Work Order No.1
THIS WORK ORDER NO. 1, dated the 4th day of January , 2005, by and between the
INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT, an independent special district of
Indian River County, Florida (the "SWDD") and WCGINEEL-SCHAFFER, INC. (the "Consultant"),
amending that certain Agreement (the "Agreement") between the parties dated August 10, 2004,
W I T N E S S E T H
WHEREAS, the Consultant has been selected by the SWDD to provide consulting
services to the SWDD in the area of solid waste management in accordance with the provisions of
Section 287.55, Florida Statutes, including services relating to the economic and efficient operation of
the Indian River County solid waste management system (the "System") and the making of capital
improvement to that System, and
WHEREAS, The SWDD has requested that the Consultant prepare an update of Solid
Waste Master Plan to address the existing and future needs of the SWDD; and
WHEREAS, The SWDD has requested that the Consultant prepare An updated Capital
Improvement Program (the "updated CIP") to achieve the objectives of the updated Solid Waste Master
Plan; and
WHEREAS, The SWDD has requested that the Consultant to prepare estimated costs and
recommend a schedule for implementation of the updated CIP; and
WHEREAS, The SWDD has requested that the Consultant to present the updated Solid
Waste Master Plan to the Board of SWDD detailing the updated CIP and recommended plan of action.
NOW THEREFORE, in consideration of premises and mutual promises and conditions contained
herein, it is mutually agreed between the parties as follows:
SECTION 1. SCOPE OF SERVICES, the Scope of Services agreed to be performed by the
Consultant pursuant to the Agreement between the parties is hereby amended to include the services shown
on Exhibit A, attached hereto.
SECTION 2. COMPENSATION, compensation shall be in accordance with "Section 5.
COMPENSATION" of the continuing agreement between the parties dated August 10, 2004, The
Consultant shall be paid a lump sum amount not to exceed eighty-two thousand two hundred and seventy-
six dollars and no cents ($82,276.00) for engineering services provided as set out in Exhibit `B", attached
to this Task Order. A portion of the fees not to exceed eleven thousand and one hundred ninety-
two dollars ($11,192.00) will be set aside as contingency for scope of work as described in Task -6
to be used only when requested in writing by the SWDD Project Manager.
SECTION 3. CONTINUING EFFECT OF THE AGREEMENT, except as otherwise provided
herein, the Agreement shall remain in full force and effect.
SECTION 4. Time for Performance: in accordance with the requirements of "Section 4.Time
for Completion" the Consultant shall complete the work required in this Work Order within Twenty (20)
weeks after the County issues a Notice to Proceed.

Scope of Engineering Services
Updating the Solid Waste Management Master Plan
Solid Waste Disposal District
Indian River County, Florida
BACKGROUND
A Solid Waste Master Plan was prepared and adopted by the Board of SWDD in 2001 which
detailed various alternatives for future management of solid waste in Indian River County. The
County has acquired additional real estate adjacent to the Landfill Facility for future solid waste
disposal area needs. The County has initiated the drainage and environmental permitting of the
additional properties and is in the process of obtaining the Environmental Resource Permit (ERP)
from the Florida Department of Environmental Protection (FDEP.) The County has requested to
update the adopted Master Plan based on the current conditions including an update of the solid
waste projections, update of the landfill properties development plan and an update of the Capital
Improvement Program (CIP) for continued efficient and effective solid waste management in
Indian River County.
Upon authorization from the County, the Consultant will prepare a written technical report (the
"Report") to update the Solid Waste Master Plan. The Consultant will use the existing
information from the Master Plan and update the population growth and solid waste generation
data and will utilize this data for updating the landfill planning, facility development and the CIP.
The updated landfill facility development plan will identify the future disposal cells and estimated
capacities, stormwater management areas, and other facility developments to meet the solid waste
management and disposal needs of the County. The Consultant will meet with SWDD project
management team including staff and the Utility Advisory Committee (UAC) on a monthly or
scheduled basis during the preparation of the Report to review the components of the draft report
and to receive input and review comments. The final Report, which is not anticipated to be more
than 100 pages, will be submitted to the SWDD within twenty (20) weeks of authorization to
proceed from the SWDD. The Solid Waste Management Plan Update will be prepared in
accordance with the following Tasks.
SCOPE OF SERVICES
The Consultant will provide the services identified in the following tasks to prepare to update the
solid Waste Management Master Plan:
1. Kickoff Meeting and Project Control Plan
2. Background Data Collection and Updating Planning Projections
3. Update of Landfill Facility Build -out Development Plan
4. Update of Capital Improvement Program
5. Report of Updated Solid Waste Master Plan
6. Project Progress Meetings & Presentations

