Kratman : GeoSyntec Consultants (GeoSyntec) is pleased to submit this proposal to the Indian River County (IRC) Solid Waste Disposal District (SWDD) for the provision of engineering services related to the vertical expansion (hereafter referred to as the Project) of the Class I Landfill at the IRC Sanitary Landfill Facility located in Vero Beach, Indian River County, Florida. The proposal presents the scope of work, schedule, and budget estimate for the design and permitting services for the project . The proposal was prepared in response to the 6 June 2005 telephone conversation between Mr. Tanhum Goldshmid of the IRC SWDD and. Dr. Kwasi Badu-Tweneboah, P . E . of GeoSyntec . GeoSyntec is well qualified to provide the services required to obtain the permit for the Class I Landfill Expansion within time and budget . In Florida, GeoSyntec has been successful in obtaining numerous solid waste management permits or permit modifications , many in near record time . For example, the firm was recently successful in obtaining the first construct and operate permit for a greenfield Class I Landfill (the Oak Hammock Disposal Facility) to be issued by the Florida Department of Environmental Protection (FDEP) in more than seven years . The Oak Hammock Disposal Facility, located in Osceola County, was permitted through the Central District Office of FDEP , which is the same permitting office for the IRC Class I Landfill . Additionally, GeoSyntec has an excellent working relationship with FDEP District offices , having provided technical assistance to the agency in developing the design criteria implemented in the 1988 Florida Solid Waste Management Act, including the XL05065UL050010-final _ y GeoSyntec Consultants Ms . Polly Kratman Indian River County 7 June 2005 Page 2 development of rules promulgated in Chapter 62 -701 of the Florida Administrative Code (F . A . C .) . Since that time, GeoSyntec staff have continued to provide technical assistance to the Solid Waste Section of the FDEP by serving on various Technical Advisory Groups (TAGs) , including, most recently, the CCA-treated wood TAG. The remainder of this proposal presents : (i) project background ; (ii) proposed scope of work; (iii) schedule ; (iv) budget estimate ; and (iv) the assumptions which were used in the development of this proposal . PROJECT BACKGROUND The IRC SWDD operates both the Class I landfill and Construction and Demolition (C &D) disposal facility at the IRC Sanitary Landfill Facility located near Interstate 95 , Oslo Road, and Rangeline Road in southern Indian River County. The Class I landfill includes Segment 1 , Segment 2, and an Infill Area under FDEP Operations Permit No . S031 -0128769 -005 . Segment 1 is unlined and was closed in 1990 . Segment 2 is a lined Class I landfill located west of Segment 1 . The Infill Area is also a lined Class I landfill located between Segment 1 and Segment 2 . The total footprint of the Class I landfill is approximately 63 acres , with 20 acres for Segment 1 and 43 acres for Segment 2 and Infill Area. The existing Segment 1 unlined Class I landfill is closed and permitted to elevation (EL. ) 105 ft. The cover system is comprised of the following ( from bottom to top) : 12 - in. thick intermediate cover layer, 8 -in. thick compacted clay cap , 6-in . thick protective soil layer; and 4-in. thick vegetated topsoil layer. The closed landfill has 4 . 3 horizontal to 1 vertical (4 . 3H : 1 V) sideslopes with three 10- ft wide benches (or terraces) located at 15 -ft to 20- ft vertical height intervals from EL. 25 to EL. 75 ft. The IRC SWDD has proposed a lateral and vertical expansion of the existing Segment I landfill for the disposal of C &D material . The expansion of the south and west slopes would be created by shifting the final toe of slope approximately 25 ft laterally, constructing the C&D expansion with 3H : 1V sideslope geometry, and using one stormwater bench (i . e . cover drainage swale) at EL. 85 ft. The westward top of slope would extend to EL . 129 . 5 ft and grade to the east at 5 percent slope to accommodate the future Class I landfill vertical expansion. A permit application for this C &D expansion was included as part of the renewal operations permit application submitted to FDEP in July 2004 . GeoSyntec understands that the proposed C &D expansion has been approved by FDEP . XL05065UT050010-final GeoSyntec Consultants Ms . Polly Kratman Indian River County 7 June 2005 Page 3 The Segment 2 Class I landfill is lined and currently in operation. It is permitted with a final cover meeting the requirements of Rule 62 -701 . 