IRC Eastern County Sectional Survey Phase 1 : Township Study and Mapping IRC Project No . 0434 This Work Order No . 2 is in accordance with the existing AGREEMENT dated September 23 , 2003 between Carter Associates , Inc . (SURVEYOR) and Indian River County (COUNTY) . This Work Order No . 2 (Engineering) amends the agreement as follows : SECTION I — PROJECT LIMITS (Phase 1 ) This Work Order No . 2 (Engineering) is for providing all Professional Survey services related to the research, field/office surveying and mapping of the exterior Township lines , corners and misc . sectional/grant corners in the eastern portion of the County . Townships include but are not limited to : T31S -R38E, T3 IS —R39E , T32S -R38E , T32S -R39E , T33S - R38E, and T33S -R39E . SECTION II — SCOPE OF SERVICES (Phase 1 ) Phase 1 will consist of supplying all field and office services to complete the mentioned tasks as denoted in the attached scope of services supplied by Carter Associates , Inc . (Exhibit A) , dated May 10 , 2004 . The said scope of services shall be followed to accomplish all tasks and results as anticipated by the County . Any changes and/or modification of said scope shall be pre-approved in writing by the County prior to proceeding . SECTION III — PRIME CONSULTANT (Sub—Consultant) RESPONSIBILITIES (Phase 1 ) Carter Associates , Inc . shall be the "Prime" consultant under this agreement and the current annual survey services contract 0390 for 2003 -2004 with the County. In an effort to complete all mentioned tasks, it is understood Carter and Associates is sub-consulting with Dryer, Riddle , Mills and Precourt, Inc . (DRMP) , based in Orlando , for additional field and office Surveying and Mapping support . Said Sub-Consulting shall be under the direct responsibilty of Carter Associates, Inc . All financial , insurance and contractual obligations with the Sub-Consultant shall be the responsibilty of the prime consultant . The County is to be held harmless in the case of said Sub-Consulting. Aquisition of adequate research materials, meetings, consultations , travel , proper communication and/or access to private and public lands (as per Florida Statutes) and safety procedures to complete all tasks , shall be the sole responsibilty of Carter Associates, Inc . Any change or modifications in said Sub-Consultant shall be pre-approved with the County in writing prior to proceeding . A +/- 50 % preliminary survey report and/or submittal shall be due between the third and fourth month stage of the project . All final submittals and revisions shall be complete at the six months time period unless pre -approved by the County in writing . Carter Associates , Inc . shall inform the County Surveyor of the progression of the project on a bi - monthly basis in the form of letter and/or personal consultations . The County shall be included in any meetings and/or outside consultations pertaining to the outcome of said project . SECTION V — COMPENSATION (Phase 1 ) The COUNTY agrees to pay , and the SURVEYOR agrees to accept, a fee for services rendered according to the " Scope of Services " identified in Section II of this Work Order No . 2 (Engineering) , a Lump Sum of $ 63 , 917 . 00 . All invoicing shall be supported with documentation (Man hours) of time and materials spent prior to payments . The AGREEMENT is hereby amended as specifically set forth herein . All remaining sections of the AGREEMENT shall remain in full force and effect, and are incorporated herein . Project #03-7595 Dear Mr. O ' Brien, Carter Associates, Inc (CAI) is pleased to present this proposal for professional surveying and mapping services for the above referenced project. Due to the enormity and potential complexity of the tasks at hand we have and will continue to assemble a team of professionals to efficiently and effectively perforin the following described tasks . The following is our proposed scope of services : Scope of Services . (CAI) proposes the following scope of work and methodology to successfully implement the required surveying and mapping for this sectional survey and mapping project. In order to efficiently produce such survey services , CAI will incorporate the use of a sub- consultant, Jeffery R. Lance, P . S . M . (and associates) of Dyer, Riddle, Mills, and Precourt, Inc. (DRMP), based in Orlando, Florida. The resulting CAI Team will provide ample manpower and expertise to accomplish the wide variety of tasks associated with this large-scale project . Mr. David Luethje, PSM , will be the main point of contact and Project Manager. Mr. Jeffrey R . Lance, PSM (DRMP ) will assist Mr. Luethje with specific survey services and the geodetic surveying aspects of the project. 11I 1 f7A 1 Seivin�4, FFloride Since 191 ; SAPW3 - 759s\docs\03 -7595 OSrien- Trans 5 - 19-04 . doc Phase I — Township Mapping/Inventory (T31S _ R38E, T31 — R39E, T32S — R38E , T32S — R.39E, T33S — R38E, T33S — R39E) This initial phase of work will consist of compiling any and all available public records into a common "database" . This information will be verified by field investigation in an attempt to validate the record information . Our primary focus for Phase One of this project will be on the Township corners ( as listed above), common section corners located at the mid points along the township lines, Grant comers and miscellaneous comers along Oslo Road (9`h Street S .W. ) and Kings Highway ( 58`h Avenue) corridors. The points listed herein and included in the scope of services are also identified and highlighted on the county map furnished previously to this firm by Michael O ' Brien, Indian River County Surveyor . The following identifies the key elements and stages for implementation of Phase I for this project. Research . CAI owns a wealth of historical documents dating back to 1911 . We will certainly tap into this enormous amount of data and consolidate all other pertinent information. Other sources of data will include FDOT District 4 maps, GLO plats and notes, Certified Corner Records , other surveyor' s boundary surveys, County recorded plats and supporting data, etc . We would like the county to participate in the acquisition of these other records as well as the record information from other surveying firms. Inventory . The resulting inventory will be compiled by CAI into a preliminary map and/or database. The graphical database can be created in either Autocad or ArcView . This information as assembled will enable review by the County Surveyor and other users . The inventory map and report will be a dynamic document and will be updated throughout this phase of work. Field Reconnaissance : This task will consist of brief investigation4ype surveys to accomplish several key elements : + Validation of the existence of the comer, type, and identification + Obtain photographic images of the comer Verify comer witnesses Obtain a position (coordinates) • Satellite visibility / station accessibility for future GPS observations S :\P\03 -759s\docs\03-759S_O'Brien-Trans_5 - 19-04 . doc _ sen-ing Florida Sirscr• It) ii Field survey data will be obtained through use of RTK GPS methodology as a means to quickly and accurately perpetuate the physical location of the monumentation. GPS surveys will be referenced to the surrounding County-wide geodetic control densification. Data Assessment: Information from the above three tasks will be analyzed to identify discrepancies or "potential issues" and will determine the final survey methodology we will use to establish the comer location. A thorough investigation will be made into the original and dependent GLO surveys concerning the found corners . We expect to have issues with the abundance of canals and roads that, during their construction, may have caused the comer to become lost or obliterated. Total Estimated Cost $635917 . 10 Our estimated time frame to complete this project is 180 calendar days (6 months) .
