the names being recorded
in the zoning Board minutes of June 27, 1966, who had objected to the
zoning change from M1, Industrial to Cl, Commercial, and that his
clients have no objection to the proposed change from M1, Industrial,
to M1A, Restricted Industrial, and feel that it would be in the best
interests of the County that the change be made, The Chairman read
a letter from Mr. Ralph Sexton and Mr, Dewey Reams, members of the
Zoning

Board, urgng the County Commission to follow the recommendation
zoning board and leave the zoning as is, The County Attorney
that the Zoning Board did not explore or discuss the possibilities'
of reducing the zoning from M1 to M1A as compared to heavy industry,
Attorney Walter Erickson presented a letter from Rogers Brothers
Coal Company favoring the proposed change. Mr Erickson, also re-
presenting Mr. Julian Lowenstein, ttatedithat this change would stop
the creation of junk yards and presented pictures of the area, showing

the beauty of it as compared with the area on U.S. #1, north o£
town, where junk yards are allowed. Letters from Industrial Property
Owners Association, Polly E. Schwey, Secretary, approving the change,
and from Morningside Studios, Inc., were received and placed on file.
There being no one further who wished to be heard, Commissioner
Waddell moved, seconded by Commissioner Macdonald and unanimously
carried, that the change creating a new zoning district, R2B, Multiple
Family District, be approved by this Board; and further that the
zoning be change from M1 to M1A, in the advertised areae Thereupon,

WHEREAS, this Board did publish its notice of said recommended
changes and additions and did, pursuant thereto, hold a public hearing
in relation at which parties in interest and citizens were heard;
NOW, THEREFORE, B. IT RESOLVED by the Board of County Commissioners
of Indian River County, Florida, that the Zoning Resolution of Indian
River County, Florida, and the accompanying Map be changed as follows:
1. That the Zoning Resolution be changed by adding thereto a
new Zoning District to be as follows:
SECTION 18, R2B, MULTIPLE FAMILY DISTRICT:

feet in height.

less than 20 feet measured to the front line of the main
building.
F. Rear yard required: There shall be a rear yard of not
less than 15 feet measured to the rear building line of the

G. Minimum floor area required: The minimum required floor
area of any single family dwelling shall be 600 square feet,
of a duplex, 500 square feet per unit and of a building
containing three or more apartments, 400 square feet per

of the required floor area may be credited to screen porches.

Mr. Ray Williams appeared before the Board and complained about
the condition of 49th Avenue in Tropicolony Subdivision. The matter
was referred to the County Engineer.
Mr. C. E. Bovis of Kissimmee, Florida, owner of a trailer at
Sebastian Inlet Park, requested that he be allowed to stay there and
stated that he would meet any health standards the County may set up.
The Board informed Mr, Bovis that they would ,have to abide by their
decision to clear the whole area in order to complete their plans
for development of the park.
Commissioner Macdonald reported that he had contacted Mr. Caldwell
and Mr. Bill Miller of the State Park Board and that they have agreed
to authorize the planning of the Hobart Tract as soon as they receive
from the Board, aerial photographs and suggestions. as to the use of
the park. Commissioner Macdonald urged that the Riding Club, the Rod
and Gun Club, the Police and Sheriff Departments give suggestions as
to the recreational facilities that might be incorporated in the
plan. Mr. Miller offered to contact Mr. James Williams and advise
him of our arrangements with them and make sure that the II Board
will not make any effort to dispose of this property, Commissioner
Macdonald reported.
On Sebastian Inlet Park, Commissioner Macdonald stated that he
and Commissioner Waddell had talked to the Flood Control's Park and
Recreational Directorand that he has agreed to go over the park and
make any suggestions that might be helpful, also on the advertising
for a concessionaire. The Board then informally discussed improvements
to be made at the park during the next budget year and temporary rules
which included the following:
1. Charges: $1.50 plus sales tax, per night for campsite.
$.25 for electricity, an additional $675 if airconditioned.
2. Give Henry Thompson until November 1 to move his store and
motor storage building.
3. The size of the temporary building to be constructed by the
County was discussed and it was the general opinion that it
must be at least 20°- x 30m.
4. The County Attorney suggested that Mr. Thompson he advised
that his right to stay on the property until November 1, 1966,
is contingent to his removing the buildings owned by him,
other than the store and motor storage building, and that
if he does not remove them, that the County be allowed to do
with them as they see fit.

