HomeMy WebLinkAbout4/2/1929X 0 4 S TUEMM, APRIZ 2nd 1929. { fi.e Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach, on Tuesday, April 2nd 1929, at 10 o'clock A.M.with the following members of the Board present: .Albert U. Helseth, Chairman; J. D. Yongue; J. W. laBruce; J. J. P. Hamilton and John H. Atkin. The Minutes of the previous meeting were read and approved. It was ordered that the question of salaries of County employees be deferred until later in the day. she Tax Collector filed his report of licenses collected for the month of March, showing 495.00 collected for the .Mate and X47.50 collected for the county. J. L. St inson appeared before the Board regarding Drainage and culverts on Road G-7. It was ordered the County Engineer investigate and put the drainage ditches and culverts in proper condition. J. 0. ]Dorgan appeared before the Board and presented petitions signed by himself and 41 other citizens and tax payers remonstrating against the issuance of any indebted- ness for the erection of a Court Mouse and jail. it was ordered that the petitions be accepted and filed. E. G. Thatcher and others appeared before the Board regarding advertising Indian River County at the Canadian National iMposition, Toronto, Canada. it was ordered the matter be taken under consideration with definite action to be taken today. Jae. J. Rick appeared before the Board regarding renewals of insurance policies on County property. It was ordered the matter be deferred until later in the day. Fury laura Idio ods, tlabasso, having filed application with the ichool Board to be placed on the Mothers Pens ion list and same having the approval of that Board, it was ordered she be placed on said list to receive §30,00 per month. Ordered Mrs Eugene Beugnot be placed on the pauper list to receive 4020.00 per month until her husband is released from jail. Application of W. H. Dykes, winter Beachri to be placed on the pauper list was con- sidered, and it was ordered same be rejected and he notified, for the reason he now receives a Confederate Pension of X45.00 per month. It was ordered that insurance policies of the County be handed back to the several agents and 1/5 of the insurance be wrote by each of the five insurance agencies represen i ng the "Insurance Board". of Vero Beach . 1`�i.e Confederate pension list received from the Secretary of Pensions showing names and addresses of those receiving Pensions was received and checked over and found to be correct. L. Ashburner appeared before the Board regarding drainage of road at Roseland. It was ordered the County furnish sufficient pipe for necessary Drainage at Ashburner's placo. Itvwas ordered that the County W igineer be instructed to do all work requested by Wabasso Bridge District,, said District to bear all costs in connection therewith. It was ordered that the Speeder drag line be rented to the Fe llamere Cross State Road district at a price to be arrived at by the County Engineer. road. it was ordered that the engineer repair the shoulders on the Sebastian-Fellsmere Ordered that the �keriff select one acre of land st some suitable location for use as a potters field and report his findings to this Board. Tt was ordered that all feed bills of prisoners in jail be paid out of Fine & For- • f eiture Fund the first of each month, and these bills be paid prmor to any other bills. 1 1 1 1 1 1 3 Moved, seconded and carried that X1,000.00 be set aside out of the Publicity hind for advertising Indian River County at the Canadian Rational Exposition at Toronto Canada. Bills to be filed and paid by the Board up to that amount. Moved, seconded and carried that the Bounty Engineer be instructed to out the salary of Bart arood, machine operator, from 0200.00 to X175.00 per month. 'Me following resolution was offered by Commissioner J W. truce, which was unanimously carried and ordered spread upon the minutes of this Board: RE SOLUT ION . WHOWASp upon the creation of this County a suggestion was made that the Clerk of this Board be paid *250.00 per month salary, but the said Clerk declined to accept such amount, stating that it was too much and agreed to accept a much smaller salary, to -wit: $150.00 per month, thus initiating a saving to the County of X4,300.00 since July 1st 1925; and WIMREAS, upon the question of transcribing the records affecting lands in Indian River County being brought before this Board, the Clerk advised against the expenditure of funds for such purpose, giving his experience and knowledge of Counties heretofore created in this ,state, thus saving the County thousands of dollars for transcript work and record books, and VHEREAS, in addition to the expense stated above in. transcribing said records, it appears, under the law, the Clerk would be entitled to receive 35je for each instru- ment transcribed for fees in certifying the record and indexing the same, thus saving the County several hundreds of dollars in fees which would have been payable to said Clerk; and, WHEREAS, said Clerk, by diligent and faithful work, obtained copy and receipts for all Tax 'Sale Certificates on lands in this county in less than 30 days after the crea- tion of said County in order that all redemptions be remitted to and credit given this County on such at the earliest possible moment, and collected within 90 days the sum of 049177.87, a large percentage of which was returned to the various County funds,and, VIBEEHAS, said Clerk has, by carefully preparing the budget each year for the County Commissioners used sound judgment, and his assistance in arriving at the proper tax levy has enabled the Board to keep its general county levies below that of the former County for each succeeding year, and with the assistance of the Clerk, this Board was able and did reduce the millage for general purposes 8-� mills for the year 1927, thus saving the taxable property then on the tax roll approximately $349000.00 for said year, as well as to effect a saving to all property redeemed from tax sale,and VEEREA-3, since the financial depression it is incumbent and necessary that the Clerk do far more work in connection with his duties as Clerk to this Board than he is called upon to do in normal times, all of which duties appear to have been well and faithfully performed, THEREFORE, be it resolved by the Board of County Commissioners, in regular meeting assembled, that avote of thanks be given to its Clerk for his faithful and untiring efforts in behalf of the welfare of the County, that this Board appreciates the Clerk performing his duties for only moderate compensation, that they appreciate the extremely reasonable salary he agreed to work at the beginning, and appreciate the savings he has effected in the operation of the County, and this Board desires to go on record that any statement that the Clerk does not do enough work to justify his salary of $150.00 per month, is false and untrue, maliciously stated and without know- ledge of the true facts. F'206 The severalz bills and accounts against the County, having been audited, were examined and found to be correct, were approved, and warrants ordered issued in settle- ment of same. The said bills and accounts being on file in the Clerk's office, and . the warrants so issued from the various funds being listed and set out in detail in the County finance record and reference to said Finance record is made a part of these minutes as fully and completely as if the said warrants were set out herein in detail. The several County Depositories filed their monthly statements showing receipts and disbursements of the various funds of the County, which have been checked were f to -be correct. There being no further business on motion made, seconded and carried the Board adjourned until the next regular meeting, unless sooner called together by the Chairman ATTEST: Chairman. Clerk. VEDNEWAY2 APRIT, 24th 1929. The Board of county Commissioners in arra. for Indian River County, Florida, met at the Court Rouse in Vera Beach on Wednesday, April 24th 1929 at 10 o'clock A.M. with the following members of the Board presents Albert O.Helseth, Chairman; J.D.Yongue; J.W.ImBruce; T.J.P.Hamilton and John H.Atkin. .Also present were Miles Warren, Clerk, and Clark S.Rice, sheriff. The Chaimn.an announced this meet was called for the purpose of discussing the advisability of placing guards on the highway to protect this territory against the Mediterranean Fly. County agent, W.E.Evans, was present and discussed the suitation with respect to the pest. Motion by J.D.Yongue, and seconded that the City Council of ,Sebastian, Vabasso, and Vero Beach be requested to pass necessary ordinance to place guards on the streets of the cities and town to prohibit transportation of fruit and vegetables unless properly inspected and certificate of authority to transport same given, except removi fruit from grove to packing houses in this County. Upon being put to a vote this motion was unanimously adopted. It was ordered that the County Engineer turn over the Universal Crane to the County agent together with as many tracks and men as necessary to clear out fruit in abandoned groves in this County and bury and destroy the same.