600 ( 5 ) (g) , F . A . C . The proposed cover system consists of a 40-mil thick textured linear low-density polyethylene (LLDPE) geomembrane, a 24-in. thick protective soil layer, and sod . The landfill final cover is permitted for : (i) 4H : 1V slopes from EL . 25 to EL . 55 ft ; (ii) 3H : IV slopes with a 20- ft wide bench at every 20 ft of vertical rise from EL . 55 to EL . 135 ft ; and (iii) 18H : 1V slopes from EL . 135 to EL . 145 ft. GeoSyntec understands that the proposed cover system has been constructed over a portion of Segment 2 (from EL. 25 to EL. 55 ft with the 4H : 1V sideslopes) . In order to maximize the disposal capacity of the landfill, the IRC SWDD has proposed to eliminate the benches by using 311 : IV slopes from EL. 55 to EL . 145 ft with one stormwater bench at EL . 85 ft . An application for this vertical expansion of Segment 2 was also included as part of the renewal operations permit application submitted to FDEP in July 2004 . GeoSyntec also understands that FDEP has approved the proposed vertical expansion of Segment 2 . The IRC SWDD would like to raise the final elevation of the entire Class I landfill ( Segment 1 , Infill Area and Segment 2) to the proposed elevation in the updated Master Plan. A liner system will be required for the unlined top (EL. 129 . 5 ft) of Segment 1 used for the C&D expansion . This liner system must tie into the existing liner system for the Infill Area. PROPOSED SCOPE OF WORK The proposed scope of work includes activities to be performed on behalf of the IRC SWDD for the design and permitting services for the vertical expansion . The scope of work is based on the requirements of Chapter 62 -701 (effective 27 May 2001 ) , F .A. C . GeoSyntec will provide all engineering services necessary to complete the permit application and address any comments or requests for additional information from FDEP for issuance of the permit for the landfill vertical expansion. For the purpose of budgeting, the scope of work has been divided into three main tasks : • Task 1 — General Consulting/Meeting Support/Project Management ; • Task 2 — Design and Permit Application ; and • Task 3 — Environmental Resource Permit (ERP) Modification . Polly Kratman Indian River County 7 June 2005 Page 4 The remainder of this section presents a general description of the activities to be performed in each task. Task 1 — General Consulting/Meeting Support/ Proiect Management Task 1 consists of three components : general consulting, meeting support, and project management. GeoSyntec will provide the SWDD with consulting services necessary to initiate the project and attend pre-application and in-progress review meetings with the FDEP Central District Office . GeoSyntec will prepare presentation graphics , engineering drawings , and other documents required to support the meetings and project coordination activities . A kickoff meeting with SWDD is proposed before the start of project activities so that the specific project requirements can be discussed . If requested by SWDD , GeoSyntec will prepare for and attend a meeting with the IRC Commission (IRCC) to explain the project scope and budget requirements, or to provide general technical assistance . GeoSyntec will also schedule and attend, with the SWDD staff, a meeting with the Central District Office of FDEP to discuss specific permitting issues . In addition, review meetings will be held with the SWDD as necessary during design and prior to the FDEP submittal . Following each meeting, GeoSyntec will prepare meeting minutes that document decisions reached in the meetings . Project management activities will include : budget and schedule tracking, invoice review , and project communications, including the preparation of a monthly progress report . The project report will include a description of the activities completed during the month and planned activities for the following month. In addition, the progress report will identify any technical or administrative issues that require IBC ' s attention and the current status of the budget and schedule . For the purpose of this budget estimate , GeoSyntec has included five meetings : (i) one kickoff meeting with SWDD ; (ii) one design review meeting with SWDD ; (iii) two meetings with FDEP and SWDD staff; and (iv) one meeting with the IRCC , if requested by the SWDD . Polly Kratman Indian River County 7 June 2005 Page 5 Task 2 — Design and Permit Application GeoSyntec will design and then prepare and submit the permit application to FDEP for the vertical expansion of the Class I Landfill . The design will include the engineering analyses to demonstrate that the vertical expansion complies with the specific requirements of Rule 62 - 701 . 