GeoSyntec Consultants� 14 December 2005 Page 2 • properly close the existing6 000 gallon UST g and replace the USCI' with an aboveground storage tank (AST) , with consideration that the imergency generator fuel supply must be maintained during the tank replacemenjt activities ( i . e . no loss in emergency backup generator capabilities) ; • dewater the petroleum-impacted area surrounding the UST and perform petroleum source removal activities during the time of UST closure work to remediate the PSH , soil and groundwater impacts ; • provide treatment of petroleum- contaminated dewatering fluids , withdischarge of the treated fluids via a temporary spray irrigation system ; • dispose of the UST and excavated petroleum - impacted soils at the IRIC Class I landfill ; • restore the excavation area and replace a portion of the asphalt driveway which will be damaged/excavated during the UST closure activities ; and • complete the required storage tank system closure report and: as -built documentation for the new AST system . The proposed scope of work for the services described above has been broCen down into six separate phases (Phases A through D) as described below . Phase A — Prehrtunary Activities Phase A includes project management for the entire project (Phases A through F) , as well as all preliminary activities associated with bidding the project and selecting a contractor. Excluding project management , much of the preliminary activities have been completed . GeoSyntec prepared bid specifications (which were reviewed by IRCDUS ) , drawings , and a schedule of prices suitable for subcontractor bidding of the petroleum related work . GeoSyntec received price quotes from two subcontractors qualified to perform the scope of services related to the UST closure, source removal activities , and AST installation . The review of bids revealed a bid of $ 212 , 780 . 50 by PR&D and a bid of $ 159 , 386 by Florida Environmental Compliance Corporation (FECC) . GeoSyntec recommends FECC as the petroleum contractor based upon bid cost and source removal experience working as a subcontractor to GeoSyntec in Indian River County and at the Kennedy Space Center. Bid pricing information is included as Attachment A . A detailed breakdown of estimated project costs is included as Attachment B . E . 14 December 2005 Page 4 • set up and operate dewatering fluids treatment equipment, which wil include a frac tank for flow equalization and recovery of any PSH , and an Pp �ir stripper with treated effluent discharge via spray irrigation to an open area n rth of the excavation area; • provide a mobile laboratory (one day) to document that the Dewatering treatment system meets discharge standards ; • provide temporary connection of the AST or a temporary AST to the generator building ; • perform activities associated with the proper closure and off- site disposal of the 6 , 000 -gallon UST , including required soil and groundwater sampling ; ', • excavate petroleum contaminated soil , with off- site disposal to the IRC Class I landfill, including hand or vacuum excavation of soil within the utility corridor adjacent to the UST area, and required soil and groundwater sampling • apply Oxygen Release Compound ( ORC) in the open excavation immediately prior to backfilling to promote the aerobic biodegradation of residual petroleum contamination in the soil and groundwater; and • place backfill (in compacted lifts) , repair asphalt roadway and re-pa*e, install and sample monitoring well (installed within the center of the forgner UST area) , and place sod . GeoSyntec will subcontract UST closure/source removal services to' FECC, perform oversight of the subcontractor during field activities , and conduct regired soil and groundwater sampling activities and flame ionization detector (FID ) monitoring. GeoSyntec will document construction progress and ensure that activities are cmpleted in accordance with the plans and specifications . Due to the uncertainties associated with the source removal activities , a 15 percent contingency has been added to subcontractor task cost . Phase C — AST Installation Activities Phase C includes project activities associated with permitting and inst 1 P g a laltion of the IRC-provided 6 , 000-gallon ConVault AST which will be placed by IRC on the recently constructed concrete pad . Project work will involve the installation of required underground double-walled piping runs and monitoring equipment from the ASST to the emergency generator and a spare piping run to be installed for a future AST . The AST installation activities will be completed by FECC , a licensed pollutant storage systems contractor (PSSC ) , with oversight of the installation work by GeoSyntec . Due to the uncertainties associated with AST installation activities , a 15 percent contingency has been added to the subcontractor task cost . The contingency is in place to cover items such as increased piping runs based upon subsurface conditions , inability to use some of the existing UST leak monitoring equipment , etc . GeoSyntec will notify IRCDUS of any field conditions that may require accessibility of contingency fees . GeoSyntec ' s proposal assumes three days of oversight for field activities associated withl the AST system piping, which includes a final check-out inspection and the preparagIon of as - built drawings . A detailed breakdown of estimated project costs is included as Attachment B . Phase D — Reporting GeoSyntec will prepare a Tank Closure/Source Removal Report in accord nce with Chapter 62 - 761 , Florida Administrative Code (FAC) and FDEP Storage Tan System Closure Requirements . The report will include photographs documenting the tank closure work and petroleum source removal activities , laboratory analytical r sults for collected soil and groundwater samples in tables and figures , and a detailed suimary of the field activities completed at the site . The report will include a recomme dation to complete a Site Assessment in accordance with the requirements of Chapte 62 - 770 , FAC , or propose No Further Action (unlikely) , based upon soil and groundwater conditions upon completion of the UST closure and source removal activities . he final reports ( four hard copies and one electronic copy to be provided to IRC ) will t e signed and sealed by the Florida- licensed professional engineer in responsible char e of the project .
