The professional services will be performed by the Consultant for the fee schedule set forth in Attachment 2 , attached to this Work Order and made a part hereof by this reference . The Consultant will perform the professional services within the timeframe more particularly set forth in Attachment 3 , attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . The proposal presents the scope of work, schedule, and budget estimate for the design, permitting, construction procurement, and construction-phase services for the Project. The proposal was prepared in response to a verbal request from the SWDD during a 14 December 2006 meeting at the IRCL site with Ms . Polly Kratman of SWDD and Dr. Kwasi Badu-Tweneboah, P .E . of Geosyntec . Geosyntee has prepared this proposal as Attachment 1 under Work Order No. 6 for the Continuing Contract Agreement for Professional Services between IRC SWDD and Geosyntec, dated 10 August 2004 . The remainder of this proposal presents : (i) project background; (ii) proposed scope of work; (iii) budget estimate; (iv) schedule; and (iv) the assumptions that were used in the development of this proposal. PROJECT BACKGROUND The IRCL facility is located in southern Indian River County, east of Interstate 95 , south of Oslo Road, and west of Rangeline Road in Vero Beach, Florida. The SWDD operates both the Class I landfill and Construction and Demolition (CRD) disposal facility at the IRCL facility. The Class I landfill includes Segment 1 , Segment 2, and an Infill Area located between Segment 1 and Segment 2 . Segment 1 is approximately 20 acres, unlined, and was initially closed in 1990 with a cover system that included 8- to 12-in. thick compacted clay cap. Segment 2, which is xL06230 /01- 17-2007 1L70002 .doc engineers I =iii nlisis I innovators Ms. Polly Kratman 17 January 2007 Page 2 approximately 38 acres in total footprint, has a 60-mil thick high-density polyethylene (HDPE) geomembrane single liner. The Infill Area has : (i) a single composite liner comprised of a 60- mil thick HDPE geomembrane placed on top of 2-ft thick compacted clay liner over a 5 -acre area between Segment 1 and Segment 2; and (ii) a 60-mil thick textured HDPE geomembrane single liner over the 7 . 5 acres of the eastern side slopes of the closed Segment 1 landfill . Leachate from the lined Segment 1 eastern side slopes, Segment 2, and Infill Area is collected through a combination of leachate collection system (LCS) drainage media and HDPE pipes, and conveyed to a pump station located at the northwest corner of Segment 2 . The leachate is then transferred through a force main to the West Regional Wastewater Treatment Plant for treatment and disposal. GeoSyntec also understands that the IRCL facility is currently regulated under the New Source Performance Standards (HSPS) for municipal solid waste (MSW) landfills as identified in Subpart WWW of 40 CFR, Part 60 (Subpart WWW) . The NSPS states that MSW landfills that exceed certain size thresholds (waste-in-place of more than 2 . 5 million Mg or 2. 5 million m3) or emission thresholds (emissions of non-methane organic compounds of greater than 50 Mg/yr) are required to collect and control its landfill gas . Currently, the IRCL does not exceed the thresholds prescribed by NSPS ; however, the IRCL has an active gas collection system in place, which includes 40 vertical gas collection wells and 13 horizontal gas collectors. The SWDD would like to implement a GCCS design that accounts for the future waste placement that will occur in the existing Segment 1 , Segment 2, and Infill Area and ties into the existing GCCS . In June 2005 , the Florida Department of Environmental Protection (FDEP) issued the SWDD with an expansion permit for the disposal of C&D debris over the south and west slopes of the closed Segment 1 landfill using 3 horizontal to 1 vertical (3H : 1 V) side slope geometry. The westward top slopes of the C&D expansion would extend to elevation (El .) 129 . 5 ft National Geodetic Vertical Datum (NGVD) and grade to the east at a 5 percent slope . The Segment 2 and Infill Area were also permitted to have 3H : 1 V waste slopes from El . 55 to El . 140 ft NGVD. In August 2006, FDEP issued the SWDD with an expansion permit for placement of C&D debris over the north slope of the closed Segment I landfill using 3H : 1 V side slope geometry, extending the elevation to approximately 125 ft NGVD . The C&D debris placement over the slopes of the previously-closed Segment 1 landfill would reach final grades by January 2008 and thereby requiring closure in accordance with the FDEP solid waste regulations. However, in order to improve aesthetics at the IRCL facility, the SWDD has voluntarily elected to place cover soil and sod over portions of the C &D debris that had reached final grades in a "close-as-you-go" manner. This temporary closure system will have to be verified and certified to meet the closure requirements of the solid waste regulations. Polly Kratman 17 January 2007 Page 3 In June 2006, FDEP issued the S WDD with a permit for the vertical expansion that includes the construction of a liner system over the top slopes of the previously-capped Segment 1 of the Class I landfill and raising the final elevation of the lined Class I landfill from the 145 ft NGVD to approximately 185 ft NGVD . This additional permitted capacity extends the life of the Class I landfill until January 2011 , based on current and projected waste acceptance rates . PROPOSED SCOPE OF WORK This project includes professional