Task 1: Kickoff Meeting and Project Control Plan
The Consultant will meet with SWDD Manager and staff to discuss the project goals and
deliverables, establish communication protocol and to obtain available data from the County. At
the kickoff meeting, background data, project reports and other pertinent information available
from the County will be collected. The Consultant will prepare and submit to SWDD at the
kickoff meeting a project control plan that will define the project team and responsibility, lines of
communication, scheduled progress meetings with SWDD staff and the UAC, milestones and a
specific list of deliverables and deliverable schedule. Quality control management will be
addressed in the document. SWDD staff comments will be incorporated in the draft document
and the final copy will be distributed to all team members. Throughout the duration of the project
if deviation is necessary in the project scope of work or the project scheduling, the Consultant will
notify SWDD Manager specifying the reason for such deviation. Once approved by SWDD, the
revised schedule will then constitute the agreed-upon schedule for performance of the remaining
activities. However, in no event shall the Consultant perform work outside of the approved scope
of work without written authorization from SWDD. The Consultant will prepare the kick-off
meeting notes for distribution to the project team and attendees within one week following the
meeting.
Task Deliverable: Deliverables under this task are the draft and final Project Control Plan and
meeting notes.
Task 2: Background Data Collection and Updating Planning Projections
The Consultant will collect the existing available documents, data and other information from
SWDD related to landfill and drop-off facilities including updated topographic and aerial surveys,
current solid waste flow and remaining disposal capacities, capital equipment and maintenance
facilities, personnel and administration, and status of existing permits and renewal schedules. The
Consultant will visit the existing facilities to evaluate the present conditions. This will include site
visits and evaluations of the solid waste drop-off centers, solid waste processing facilities, Class I
landfill, Construction & Demolition (C&D) debris disposal facilities, solid waste recycling and
household hazardous waste collection center, and other facilities.
The Consultant will utilize the information from the Master Plan and collect from the County
updated data prepared by other Consultants related to solid waste flow quantities and waste
categories. The Consultant will collect the updated planning, development and population
projection data from the SWDD and will use this data for preparation of solid waste projections
and capacity requirements. The Consultant will schedule a meeting with other Consultants to
collect other available updated information related to surface water management system and on-
going ERP application and other drainage permitting.
The Consultant will utilize the existing data to prepare an update of the solid waste flow
projections for the duration of the useful life of the acquired land. This will include projections
and breakdown of the projected solid waste flow quantities requiring disposal in the Class I and
C&D landfills. Based on this projection, the Consultant will identify the disposal and operations
processing needs and regulatory requirements for the duration of the planning period.

Task Deliverable: The Consultant will prepare a Technical Memorandum (TM -1) reporting the
results of this Task and present an updated evaluation of the system conditions, population and
solid waste quantity projections, the estimated remaining landfill disposal capacities for both
Class I and C&D landfills, and present other updated information and evaluations of the solid
waste processing, transferring, recycling and disposal programs.
Based on the results of TM -1, the Consultant will prepare an update of the County landfill facility
development plan. The Consultant will develop a planning level drawing showing the existing
landfill site and acquired Property at build -out. This build -out development plan will show
conceptually the overall areas for Class I and C&D landfills, stormwater ponds, and ancillary
facilities and areas for solid waste operational needs. The Consultant will prepare planning level
cross-sections of the proposed disposal areas showing existing and proposed grades for use as a
guide to estimate the potential capacity of the proposed disposal cells. An estimate of landfill life
expectancy will be developed based on the updated solid waste quantity projections. It is assumed
the County will continue to manage C&D debris in a separate landfill from Class I solid waste
landfill. The Consultant will utilize existing information regarding stormwater management and
wetland mitigation as designed and prepared by other consultants in preparation of the build -out
plan drawing.
Task Deliverable: The Consultant will prepare a Technical Memorandum (TM -2) reporting the
results of this Task and present an updated drawing for the landfill facility development plan at
build -out along with cross-sections and potential disposal capacity calculations for each cell.
Task 4 — Update of Capital Improvement Program
The Consultant will update the capital improvement program based on the identified needs to
achieve the objectives of the updated solid waste Master Plan. The Consultant will prepare
preliminary probable cost estimates of facilities expansions, improvements and capital equipment
identified in the updated CIP. A time and priority schedule will be provided for implementation of
the recommended Capital Improvement Program.
Task Deliverable: The Consultant will prepare a Technical Memorandum (TM -3) reporting the
results of this Task and present an updated CIP along with cost estimates and an updated schedule
for implementation.
Task 5 — Update of Solid Waste Master Plan Report
The Consultant will combine the results of TM -1, TM -2 and TM -3 into one report and prepare a
condensed executive summary report regarding future needs and requirements, and summarize
findings and recommendations of the updated CIP. The Report of updated Master Plan will
include updated discussion of the following component of the System:
1. Solid waste drop-off areas and transfer system & management.