430 , F . A. C . The following activities will be performed to design the vertical expansion and prepare the permit application : • review the existing permit application and other relevant reports and documents, including correspondence with FDEP ; • review geotechnical and hydrogeologic investigations performed at the site and within the footprint of the proposed expansion for relevant data that will be used for the engineering analyses required for the expansion permit application ; • meet with FDEP to discuss the proposed expansion, including the proposed liner system and permitting approach (this will be performed as part of Task 1 ) ; • design the liner system for the unlined part of the vertical expansion and evaluate the performance to comply with Rule 62 - 701 .430 ( 1 ) (a) , F . A. C . ; • design the leachate management system for the expansion area, including relocation of the existing lift station that will be impacted by the vertical expansion ; • design the top elevation and final cover configuration for the proposed expansion to meet the disposal capacity needs of IRC , and at least comply with those proposed in the updated Master Plan ; • perform hydrologic and hydraulic analysis for extreme rainfall events and design the surface-water management system for the expansion area, including control features to separate surface water from leachate during construction and operation of the vertical expansion areas ; XL05065VLA50010-final GeoSyntec Consultants Ms . Polly Kratman Indian River County 7 June 2005 Page 6 • perform slope stability (liner system, interim and final configurations, and veneer stability of the final cover system) and settlement evaluations for the proposed vertical expansion ; • modify the existing gas collection system to control gas pressure buildup under the liner system of the expansion areas ; • prepare permit drawings (with adequate details for permitting) for the proposed expansion of the landfill (approximately 20 sheets of D- size, 24 inches by 36 inches) ; • prepare Technical Specifications and a Construction Quality Assurance (CQA) Plan for all components of construction for the landfill expansion ; • revise the facility operating plans (Operations Plan, Leachate Management Plan, Gas Management Plan, and Closure Plan) to incorporate changes, as needed, from the proposed vertical expansion ; • prepare financial assurance cost estimate for closure and long-term care of the proposed expansion; and • complete the required FDEP form (62-701 . 900( 6)) and prepare the supporting plans and engineering reports . Design Analyses The vertical expansion area of the closed, unlined Segment 1 requires a liner system that will tie into the existing liner system for the Infill Area. No new liner system will be required for the vertical expansion of Segment 2 and Infill areas since these areas are already lined . Similarly, a final cover system meeting the requirements of Rule 62 - 701 . 600 (5 )(g) , F . A . C . will be required for the vertical expansion of the Segment 1 area. The geosynthetic and soil components of the liner and final cover systems will be selected , and the performance will be evaluated by appropriate analyses . Overall global stability of the landfill under interim and final configurations and the veneer stability of the final cover system will be evaluated at critical locations . The stability of the landfill with and without benches and the need for cover drainage swales XL05065ULA50010-final Ms . Polly Kratman GeoSyntec Consultants Indian River County 7 June 2005 Page 7 (terraces) will be evaluated . GeoSyntec will evaluate total and differential settlements in the components of the liner and cover systems of the landfill . A hydrologic and hydraulic analysis will be performed to evaluate the peak runoff rates and volumes from the proposed final cover system. Hydraulic analysis and design of the components of the final cover drainage system will be performed . The final cover system drainage layer will be designed to : (i) minimize infiltration into the existing and new landfills ; (ii) minimize erosion of cover materials ; (iii) carry the calculated flow and thereby ensure stability of the cover system ; and (iv) comply with the cover requirements . For budget estimating purposes , it has been assumed that no further geotechnical and hydrogeological investigations are needed to complete the permit application for the vertical expansion and that available data are adequate for settlement and slope stability calculations . OperatingPlans The CQA Plan will specifically address geosynthetics installation, soil construction, preparation of record drawings , and reporting requirements in accordance with applicable sections of Chapter 62 -701 , F . A . C . The Operations Plan will address the