engineering services that will be performed for the design, permitting, and construction certification for closure of the C&D debris over the slopes of Segment 1 Class I landfill at the IRCL facility. The proposal also includes the development of landfill GCCS design and phasing plans for the Class I landfill cells . The scope of work is based on the requirements of Chapter 62-701 , Florida Administrative Code (FAC) and Geosyntee ' s understanding of the project based on information provided by the S WDD . Geosyntec will provide all engineering services necessary to complete the engineering design , permit applications , and address requests for additional information from FDEP related to the closure design. The scope of services also includes construction support services such as preparing construction bid documents, construction management, and CQA monitoring and certification services for the closure of the C&D debris on the Segment 1 slopes . The scope of services also includes the design of the GCCS for the Class I landfill vertical expansion under final conditions. and GCCS phasing for five, one-year increments . For budgeting purposes, the scope of work will be performed in three tasks , as presented below . Task 1 : General Consulting/Meeting Support/Project Management Task 2 : Closure of C&D Debris on Segment 1 Landfill • Phase 1 : Engineering Design ; • Phase 2 : Permit Application ; • Phase 3 : Response to Regulatory Comments; • Phase 4 : Construction Procurement Services; and • Phase 5 : Construction Support Services Task 3 : GCCS Plan • Phase 1 : GCCS Design Plan; and XL06230/01 - 17-2007 JL70002_doe urli; ineer , I scientists I innovators Ms. Polly Kratman 17 January 2007 Page 4 • Phase 2 : GCCS Phasing Plan Each of these tasks is briefly described below . Task 1 : General Consulting/Meeting Support/Project Management Task 1 consists of three components : general consulting, meeting support, and project management. GeoSyntec will provide SWDD with consulting services necessary to initiate the project and attend pre-application and in-progress review meetings with the FDEP Central District office. GeoSyntec will prepare presentation graphics, engineering drawings, and other documents required to support the meetings and project coordination activities . A kickoff meeting with SWDD is proposed before the start of project activities so that the specific project requirements can be discussed. If required by SWDD, GeoSyntec will prepare for and attend a meeting with the SWDD Board to explain the project scope and budget requirements . GeoSyntec will also schedule and attend, with SWDD staff, a meeting with the Central District office of FDEP to discuss specific permitting issues . In addition, review meetings will be held with SWDD as necessary during design and prior to the FDEP submittal . Following each meeting, GeoSyntec will prepare meeting minutes that document decisions reached in the meetings. Project management activities will include : budget and schedule tracking, invoice review, and project communications, including the preparation of a monthly progress report . The project report will include a description of the activities completed during the month and planned activities for the following month. In addition, the progress report will identify any technical or administrative issues that require SWDD ' s attention and the current status of the budget and schedule. For the purpose of this budget estimate, GeoSyntec has included six meetings : (i) one kickoff meeting with SWDD; (ii) two in-progress design review meetings with SWDD; (iii) two meetings with FDEP and SWDD staff, and (iv) one meeting with the SWDD Board, if requested by SWDD. Task 2 : Closure of C&D Debris on Segment 1 Landfill Task 2 consists of the design, permitting, and construction certification of the closure of the C&D debris on the Segment 1 landfill . Polly Kratman 17 January 2007 Page 5 Phase 1 : Engineering Design Under this phase, Geosyntec will perform engineering analysis and design for closure of areas containing C&D debris within Segment 1 . Engineering analysis and design will be performed to the extent required in the closure permit application . Geosyntec will review, summarize, and synthesize all relevant previous work for closure of the Segment 1 C&D debris . Geosyntec will perform the following activities as part of the engineering design : • layout and grading of C&D debris on the top and side slope areas of Segment 1 ; • specification of components and materials of the final cover system (vegetative layer, cap protective layer, as appropriate); • evaluation of percolation through and liquid head build-up in the final cover system using the hydrologic evaluation of landfill performance (HELP ) model ; • evaluation of stability and settlement of the final cover system; • design of the final cover drainage system to collect and convey the water that percolates through the vegetative and cap protective layers; • design of the surface water drainage system to collect and convey the storm water runoff from the final cover system to the perimeter toe ditch; • development of typical final cover system details (configuration of the final cover system at the side slope swales, and other details as appropriate) as required for the permit application ; • development of a construction quality assurance (CQA) plan: and • development of financial assurance calculations . Geosyntec understands some of the above analyses have been perfonned as part of previous permit