The Board of County Commissioners of Indian River County met
in Special Session at 7:30 o°clock Pe Pie, on Wednesday, Match 1, 1967,
at the Indian River County Courthouse: in Vero Beach, Florida.
All members were present. Also present were County Attorney Sherman
N. Smith, Jr.; County Administrator Jack G. Jennings,and Deputy Clerk
Alfred H. Webber.
The Chairman stated that the County Commissioners of Brevard
County have had signs erected at the Sebastian Inlet warning small boats b
of navigation hazards in the Inlet, and have requested that a similar
sign be erected on county property in Indian River County at a cost 6f
approximately $96.000 It was moved by Commissioner Macdonald,. seconded
by Commissioner Dritenbas that the County Administrator be authorized
to have a suitable sign erected in Indian River County. The Motion
was unanimously carried,
Insurance Agents Rudy Hubbard, Bud Dalrymple;,-:nd Al Crawford
made various recommendations concerning insurance programs,for Indian
River County. They then presented the following proposals, respectively:

The Sheriff's Department's vehicles are written at 125% of standard •
rates. If the loss record continues until normal expiration in August,'The Home
Insurance Company will issue renewal at standard rates. We do not recommend that
the Sheriff's fleet be included with your fleet. If you desire a common expiration
date we will issue coverages on these cars at manual rates ($30799.00) as.of
and give you a prorate cancellation on existing policy. This premium is based on
existing schedule of automobiles.

The maxium penalty which could be invoked would amount to

Because of this agency's experience in setting up Plan 0 for
the City of Vero Beach, which resulted in a savings of more
then $55,000.00 over a six years period of time, it is our
recommendation that Plan 0 be adopted.

3. We are presently handling the insurance programs for
The City of Vero Beach and the Indian River Memorial
Hospital.
For your edification only - the Commission is kept by
the agent, or agents, having the best. proposal, and not
divided up with all members.
However, 40% of the commission is paid to The Association
to carry out its civic programs - in Safety work with
Fire Prevention, Accident Prevention, Safety Council,
and just recently gave $600.00 to The City for sending
a policeman, Mr. Cochran, to school.
We are the only recognized associ&tion of Professional
General Insurance Agents in this city.
Our Association has, during the past 3 years, spent
much time and effort, as well as money, on civic endeavors.

4. In our proposal we ..have strongly improved your program
by writing blanket insurance in lieu of specific. In
this way you will never be under insured for a loss as
long as the Statement of Values are completed properly.
We have taken advantage of modern packages and coverages
resulting in providing savings up to 50%. This includes
recommending deductables up to $100.00 to save greatly
on the cost factor.
However, we also certainly gave weight to claims repre-
sentation, engineering and company reputation, in
selecting our proposals. "Best" rating is A+AAAAA, the
highest obtainable.

No other proposals were submitted.
The Board recessed to consider the three proposals. When the.
Board re -convened, it was moved by Commissioner Bogosian and seconded
by Commissioner Macdonald that the 3 -year proposal of the Independent
Insurance Agents of Indian River County be accepted as submitted. The
Chairman called for a roll call vote, and Commissioners McCullers, Mac-
donald, Bogosian and Dritenbas all voted in favor of the motion, where
upon the Chairman declared the motion unanimously carried.
It was moved by Commissioner Dritenbas and seconded by Commissioner
McCullers, that sixty days prior to the expiration of the County°s
insurance coverage in 1970, the Board of County Commissioners shall
submit to all interested insurance agents of the County a complete
resume' of the current insurance coverage and experience, and invite
the submission of insurance proposals. The motion was unanimously
carried.
There being no further business, on Motion made, seconded and
carried, the Board• adjourned at 9:25 o'clock P. M.
