SUBJECT: Training Partnership Agreement Between Indian River Community College and Indian
River County Emergency Services District
Indian River Community College (IRCC) has provided instructional support to the Department of
Emergency Services for many years. The attached Training Partnership Agreement (TPA) allows for
the Fire Division's training staff to use teaching materials owned by IRCC Fire Academy for the
career development of firefighters. The TPA provides for IRCC to pay the County $15,500.00 for
instructional support, and the County reimburses IRCC the $15,500.00 for employee enrollment in
the program. It should be noted that employees are not earning college credit towards a degree
program; however, the employees do earn recognition from the College, in the form of
"Satisfactory/Unsatisfactory" grades, for participation in the Department's in-house training activities.
IRCC has about 60 similar contracts within the four -county region for various career development
activities. Within our organization, the greatest benefit is that the Department's Training Division has
access to a large training library. Additionally, the Department uses this recognized training to
support the preservation of this community's Insurance Services Office (ISO) rating.
RECOMMENDATION:
Staff recommends the approval of the Training Partnership Agreement with Indian River Community
College. rj

TRAINING PARTNERSHIP AGREEMENT
A TRAINING PARTNERSHIP AGREEMENT is a cooperative effort entered into between
INDIAN RIVER COMMUNITY COLLEGE (IRCC) and a private business, public entity, or
other organization for the purpose of delivering training and instruction to students in the IRCC
service area.
THIS TRAINING PARTERSHIP AGREEMENT, entered into this 27th day of April, 2006,
by and between the DISTRICT BOARD OF TRUSTEES for INDIAN RIVER
COMMUNITY COLLEGE, hereunder referred to as the BOARD, and INDIAN RIVER
COUNTY EMERGENCY SERVICES DISTRICT, hereinafter referred to as the AGENCY.
WITNESSETH
1. The AGENCY agrees to provide instructional support including technical instruction,
instructional materials, and equipment, in partnership with IRCC, to offer courses related to
Fire Science to be held Spring and Summer 2006.
2. The BOARD agrees to pay to the AGENCY up to $15,500.00 for Instructional Support
based on serving 100 enrollees and prorated depending on actual enrollment, credit type,
and course length.
3. The AGENCY
agrees to
pay to the
BOARD the prevailing tuition rate per in-state and out-
of-state eligible
students
enrolled in
the training class.
4. The AGENCY agrees to pay the above tuition within thirty days of receipt of invoice, not
to exceed sixty days from beginning date of class.
The AGENCY further agrees to release to the BOARD, its agents and employees from any
and all liability and hold it and them harmless from any and all claims and causes of action
caused by or arising from the rendering of the above-cited services.
6. This contract may be terminated by either party by giving written notice five (5) days in
advance of the beginning day of the class, to the other party.
The parties hereto have hereunto executed this instrument for the purpose herein expressed, the
day and the year above written.