applications (C&D expansion and Class I landfill vertical expansion) . Geosyntec will utilize to the extent feasible most of this information in order to minimize duplication of efforts . Phase 2: Closure Plan Permit Application Under Phase 2 , Geosyntec will prepare the Closure Permit Application for closure of portions of Segment 1 containing C &D debris at the IRCL facility. Polly Kratman 17 January 2007 Page 6 engineering reports and drawings in support of the permit application in accordance with Chapter 62-701 , FAC. Geosyntec will provide four complete copies of the application to FDEP Central District and two copies to SWDD. Activities required for the completion of the permit application not included in other tasks, and activities required for the compilation, reproduction, and distribution of the permit application are included in Phase 2 . Phase 3 : Response to Regulatory Comments Following submittal of the Permit Application, GeoSyntec will meet with FDEP to present and discuss the Closure Permit Application. Geosyntec will provide FDEP with written responses to requests for additional information throughout the course of the permit review process. For the purpose of the budget estimate, GeoSyntec has estimated one response is required. Phase 4: Construction Procurement Services GeoSyntec will provide the engineering services required for SWDD to construct the closure system for the C&D debris on Segment 1 landfill . It is understood that SWDD will contract the construction services of the closure system to Waste Management (WM), the current contractor for operation of the Class I landfill, including the on-going placement of C&D debris on Segment 1 . As part of this task, Geosyntec will prepare construction documents and a construction cost estimate . Subuhase 4. 1 - Construction Documents Geosyntec will prepare a set of construction drawings for the closure system specified in the Closure Permit Application . The construction drawings will be extracted from the permit drawings and will include sufficient details for construction of the closure system , storm water features, and other related construction activities associated with the closure of the C&D disposal area within Segment 1 . The construction drawings will include control points along the top of berms, toes of slopes, and other critical locations, including 50-ft grid intervals, to facilitate construction and certification of the Project . One set of construction drawings will be prepared for the entire disposal area of C&D debris within Segment 1 . However, it is noted that the installation of the closure system will be an on-going effort that will likely involve multiple installation time periods as different areas reach final waste grades . x106230/01 -17-2002 3170001doo etl ` i IICCrS I '� Ciell usts I innoA ators Ms. Polly Kratman 17 January 2007 Page 7 Technical Specifications and the CQA Plan will be compiled as part of the Construction Documents . The specifications will be prepared using the industry-standard Construction Specification Institute (CSI) format. Suphase 4. 2 - Construction Cost Estimate GeoSyntec will also prepare an Engineer' s Estimate of Probable Construction Cost and a construction schedule to serve as a basis for comparison of bids during the procurement process . Probable construction cost will be based on estimated construction quantities for the project and engineering estimate of the probable unit cost for each item . Probable construction costs will be based on such catalogues as R . S . Means, information provided by product manufacturers, and Geosyntec' s professional judgment and experience with similar closure system and installation projects . Additionally, Geosyntec will prepare a construction schedule based on Geosyntec' s understanding of the Project and experience with similar closure system installation projects. Phase 5 — Construction-Phase Services Geosyntec proposes to perform the construction-related services and provide engineering support associated with construction of the Project under three subphases . These include: (i) Field CQA Services; (ii) Construction Management; and (iii) Resident Engineering. Subphase 5 . 1 — Field CQA Services Under this subtask, Geosyntec will provide CQA services during construction of the Project. Quality assurance monitoring, testing methods, test frequencies, and the reporting requirements will be performed in accordance with the CQA Plan, ASTM Standards, and applicable portions of Chapter 62-701 , FAC . The work will be executed by an experienced project team consisting of office managerial staff and on-site CQA representatives . Geosyntec will provide on-site monitoring services for the activities associated with construction of the project. The CQA services will be provided by a CQA Site Manager and Engineering Technicians, as needed. The CQA Site Manager will be responsible for CQA activities throughout the Project including monitoring construction, coordinating soils testing (if needed), and maintaining documentation of CQA activities at the site. Geosyntec will assign one CQA field personnel for every major construction activity being performed by the Contractor. Any non-conforming or questionable practices observed by Geosyntec will be brought to the attention of the concerned parties for review and correction . Polly Kratman 17 January 2007 Page 8 Geosyntec will provide independent geotechnical QA/QC laboratory testing related to the construction. Experienced laboratory technicians will perform