Plant, Facility #9600729 Vero Beach, FL 32962 Dear Mr. Mehta : GeoSyntec Consultants (GeoSyntec) is pleased to submit this fee proposal to Indian River County (IRC) Solid Waste Disposal District ( SWDD) for professional services associated with the sampling, excavation, transportation, and disposal of waste oil contaminated soil at the referenced site . GeoSyntec understands that two waste oil drums were removed by Cliff Berry, Inc . on 29 September 2005 and that a limited waste oil discharge has been reported at the former drum location . GeoSyntec is in receipt of the Indian River County Department of Health letter dated 6 October 2005 , which requires clean-up of waste oil stained soils at the former drum location and verification that the groundwater has not been impacted by the waste oil discharge . Based on an email received from Himanshu Mehta with the IRC Department of Utility Services (IRCDUS ) on 1 November 2005 , GeoSyntec understands that it is IRCDUS ' intention to have the impacted soil removed from the former drum location and to verify that the groundwater has not been impacted by the waste oil release . The proposed scope of work is intended to meet the project objectives . PROPOSED SCOPE OF WORK Prior to initiating field activities, GeoSyntec will prepare a Site- Specific Health & Safety Plan ( SSH&SP), in accordance with the requirements of 29 CFR I art 1910 . Additionally, GeoSyntec will procure the transportation subcontractor, collect and organize the field sampling equipment, and coordinate the field work and soil disposal with IRCDUS and the North County R . O . Plant personnel . Once all visually impacted soil has been excavated (maximum of two drums of soil) a soil sample will be collected from the bottom of the excavation area for laboratory analyses for the Florida Used Oil Group (SW8260, SW8270, FLPRO, arsenic, cadmium, chromium, and lead) to confirm that the waste oil impacted soil has been removed . To provide documentation of the groundwater conditions beneath the area impacted by the waste oil release, GeoSyntec will install a temporary well point (with a pr pack well screen to reduce potential turbidity interferences) within the excavation area and collect groundwater samples for laboratory analyses for the Florida Used Oil Group . All soil and groundwater sampling activities will be performed in accordance with Florida Department of Environmental Protection Standard Operating Procedures . Upon completion of the excavation activities , the excavation area will be backfilled with clean fill (up to 15 ft3) and the disturbed area will be sodded . A soil sample will be collected from the drummed waste-oil impacted soils for disposal characterization . The drums containing the excavated soils will be labeled and stored on site pending laboratory analytical results . Upon receipt of laboratory analytical results for the drummed soils , GeoSyntec will coordinate with IRCDUS to have the soil disposal manifest signed and the soil properly disposed off-site . GeoSyntec will prepare a brief letter report which summarizes the field excavation activities and results of soil and groundwater sampling activities . The letter report will be signed/sealed by the Florida licensed professional engineer or geologist in responsible charge of the project . ASSUMPTIONS During the preparation of this proposal , GeoSyntec has made theollowing assumptions : • Access to sampling locations is not restricted to GeoSyntec. • All sampling can be performed in Level D personal protective equipment . • GeoSyntec will be able to work unimpeded between Monday and Frid y from 7 am - 7 pm . • The area of excavation is estimated to be 14 . 7 ft3 or less (two 55 -gallon Irums of soil) . Additional budget will be required to dispose of soil which is characteristically hazardous . • GeoSyntec assumes that the IRC will clearly mark utilities prior to eoSyntec ' s arrival onsite. Unmarked utilities that are damaged will not be eoSyntec ' s responsibility. ESTIMATED COSTS GeoSyntec proposes to complete the proposed scope of work on a lump um basis . The lump sum cost for the excavation work, laboratory analysis , soil disposal , and preparation of a letter report is $4,900 (based upon the maximum excavation and disposal volumes detailed above) . Any requested tasks which are outside tile defined scope of work will be completed in accordance with the hourly rate schedule negotiated with Indian River County.
