Dear Ms Dunlap :
GeoSyntec Consultants (GeoSyntec) is pleased to submit this fee proposal to Indian
River County Fleet Management (IRCFM) for professional services associated with the
performance of a limited petroleum site assessment at the referenced site . GeoSyntec is
in receipt of the Closure Assessment Report (CAR) which documented the closure of
three, 10 , 000 gallon underground storage tanks (USTs) . Soil and groundwater samples
collected during the performance of the UST closure activities identified petroleum
constituents above Chapter 62 -777 , Florida Administrative Code (FAC) soil and
groundwater cleanup target levels (CTLs) . Based upon these findings , the initiation of
site assessment activities in accordance with Chapter 62 -770 , FAC , is required.
Overview
GeoSyntec reviewed the CAR prepared by American Environmental Associates ,
Inc . It should be noted that while a groundwater grab sample collected at the time of
UST closure field activities detected petroleum constituents above groundwater CTLs
(specifically benzene , ethylbenzene , toluene, and total xylenes) , and soil sampling
results revealed an exceedance of the soil leachability CTL for acenaphthene , the
concentrations detected were generally low. Based upon these findings , GeoSyntec
recommends limited field activities initially, to assess the current groundwater
concentrations (based upon 10-ft screened monitoring wells) and soil concentrations
based upon organic vapor analyzer (OVA) field screening with the collection of limited
additional soil samples for laboratory analysis . Based upon the findings of the limited-
scope site assessment, it may be possible to obtain No Further Action (NFA) for the
site , based upon the collection of limited additional data .

We have developed a task-based approach to group field activities and accomplish
this work in an organized and cost- effective manner. The remainder of this letter
provides a description of the proposed scope of work and a budget estimate to
accomplish the work described herein (Attachment A) .
PROPOSED SCOPE OF WORK
Task 1 . Field Work Preparation
Prior to initiating field activities, GeoSyntec will prepare a Site- Specific Health &
Safety Plan (SSH& SP) , in accordance with the requirements of 29 CFR Part 1910 .
Additionally, GeoSyntec will procure the drilling subcontractor, collect and organize
the field sampling equipment, and coordinate the field work with IRCFM personnel .
Task 2 . Field Activities
Based on GeoSyntec ' s understanding of the work, we propose to complete the
following tasks :
• Using direct push technology (DPT) drilling equipment, GeoSyntec proposes to
install two , 1 -inch diameter monitoring wells to an anticipated total depth of
approximately 15 ft below land surface (BLS) , with 10 ft of 0 . 010 - inch slotted
screen with a 20/40 pre-packed sand filter pack (groundwater noted in CAR at
approximately 6 '/z ft BLS) . One monitoring well will be installed in the vicinity
of the former fuel pumps and one monitoring well will be installed in the center
of the former UST area. The monitoring wells will be completed with 24-inch
by 24-inch concrete pads and 8 -inch diameter steel manholes . Following
installation, each well will be developed until visibly free of particulates .
Approximately 24 hours following monitoring well installation, the monitoring
wells will be purged and sampled in accordance with Florida Department of
Environmental Protection Standard Operating Procedures . Collected
groundwater samples will be laboratory analyzed for volatiles by EPA Method
8021 (BTEX/MTBE) , polynuclear aromatic hydrocarbons (PAHs) by EPA
Method 8310 , and total recoverable petroleum hydrocarbons (TRPH) by FL-
PRO .
• Soil hand auger returns will be collected from the ground surface to the water
table (monitoring well locations and up to 10 additional soil boring locations) .
Soil samples collected will be screened using an organic vapor analyzer (flame

ionization detector) . Based upon the soil screening results , the two soil samples
exhibiting the highest methane-corrected OVA response will be submitted for
laboratory analyses . If no OVA meter responses are recorded above background
levels, only one soil sample will be selected for laboratory analysis , and it will
be collected from just above the water table in the immediate vicinity of the
historical detection (SS - 5 location presented in the CAR) . The collected soil
sample(s) will be laboratory analyzed for BTEX/MTBE by EPA Method 8021 ,
PAHs by EPA Method 8310 , and TRPH by FL-PRO . Based upon the laboratory
analytical results , if any of the soil sample constituents exceed leachability
based on groundwater criteria referenced in Chapter 62- 777 , FAC , the samples
will be analyzed by the synthetic precipitation leaching procedure (SPLP) , to
evaluate if the soil could leach to groundwater above the applicable CTL .
• Install two piezometers using hand auger equipment to assist with evaluating the
direction of groundwater flow .
• Survey the top-of-casing elevations of the newly installed groundwater
monitoring wells and piezometers to a relative datum .
• Collect a set of groundwater level measurements in the piezometers and
monitoring wells .
Task 3 . Site Assessment Letter
Following completion of the field activities , GeoSyntec will prepare a brief letter
report on the findings . The letter report will include the following :
• a brief summary of the field activities ;
• summary tables of the soil and groundwater sampling results ;
• basic Geographical Information System (GIS ) maps of the boring locations with
approximate groundwater flow direction ; and
• recommendations for further action, if necessary , or for an NFA, if appropriate .
Please be advised that this report does not constitute a Chapter 62-770 , FAC , Site
Assessment Report ( SAR) . A formal SAR may not be required based upon the results
of the proposed field activities . Two draft copies of the letter report will be provided to
IRCFM for review. Upon receipt of IRC review comments , five copies of the final
letter report, which will be signed and sealed by a licensed Professional Engineer or
Geologist, will be provided to IRCFM for submittal to Indian River County Department
of Health and Brevard County Department of Natural Resources .

ASSUMPTIONS
During the preparation of this proposal, GeoSyntec has made the following
assumptions :
• Access to sampling locations is not restricted to GeoSyntec .
• All sampling can be performed in Level D personal protective equipment.
• GeoSyntec will be able to work unimpeded between Monday and Friday from 7
am - 7 pm.
• GeoSyntec and/or subcontractors will hand auger to a minimum depth of 5 ft BLS
in an effort to located buried utilities prior to advancing borings . However, we
assume that IRCFM will clear/mark utilities prior to GeoSyntec ' s arrival onsite
and will "clear" each drilling location prior to GeoSyntec performing subsurface
activities . Unmarked utilities that are damaged will not be GeoSyntec ' s
responsibility.
• GeoSyntec has assumed that liquids generated during the well development and
sampling will be discharged directly onto the ground adjacent to the monitoring
well (for percolation or evaporation) .
• GeoSyntec has assumed that the DPT soil and groundwater investigation and well
installations can be completed in one day.
• GeoSyntec has assumed that top-of-casing elevations will not be surveyed by a
professional licensed surveyor at this time .
ESTIMATED COSTS
GeoSyntec proposes to complete the proposed scope of work on a lump sum basis .
The lump sum cost for the full scope of work (including SPLP analysis) and preparation
of a letter report is $8,300 , the lump sum cost for completing the scope of work and
letter report, but not performing SPLP analysis is $7,950 . Any tasks which IRCFM
requests which are outside the defined scope of work will be completed in accordance
with the hourly rate schedule negotiated with Indian River County .