the required soils conformance tests in accordance with the test methods described in the Technical Specifications . The test results will be reviewed by the CQA Site Manager. SWDD will be provided with regular updates of the conformance testing activities and results . Summary reports of the laboratory conformance test results will be presented in the certification report. Subphase 5 .2 — Construction Management Under this subtask, Geosyntec will provide construction management services throughout the duration of construction . Construction management activities will include conducting a pre- construction meeting with the contractor (WM), preparing a detailed construction schedule using critical path method (CPM) of scheduling for evaluating construction progress, assisting the contractor in identifying critical construction tasks and material procurement activities, providing assistance to the contractor in formulating plans to regain the project schedule in case of unforeseen delays, and verifying quantities and conformance with the plans and specifications . Subphase 5 . 3 — Resident Engineering Under this subtask, Geosyntec will provide resident engineering support services throughout the duration of construction. Resident engineering support services will include Construction Drawings and Technical Specifications interpretation or clarification, an evaluation of any changed conditions, and engineering analyses for any design changes or improvisations . Geosyntec will also provide support to SWDD in the preparation of modifications, deletions, or additions to the contract documents . Contractor change proposals will be evaluated for technical merit, conformance with design intent, and reasonableness with respect to pricing. Geosyntec will also assist SWDD in the review and approval process for submittals required by the contract documents . Resident engineering support services are expected to include engineers, administrative assistants, CADD operators, and word processors, as needed. As part of the Resident Engineering task, Geosyntec will prepare a final CQA closure certification report. The closure certification reports will include as-built record drawings for the Project. The report will contain a narrative describing, in detail , the aspects of field activities associated with the closure system construction, specifically with reference to the activities identified in this proposal . The report will also include a summary of all conformance and performance tests conducted, testing frequencies, and test results showing compliance with the Technical Specifications and the CQA plan . The documentation of construction activities (presented on daily summary reports, monitoring logs, test data sheets, nonconformance identification and corrective measures reports, and design change records) will be included as XL06230i01 - 17-2007 JL70002_doc 8 ❑ � ilEl' C C � � SCtt'. The as-built record drawings will be prepared for the Project, in CADD format, in order to illustrate the details of construction, any approved design changes, and other relevant information. The final CQA certification report and as-built record drawings will be signed and sealed by a registered professional engineer in the State of Florida . Geosyntec will prepare the report within 30 days of completing the construction activities. Five copies of the final CQA certification report will be submitted to FDEP for approval on behalf of SWDD . An electronic copy of as- built drawings in AutoCAD 2000 format will also be submitted to SWDD . Task 3 : GCCS Plan Phase 1 : GCCS Design Plan Geosyntec understands that as-built documentation, including as-built drawings and gas well construction logs, has been compiled by the SWDD for the existing gas system . Geosyntec understands that the as-built drawing will be available as a computer-aided drafting and design drawing that is readily useable without extensive editing. Based on this information, Geosyntec will develop a GCCS Design Plan reflective of the landfill ' s final build-out condition to an elevation of 185 ft NGVD . This will include tying in the existing GCCS with the future landfill gas collection system to the extent practicable. The GCCS will be designed so as to minimize existing gas well abandonment, which may include extending existing vertical gas wells or constructing remote wellheads that connect to existing gas wells . Development of the GCCS Design Plan will be based on projected waste filling rates and waste stream properties. Landfill gas generation over the life of the existing Class I landfill will be estimated using the United States Environmental Protection Agency' s Landfill Gas Emissions Model Version 3 . 02 (AP-42). Projections of gas generation are best made using site- specific design parameters such as methane generation rate (k) and potential methane generation capacity (Lo) . Geosyntec will meet with SWDD to identify site- specific design parameters. In the event that site- specific information is not available, Geosyntec will use the default parameters defined in AP -42. The GCCS design plan will include a title sheet, an existing conditions drawing, two design site plan drawings, a well construction information sheet, three detail sheets , and a surface emission monitoring route site plan. The drawings will include the calculated radius of influence of each well , map header line location and size, lateral pipe network and size, and condensate management system locations . It is assumed that the current number, capacity, and location of flares are sufficient. It is anticipated that the final design conditions will consist solely of vertical extraction wells . Polly Kratman 17 January 2007 Page 10 The GCCS components for the future waste fill areas will be designed such that it connects to the existing GCCS components wherever possible. Low points in the header system will be located near leachate sump locations, as much as possible, in order to gravity-drain condensate to the leachate sumps for removal using the leachate collection system pumps and force mains. Geosyntec will develop the GCCS Design Plan in order to meet the requirements of Subpart WWW as specified in 40 CFR Part 60. 