SCOPE OF SERVICES AND SCHEDULE
INDIAN RIVER COUNTY UTILITIES DEPARTMENT
UTILITY OPERATIONS CENTER
Project Understanding
Indian River County Utilities (IRCU)has recently purchased 35.80 acres of land, located at the
northwest corner of 43rd Avenue and 41 st Street. The County proposes that the site be used for the

Scope of Services
The Scope of Services for this project consists of four principal tasks-Project Programming,
Conceptual Building Floor Plan, Site Design and Rough Order of Magnitude Project Cost. The
following is a summary of the specific scope requirements:
Task 100 Project Programming
Through meetings(3 minimum)with County Utilities' staff, develop building and site project
program that will become the basis for conceptual site plan design. Upon County approval of the
Project Program,WCG, Inc. will initiate the conceptual floor plan design.
Associated Not-to-Exceed Fee to complete Task 100:
$7,500.00
Task 200 Conceptual Building Floor Plan
Based upon the approved Project Program, develop a minimum of two(2)conceptual building floor

Based upon the approved Project Program,WCG, Inc. will develop a minimum of two (2)

be refined accordingly. Upon County approval of the Site Design, WCG, Inc. will develop project
cost information.
Associated Not-to-Exceed Fee to complete Task 300: $5,000.00
Task 400 Rough Order of Magnitude Cost
Based upon the approved Project Program and Conceptual Master Plan(s), WCG, Inc. will develop
rough order of magnitude costs for the project. These costs will be for the sole purpose of identifying
project costs as a decision-making tool and for County planning purposes. Upon completion of the
task, the work will be summarized in a report, for the County's use.
Associated Not-to-Exceed Fee to complete Task 400: $2,000.00
Schedule
Upon authorization of the County, the project schedule will be as follows unless modified by WCG,
Inc. and the County:

Building Floor Plan 15 Days
Site Design 15 Days
Rough Order of Magnitude Project Cost 15 Days
Project Assumptions
No surveying or geotechnical, or structural work will be required. WCG, Inc. will assume survey
documentation is correct.
WCG, Inc. may assist in presentations to the Board of County Commissioners or Utilities Advisory
Board.
Hourly Rates
Hourly services, in accordance with the requirements of this contract, shall be reimbursed at the
following rates:
Administrative Support $ 3 8.00 per Hour
CADD Technician $ 5 5.00 per Hour

Engineering Designer $ 75.00 per hour
Architectural Designer $ 75.00 per Hour
Managing Architect $115.00 per Hour
Managing Engineer $115.00 per Hour
Principle in Charge $130.00 per Hour