Motion was made by Commissioner Macdonald, seconded by Commissioner
Waddell and unanimously carried that a letter be sent to the Florida
State Board of Health reaffirming the Board's approval of Dr. Kelso's
Atomedic Hospital as shown in Resolution adopted on April 20, 1966.
Mr. A. T. LeFever appeared before the Board and questioned if
the extension of Russell Burk's Water and Sewer Franchise had been
done without a feasibility study. The County Attorney presented a
satisfactory Resolution on the Extension of the Franchise, prepared
by Mr. Burks Attorney, J. Kenneth Sharpe, but a letter of recommendation
from the State Board of Health regarding the present operation has
not been received by the Board and no action was taken.
The County Engineer presented quotations from Barker Electric
Company and D. f J. Sheet Metal for an air conditioning unit for his
front office and recommended the Frederick Unit from Barker Electric
Co., with reverse cycie. Commissioner Waddell moved that the Engineer's
recommendation be followed, and that the air conditioner be installed
at a cost of $464.00 by Barker Electric Company. The Motion was
seconded by Commissioner Macdonald and unanimously carried.

The County Engineer reported that he had received a letter of
acknowledgement from the Outdoor Recreational Planning Committee
on the application for matching funds '®Tr the acquisition .of Round
Island , Parlt.
The County Engineer discussed the present status of various
'Primary :and' Se'donaa:ry' r®a'd.projects as he had been informed at a
recent meeting with State Road Department officials which included
Old Dixie Highway right-of-way plan, intersection of Clemmans Avenue
and Road 60 and intersection of Emerson Avenue and Road 60, and
Indian River Boulevard.
Mr. Jack Jennings reported that the owner of Lot 5, Ambersand
Beach Subdivision is Polly Lesser and Lots 8 and 9 are owned by
Florence Mett. These are the lots adjoining Ambersand Beach Park,
Motion was made by Commissioner Macdonald, seconded by Commissioner
McCullers and unanimously carried that the Road and Bridge Department
be instructed to make haste with the drainage problems facing us, in
priority to anything else.

The Board discussed the abandonment of 2nd. Street in Ambersand
Beach Subdivision as requested by Mr. Robert P. McLarty. Commissioner
Macdonald moved that the Board is willing to cooperate with the
State Park Board in any way possible in construction of the Museum
on the McLarty property. The Motion was seconded by Commissioner
Waddell and unanimously carried.
On Motion by Commissioner Macdonald, seconded by Commissioner
Waddell, the following travel expenses were authorized: Commissioner
Waddell to Tallahassee on August 26; Mr. Luke Blume, Honorable Merrill
P. Barber, Commissioner Waddell, Mr. Jennings and Mr. Schmucker and
Bob Grice to Titusville on August 24, Regional Planning Council meeting;
and the County Engineer to Ft. Lauderdale on August 12.
The several bills and accounts against the County, having been
audited, were examined and found to be correct, were approved and
warrants issued in settlement of same as follows: General Fund, Nos.
5875 to 5888, both inclusive; Road and Bridge Fund, Nos, 3835 to 3844,
both inclusive; and Fine and Forfeiture Fund, 595. Such bills and
accounts being on file in :the office of the Clerk of the Circuit Court
the warrants so issued from the respective funds being listed in the
Supplemental Minute Book as provided by the rules of the State
Auditor, reference to such record and list so recorded being made
a part of these minutes.
There being no further business, on Motion made, seconded and
carried, the Board then'adjourned.