2. Class I landfill needs including a phasing plan, capacities, and development plan schedule,
sequential closure, leachate management, borrow area development.
3. C&D landfill needs including a phasing plan, capacities and development plan schedule,
sequential closure.
4. Solid waste processing and operational facilities including yard waste processing and
mulching facilities, C&D processing, and HHW and recycling facilities.
The Consultant will provide a summary recommended plan of action along with a time -line for
implementation by the SWDD for addressing the long-term needs and requirements of the Solid
Waste Management system. The Consultant will provide a preliminary estimate of capital
requirements for implementation of the updated solid waste management plan. The Report will
include the updated landfill facility development plan at build -out showing future disposal areas
with acreage, capacity and timeline and other regulatory and operational considerations. The final
Report is not anticipated to be more than 100 pages.
Task Deliverable: The Consultant will submit five (5) copies of draft report for review and
comments and incorporate County comments in the final report. The Consultant will provide
twenty-five (25) copies of the Final Report to the County.
Task 6 — Project Milestone Meetings & Presentation
Upon a written request from the County, the Consultant will prepare and attend milestone
meetings with UAC, and also prepare a presentation or a workshop to the Board of SWDD
detailing the updated Master Plan, the Five-year CIP and the recommended plan of action. Three
(3) milestone meetings with UAC and one (1) presentation to the Board is budgeted. The
estimated authorized fee for this Task will be allocated as contingency to be used by the SWDD
Project Manager when or if needed.
Task Deliverable: The Consultant will prepare exhibits and planning drawings for distribution at
meetings and presentations. Twenty-five copies of the Executive Summary will be provided to the
County.
ASSUMPTIONS
A. The project budget for this Work Order is based on the assumption that the County will
provide the existing information to the Consultant and no new site or field data is required
to be obtained by the Consultant for this Report. All recent data regarding the County solid
waste facilities, solid waste disposal quantities, current waste generations and customer
bases and other relevant information required for the update Report will be provided by
the County or other consultants through the County.
B. The Consultant will hold scheduled project progress meetings with the SWDD project
team on a monthly or periodic basis. The main purpose of the meetings is to submit and
review deliverables, update the County on project activities completed to date and to
obtain feedback from SWDD project Manager and staff on the result of the updated
analyses and work performed on each task and the recommendations proposed in each

TM. The Consultant will prepare meeting notes where appropriate and will distribute to
attendees. The man-hours and fees for six (6) monthly or periodic meetings with SWDD
staff are allocated with the budget for each task.
C. Milestone meetings with UAC and a presentation to the Board are anticipated for this
project. The man-hour estimates and contingency fees proposed for Task -6 is to be used
only when requested in writing by the SWDD Project Manager for the purpose of meetings
with and presentations to UAC and the Board. At no time shall the Consultant perform
work outside of this scope of work without written authorization from the County.
PROJECT SCHEDULE
The following project schedule is tentative and may be revised by County as part of the Project
Control Plan and as progress is made during project. It is assumed the County will meet monthly
to review project progress and to provide review comments.

The compensation to the Consultant will be on a lump sum basis a fee of $82,218.00 to be billed
monthly on a percent complete basis as summarized below for each task and as detailed in the
attached Table 1— Schedule of Allocated Man-hours and compensation (attached).
