HomeMy WebLinkAbout04/05/1967WEDNESDAY, APRIL SD 1967 Tile Board of County Co issioners of Indian River County, Florida, met in regular session at the Courthouse, Vero Beach, Florida, on.Wed- nesday, April 5, 1967, at 8:30 o'clock A. M. Present were Robert W. Graves, Chairman; D. B. McCullers, Jr., Vice -Chairman; Donald. Macdonald, Richard Bogosian, and Jack Dritenbas. 'Also present were County Admin- istrator Jack -G. Jennings; County Attorney Sherman N. Smith, Jr., and Deputy Clerks, Alfred H. Webber and Ruth Elliott. The Chairman asked if there were any corrections or additions to the minutes of March 8 and March 22, 1967. There were none, and on Motion by Commissioner Macdonald, seconded by Commissioner McCullers and unanimously carried, the minutes were approved as written. Mr. William Taylor, architect,Nsubipitted:the fo1]owing figuresrt- for changea,i:s, the construction of the Courthouse Annex: $616.77 to pour 4" concrete cap around building; credit of .$448.05 to delete the flower' boxes and planters; Motion was made by Commissioner Dritenbas, seconded by Commissioner Macdonald and unani.ously carried, that Change Order No. 2 be approved, which will include the above and also adding the word 'Annex' to the front of the building. The County Administrator read a letter from the State Road Depart- ment, dated March 22 regarding release of reservation at the intersection of 19th Street and Old Dixie Highw-:y. After discussion, it was moved by Commissioner Bogosian, seco'ded by Commissioner Dritenbas and unanimous carried that the Board approvesthe recommendation of the District Eng- ineer of the State Road Department that the State retain from the present reservation, aright of way for road purposes 35 feet from the proposed centerline of SR 605, Section 88030-2502, affecting Lot 3, Blodk 1, Re - plat of Knight's Addition to Edgewood, Plat Book 4., page 16, Vero Beach, Indian River County, Florida; and consents to the release of that out- side of the 35 feet. Ring Power Corporation, Jacksonville, Fla. Kelly Tractor Company, West Palm Be ch, Fla. Fla -Ga Tractor Company, Miami, Fla. received $30,600.00 30,329.0.0 29,432.00 24,465.00 The Board requested the County Administrator to analyze and evaluate the bids received and report to the Board later in the meeting. The County Administrator advised the Board that the instructor of the defensive driving course has consented to kive the course at the County garage to the men who operate County equipment, with classes twice a month, and requested the Board's approval. Motion was made by Commissioner Macdonald, seconded by Commissioner McCullers and unanimously carried, that the Administrator's request to put on the course be approved. APR 5 1967 10X318 The County Administrator reported that the right of way, has been flagged for the extension of North Winter Beach Road between Rangeline and Ranch Roads, and that there are Florida Power and Light poles which will be nine feet from the edge of the pave ant, creating a construction prdblem and a traffic hazard. After discussion, Commissioner Macdonald moved that the County Administrator be requested to instruct Florida Power and Light Company to ove the poles to a position within seven feet of the north right of way line. Motion was seconded by Commissioner Dritenbas and unanimously carried. The County Adinistrator presented a proposal from Jackson Brothers for 30' additional right of way on 43rd Avenue between North and South Gifford roads, in the vicinity of the new school. A discussion followed on the cost to_the County of the removal of approximately 300 Australian pine trees. The Board agreed that they should be removed by county forces so long as it does not interfere with other work to be done in the County. After further discussion; Commissioner Macdonald moved that the Board accept the proposal as set forth in the letter from the owners, Jackson Brothers, dated April 4, 1967. Motion was seconded by Commissioner McCullirs and unanimously carried. Motion was ade by Commissioner Macdonald, seconded by Commissioner Bogosian and unanimously c::rried, that the county payroll procedures be changed, effective April 14, 1967, so that the class of county employees now being paid on a semi-:onthly basis ;',ay in the future be paid on a bi-weekly basis. The County Administrator requested permission to cooperate with the State Road Department in remiaing the2bridge over the canal at the intersection of Oslo .Road and Cleanns Avenue which has settled. Motion was made by Commissioner Macdonald, seconded by Commissioner. Dritenbas and unanimously carried, that the Administrators request to join with the State in repairing the bridge be authorized. The Administrator advised the Board that he has received a request that the County cut down soe trees around the edge of the Winter Beach Cemetery, Tha: cemeteryL'istraintaaihedy by the Winter Beach Cemetery Association. After discussion, it was moved by Commissioner McCullers, seconded by Commissioner Macdonald and unanimously carried, that the request be granted because of the fact. that the County uses the cemetery for burial of paupers, at no cost to the County. APR 5 1967 lox 10 w3 • Motion was Fade by Commissioner McCullers, seconded by Commissioner Dritenbas, and until ously carried, that the Board agrees to accept for Maintenance by the County the street separating Blocks 3 and 4 od the Plat of Glendale Park, recorded in Plat Book 1, page 87, Indian River County rdcords1 after the owner, Floyd R. Taylor,, has improved the street according to the existing County Subdivision regulations. It was oved by Com issioner Macdonald, seconded by Commissioner McCullers and unanimously carried, that the Administrator be authorized to install a light at the Oslo Dump and also"to advise Mr. Henry Allen to immediately vacate the county property and take his junk with him. Mr. Homer C. Fletcher