WABASSO CAUSEWAY EAST & WEST FISHING PIERS
This Work Order Number GKE-WFP is entered into as of this 16th day of
January , 200 7 by and between Indian River County, a political subdivision of the
State of Florida ("COUNTY') and G . K . Environmental , Inc. ("Consultant') .
In accordance with applicable Florida law, and pursuant to the Continuing Contract
Agreement for Professional Services dated March 15 , 2005 , the COUNTY has selected
the Consultant to perform the professional services set forth on Attachment 1 , attached to
this Work Order and made part hereof by this reference . The professional services will be
performed by the Consultant for the fee schedule set forth in Attachment 2 , attached to this
Work Order and made a part hereof by this reference . The Consultant will perform the
professional services within the timeframe more particularly set forth in Attachment 3 ,
attached to this Work Order and made a part hereof by this reference all in accordance
with the terms and provisions set forth in the Agreement. Pursuant to the Agreement ,
nothing contained in any Work Order shall conflict with the terms of the Agreement and the
appropriate terms of the Agreement shall be deemed to be incorporated in this Work Order
as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Work Order as of
the date first written above .

WABASSO CAUSEWAY EAST & WEST FISHING PIERS
SCOPE OF WORK:
BACKGROUND :
On 1 - 16-06 the FDOT's bridge inspection consultant inspected the Wabasso Causeway east and
west fishing piers . The subsequent report identified several significant deficiencies and failures,
consequently the FDOT recommended closing the East pier in it's entirety until it is replaced and
the west pier be repaired immediately to maintain it's service and possible closure until repairs are
accomplished . Another County Consultant has completed the restoration/replacement design of
the piers. The St. John's River Water Management District (SJRWMD) requires an Environmental
Resources Permit ( ERP). The Scope of this project entails professional services to provide the
complete ERP as required by the SJRWMD and US Army Corps of Engineers (ACOE ).
SCOPE :
CONSULTANT will provide the following :
TASK I - Site Inspection and State & Federal Permit Application Submittal
Assistance :
GKE to assist client and client's engineer and surveyor to complete required
fieldwork / meet / review work with client, review drawings , and permit application
completion .
TASK 11 — Response to Agency Requests for Additional Information (RAI ) :
Following agency permit application submittal and agency review, GKE will respond
to all environmental questions outlined in agency letters Requesting Additional
Information ( RAI letters ) .
TASK III — Miticiation Plan ( if required)
GKE will meet with client and permit agency staff to discuss mitigation options and
inspect potential mitigation sites for compatibility and prepare a draft mitigation plan ,
based upon the ecological values of wetland impacts.
TASK IV - Wetland Assessment - UMAM / WRAP ( if required)
GKE will conduct a Wetland Rapid Assessment Procedure (WRAP) and/or a
Uniform Mitigation Assessment Method ( UMAM ) of the wetlands located within the
boundaries of the project site . WRAP/UMAM determine a numerical value for the
ecological functions and ecological values of the existing wetlands and mitigation
site . The WRAP/UMAM score can be used to determine what type / amount of
mitigation will be required for the project site . The WRAP/UMAM score is based on
vegetation , wildlife usage , hydrology, soils , water quality, success factor, and
adjacent lands
TASK V — Protected Species ( if required)
GKE will complete a detailed protected species survey on the referenced site . GKE
ecologist will conduct a preliminary systematic survey for protected species in
accordance with Florida Fish and Wildlife Conservation Commission (FFWCC )

Guidelines . GKE ecologist will record all observations of listed protected species
and features that may indicate species presence . Physical features may include , but
are not limited to , tree markings , burrows , tracks , nests , scat , and cavity trees . GKE
may request that the U . S . Fish and Wildlife Service ( FWS ) and the Florida Fish &
Wildlife Commission ( FFWCC ) review their files for the presence of any listed
species that may be present onsite.

1 . COMPENSATION
The COUNTY agrees to pay and the CONSULTANT agrees to accept, a not-to-exceed fee
of $7 ,710.00 for services rendered according to Attachment 1 and the following FEE
SCHEDULE of this WORK ORDER .
FEE SCHEDULE
TASK I - Site Inspection and State & Federal Permit Application Submittal
Assistance $1 ,760 .00
TASK II — Response to Agency Requests for Additional Information (RAI) $3 ,000 .00
TASK III — Mitigation Plan (if required) $ 19100 .00
TASK IV - Wetland Assessment - UMAM / WRAP (if required) $1100.00
TASK V — Protected Species (if required ) $750 . 00
2. PARTIAL PAYMENTS
The COUNTY shall make monthly partial payments to the CONSULTANT for all
authorized work completed per the FEE SCHEDULE and pertaining directly to this project
performed during the previous calendar month . The CONSULTANT shall submit invoices
monthly for services performed and expenses incurred pursuant to this Agreement during
the prior month .
The CONSULTANT shall submit duly certified invoices in duplicate to the Director of
the Public Works Department. For lump sum line items , the amount submitted shall be the
prorated amount due for all work performed to date under this phase , determined by
applying the percentage of the work completed as certified by the CONSULTANT , to the
total due for this phase of the work. The amount of the partial payment due the
CONSULTANT for the work performed to date under these phases shall be an amount
calculated in accordance with the previous paragraph , less ten percent ( 10%) of the
invoice amount thus determined , which shall be withheld by the COUNTY as retainage ,
and less previous payments. Per F . S . section 218 . 74(2), the COUNTY will pay approved
invoices on or before the forty-fifth day after the COUNTY receives the CONSULTANT' s
invoice .
The ten percent ( 10%) retainage withheld shall be paid in full to the CONSULTANT
by the COUNTY, on or before the forty-fifth day after the date of final acceptance of the
Work by the Public Works Director.

TIME FOR COMPLETION :
The CONSULTANT shall meet the following performance schedule :
1 . TASKS I - Begin work within 10 calendar days after the Notice-to-Proceed is
issued and complete the task within 30 calendar days subsequently .
2 . TASK II - 30calendar days subsequent to agency response after completion
of TASK I .
3 . TASK III , IV & V -30 calendar days after receiving the COUNTY'S
authorization to proceed . Subject to agency response time .