waste filling sequence during the vertical expansion, and will be prepared with input from Waste Management, Inc . of Florida (WMIF) , IBC ' s current contract operator of the Class I landfill . The Leachate Management Plan will address changes to the leachate collection, transmission and disposal system , and will specifically address relocation of the existing lift station for the Infill Area. The Closure Plan will be revised to incorporate changes resulting from the vertical expansion, and will include a new financial assurance cost estimate for closure and long-term care of the proposed expansion. FDEP Class I Landfill Permit Application GeoSyntec will prepare the application for a Class I Solid Waste Disposal Facility (Permit Application) . The Permit Application will include the engineering reports, permit drawings and operating plans required in accordance with Chapter 62 - 701 , F .A. C . The Permit Application will be signed and sealed by a registered professional engineer in the State of Florida. XL05065VI050010-final Ms . Polly Kratman GeoSyntec Consultants Indian River County 7 June 2005 Page 8 GeoSyntec will provide four complete copies of the Permit Application to FDEP and two copies to SWDD . An electronic file of the Permit Application will also be provided to FDEP and SWDD . Response to Regulatory Comments Following submittal of the Permit Application, GeoSyntec will meet with FDEP to present and discuss the Class I landfill design for the vertical expansion . GeoSyntec will provide FDEP with written responses to requests for additional information (RAIs) throughout the course of the permit review process . For the purpose of the budget estimate, GeoSyntec has assumed one response to RAI will be required . Task 3 — ERP Modification Under this task, GeoSyntec will analyze the effect of adding the vertical expansion area on the stormwater management system as currently designed and presented in the ERP . A modification to the ERP will be prepared for submittal to FDEP to account for any increase in the amount or timing of stormwater runoff due to grading changes or infiltration differences from the expansion final cover system or other changes to the landfill drainage systems . As a part of this task, GeoSyntec will provide written responses to RAIs from FDEP on the ERP modification . For the purpose of the budget estimate, GeoSyntec has assumed that one response to RAI will be required . SCHEDULE GeoSyntec has prepared a schedule for preparing the Permit Application, which is included as Attachment A. The schedule, as presented, assumes a start date of 20 June 2005 , and projects a Permit Application submittal to FDEP on 14 October 2005 . GeoSyntec has assumed that the required permit will be obtained within three to six months of submission. Response to FDEP comments will be performed during this three- to six -month period . Therefore, it is anticipated that the permit for the vertical expansion will be issued by 14 April 2006 . GeoSyntec recognizes the importance of the schedule for SWDD and their need to obtain the required disposal capacity from the Class I landfill vertical expansion . GeoSyntec will work with SWDD to refine the project schedule and set the milestones necessary to meet the needs of the Project . Throughout the duration of the Project, XI05065UL050010-final Ms . BUDGET ESTIMATE A budget estimate for the scope of work outlined in Tasks 1 through 3 of this proposal is summarized in the following table . A detailed budget estimate is provided as Attachment B . The budget estimate does not include permit fees that will be required at the time the Permit Application is submitted to FDEP . • Task 1 — General Consulting/Meeting Support/Project Management $205223 • Task 2 — Design and Permit Application $ 1285701 • Task 3 — ERP Modification $ 14,600 TOTAL $ 1639524 GeoSyntec will not exceed the budget estimate without prior approval and written authorization from IRC . ASSUMPTIONS GeoSyntec made the following general assumptions in preparing the project schedule and budget estimate presented in this proposal : • Electronic copies of the permit drawings for the proposed C &D expansion of Segment 1 and a recent topographic base map of the Class I landfill will be available, in AutoCAD format, for use in preparing the permit drawings for this Proj ect . • IRC will pay all permitting fees . • The proposed schedule and budget estimate presented in this proposal are based on GeoSyntec ' s understanding of the project requirements and experience with permitting similar facilities . They do not include any delays or concept changes that may be required by FDEP or IRC during the course of the Project. XL05065UL050010-final Ms .