and Mr. Troy E. Moody appeared before the Board and Mr. Fletcher $taitedt:thatetheJthree pieces of equipment which the Board had previously authorized him to.acquire :are so highly adapt able -for joint use with the Tax Collector, and that Mr. Moody is desirous of sharing in the cost of the equipment, utilizing funds within his budget. After discussion, Commissioner Dritenbas moved that the Tax Collector be allowed to share in the cost of the equipment and also { share the'use of the equipment. Motion was seconded by Commissioner 4 McCullers and unanimously carried. Commissioner Macdonald brought up the report of the Air and Water Resources Committee of the East Central Florida Regional Planning Council, dated March 30, calling to the Board°s attention one particular recommendation of the committee.."Encourage the elected officials of Lake, Osceola, and Indian River Countftes to initiate basic geological investigations in their respective counties,.°°fI Coissioner Macdonald suggested that a committee be appointed to investigate this matter. The Chairman appointed Commissioner Macdonald, Edgerton Carter, Robert F. Lloyd, Dr. C. B. Britton, John Sellers, Olin Pippin, B. J. McCullers, and Jack U. Dritenbas to serve on the committee. MdSidn was ,',,ade by Commissioner Macdonald, seconded by Commissioner Dritenbas and Unanimously carried, that reasonable expenses of the committee, subh as travel, secretarial, and postage be authorized. On Motion by Commissioner McCullers,.ieconded by Commissioner Macdonald and unanimously carried, the request of Mr. Thomas H. Trent, Civil Defense Director, to obtain quotations for the repainting of his offices was approved. 'APR -5 1967 Oa 10 FACE On Motion by Commissioner Macdonald, seconded by Oommissione Bogosian, the following Resolution was unanimously dopted: RESOLUTION NO. 67-22 WHEREAS, request has been made by the Indian River Farms Drainage District to Indian River County for a conveyance to the Drainage 'District of a certain parcel of land now owned by Indian River County and ac- quired by Indian River County, through mesne conveyances, from the Indian River Farms Drainage District, the s. id request being made by reason of a conflict in boundary lines between Indian River County and Zapf Groves, Inc. , the Indian River Farms Drainage District having also conveyed the identical parcel of land to Mr. Norman F. Zapf; and } WHEREAS, the parcel of land conveyed to Indian River County, by deed recorded in Deed Book 62 at page 329, Public Records of Indian River County, is described as: The West 9.2 cres..of the East 19.2 acres of Tract 13, Section 18, Township 32 South, Range 39 East; and WHEREAS, the conveyance from the Indian River Farms. Drainage District to. Norman. F. Zapf, by deed recorded in Official Record Book 11 at page 359, Indian River County Public Records, described the parcel conveyed as: the West 1.6 acres of the West 10 acres of the East 20 acres of Tract 13, Section 18, Township 32 South, Range 39 East; and WHEREAS, the parcel owned by Indian River County is now being used as a stump dump, by Indian River County, excepting the area of conflict, which is now being used by Mr. Norman F. Schlitt of the Ed Schlitt Agency mithaiatate,ent of values up -dating the contents, and re -stating the values, as previously filed on the buildings owned by the County. He stated the premium on this would run less than $300.00. Mr. Schlitt also recommended valuable papers coverage for the Tax Assessor's office, which would pay up to $250,000 in the event the records are destroyed, to hire a complete new survey and valuation of all properties. He also recommended additional coverage of $20,000 to cover maps, surveys, aeri::1 photographs, drafting,of sectional maps, and reconstruction of addressograph plates. This coverage would be less than $300.00 per year. After discussion, Commissioner Bogosian moved that the Board accept both proposals at a premium not to exceed $600.00. Motion was seconded by Commissioner McCullers and unanimously carried. On Motion by Commissioner McCullers, seconded by Commissioner Dritenbas and unanimously carried, the rlurchase of a Nationat Cash Register posting tray and stand for the Clerk's office was authorized.. in the amount of $91.50. On. Motion by Comissioner Macdonald, secondedby Commissioner Bogosian and unanimously carried, the application of Heard Lee McGriff for admission to the Southeast Florida Tuberculosis Hospital was approved. The monthly reports of the County Service Officer,the County Welfare Worker ..!nd the County Agricultural Agent were received and placed on file. The County Administrator then reported to the Board that he had..... evaluated the bids received for the 1967 Crawler Tractor, and gave com- parisons of the two low bids received, and pointed out the experience the County has had in the maintenance and service of the two companies, and that the County now owns six other pieces of Caterpiller equipment and there are items which would be interchangeable. After discussion and consideration, Commissioner Bogosian oved that the Board accept the bid of Kelly Tractor Company in the amount of $29,432.00. Motion was seconded by Commissioner Macdonald and unanimously carried. APR 5 1967 • a The several bills and accounts against the County, having been audited were examined and found to be correct, were approved and warrants issued in settlement of sa a as follows: General Fund, Nos.. 6814 to 6886, both inclusive; Road and Bridge Fund, Nos. 4316 to 4353. both inclusive; and Fine and Forfeiture Fund, Nos. 679 to 688, both inclusive. Such bills and accounts being on dile in the office of the Clerk of the Circuit Court, and the warrants so issued from the respective funds being listed in the Supplemental Minute Book as provided by the rules of the State Auditor, reference to such record and list so recorded, being made a part of these minutes.
