Pelican Island Wildlife Refuge Upland Restoration Project Phase 1A IRC Project No . 0435 Specific Purpose/Topographic Survey Southeast Area June 15 , 2004 This Work Order No . 3 (Engineering) is in accordance with the existing AGREEMENT dated September 23 , 2003 between Carter Associates , Inc . (SURVEYOR) and Indian River County ( COUNTY) . This Work Order No . 3 (Engineering) amends the agreement as follows : SECTION I — PROJECT LIMITS : This Work Order No . 3 (Engineering) is for providing all Professional Survey services related to the research, field/office surveying and mapping of the existing Jungle Trail , Grove, River Edge and Upland Hammock area within the Southeast portion of the Pelican Island Wildlife Refuge Upland Restoration Project. SECTION II — SCOPE OF SERVICES , Scope shall consist of supplying all field and office survey related services to complete the mentioned tasks as denoted in attached scope of services supplied by Carter and Associates (Exhibit A) , dated June 85 2004 . The said scope of services shall be followed to accomplish all tasks and results as outlined . Any changes and/or modification of said scope of services shall be pre-approved in writing by the County prior to proceeding . Aquisition of adequate research materials, meetings , consultations , travel , proper communication and/or access to private and public lands (as per Florida Statutes) and safety procedures to complete all tasks , shall be the sole responsibilty of Carter and Associates and are included in this agreement . SECTION III — TIME FOR COMPLETION/SUBMITTALS : All tasks and submittals as outlined shall be completed, in its entirety within 60 calendar days of notice to proceed . A +/- 80 % preliminary survey shall be submitted prior to the above -mentioned 60 calendar days for review and comments . Deliverables shall include but not be limited to 3 (three) certified surveys and 1 (one) electronic ( Cadd) disc in AutoCAD 2001 or less . Said file shall be in state plane coordinate positions and be readily usable as a base map for design purposes . All invoicing shall be supported with documentation (Man hours) of time and materials spent prior to payments . The AGREEMENT is hereby amended as specifically set forth herein . All remaining sections of the AGREEMENT shall remain in full force and effect, and are incorporated herein . (CAI) is pleased to present this ; proposal for professional surveying and mapping services for the above referenced project. As requested and based on our site visit and discussions we have assemble a scope of services for this project with the associated costs . The following is our proposed scope of services : Scope of Services : 1 . Spot elevations through hammock area (Part of Parcel #313909000000.0200000`1 . 1 - Hammock area/Triangle Parcel) and Parcel #31390900000002000002 . 0 ' — Old Grove Area) . Spot elevations to identify high and low areas as well as existing major drainage features and ground elevations . CAI will attempt to define as much of the drainage features as possible in the hammock area. 2 . Spot elevations of open field area (Old Grove area) adjacent to Jungle Trail including typical cross sections of existing ditches (Parcel #31390900000002000002 . 0) and Jungle Trail to easterly edge of roadway - Cross sections to be observed on +/-200 foot intervals . 3 . Cross sections of rivers edge along Parcel #31390900000002000002 . 0 frontage and proposed "open cut area" — Cross sections on +/-200 foot intervals to establish the Mean High Water (MHW) line as interpolated from DEP and/or previous elevations as shown on record boundary surveys . It is our understanding that we do not intend on doing a tidal study. We will contact DEP to request an elevation and will explain to them it is for topographic purposes only and is not for a boundary determination on lands that are already state and federally owned. We will also include the location of any berms or changes in grade along the river from Jungle Trail to the Hammock area. CAI will compute and delineate a contour line for the MHW line as well as show the location of the main outline of the vegetation along the rivers edge. 4 . Set three (3 ) onsite benchmarks and control points with state plane coordinates NAD 83 /99 , 5 . Cross sections of the drainage ditch running southwesterly along the westerly edge of the Hammock area (triangle parcel) . Random cross sections to be observed to achieve relative grade and position to the westerly terminus, if obtainable . 6 . Spot elevations of the area to the northwesterly of the Hammock Area to tie in the existing water body and possible drainage structure. 7 . Locate and delineate any wells or outfalls/culverts and/or drainage structures of concern. 8 . Establishing two staff gages on the National Geodetic Vertical Datum of 1929 (NGVD29). Locations to be determined by Michael O 'Brien. Topography to be performed with GPS RTK (accuracy 2 -4 cm + 2ppm) and conventional methodology (Total Station) where RTK is not suitable . Control point elevations will be established using differential leveling techniques . Horizontal Datum will be North American Datum of 1983 , Adjustment of 1999 (NAD 83/99) and Vertical Datum will be National Geodetic Vertical Datum of 1929 (NGVD 1929) .