759 . Geosyntec will prepare a report that will include, but not be limited to, the following components : • description of site characteristics ; • engineering calculations related to the projected gas generation rates, gas well spacing, header and later pipe sizing, condensate removal equipment, etc. ; • discussion of monitoring and recordkeeping requirements ; and • a surface emissions monitoring plan. Geosyntec will submit four copies of the GCCS Design Plan to FDEP Air Resources Management and Solid Waste Group and will address any request for any additional information they may require. It should be noted that, based on recent NMOC calculations, the IRC Class I landfill is not likely to be subjected to the NSPS compliance requirements that includes submission of a GCCS Design Plan. However, it will be beneficial for SWDD to keep FDEP informed of any changes to GCCS at the IRCL facility. Phase 2. GCCS Phasing Plan Once the GCCS Design Plan is complete, Geosyntec will develop phasing plans, each covering an operating period of one year, for a total of five years. Geosyntec will meet with SWDD to understand the planned sequence of filling and cell construction over the next five years . Using available waste stream information, Geosyntec will project the waste surface at the end of each year. This projected waste surface will be used to develop the phasing plan for each year. Geosyntec recognizes that interim design conditions are different from the final design conditions used to develop the GCCS Design Plan. Therefore, the phasing plans will include the components of the final design that will need to be installed during the year represented by the phase. Recognizing that differing conditions include gas generation rate, waste depth, allowable vacuum, etc. will exist during the period covered by the phasing plan, Geosyntec will review the draft phasing plans with SWDD to identify features such as temporary wells with remote XL06230/01 - 17-2007 JL70002.doc Cr ;; 117Gt11- � I SCiUIIUSLS I ililio atur,, Ms. Polly Kratman 17 January 2007 Page i l part of the GCCS at final grades. These features will be added to the phasing plans. Each plan will show locations of temporary and permanent gas extraction wells, lateral pipes, header pipes, and related system appurtenances (e. g. valves, condensate traps, remote well heads, etc.) . Geosyntec will prepare drawings including site plans and details that illustrate the GCCS phasing plan. Geosyntec will develop one drawing illustrating details unique to the GCCS phasing plan (e.g . , remote well heads). A table will be included con-esponding to each phase identifying wells and pipes to be added or removed. It will also show the quantity and size of pipes and wells to be added. Geosyntec will prepare a letter report summarizing the detailed phasing plan. The letter report will include: • a summary of the incremental waste fill plan capacities and lifetime; • a discussion of the temporary GCCS system design methods and considerations; and • tables summarizing material quantities and gas extraction well installation and abandonment schedules for each increment. BUDGET ESTIMATE A budget estimate for the scope of work outlined in Tasks 1 through 3 of this proposal is summarized in the following table, and a detailed budget estimate is provided as Attachment 2. The budget estimate does not include permit fees that will be required at the time the permit application is submitted to FDEP. Task I — General Consulting/Meeting Support/Project Management $34,915 Task 2 — Closure of C&D Debris on Segment 1 Landfill $ 126, 374 Task 3 — GCCS Design $449824 TOTAL $206, 113 Geosyntec will not exceed the cost estimate without prior approval and written authorization from SWDD. SCHEDULE Geosyntec has prepared a schedule for preparing the Closure Permit Application, which is included as Attachment 3 . The schedule, as presented, assumes a start date of 15 February 2007, and projects a Permit Application submittal to FDEP on 30 June 2007 . Response to FDEP comments will be performed during this three- to six-month period . Therefore, it is anticipated that the closure permit for Segment 1 C&D debris will be issued by 31 December 2007 . Geosyntec will proceed with Task 2 : Construction Procurement Services after the Permit Application is submitted to FDEP and will complete the Construction Procurement Package as early as 30 September 2007 . Contractor selection and contract award can be completed as early as 30 October 2007 . Given a construction start date by October 2007, the closure of Segment 1 C& D debris should be substantially complete by May 2008 . A certification of construction completion report submittal and approval by FDEP should be completed by 30 June 2008 . For the GCCS Design phase of this Project, GeoSyntec will proceed with work simultaneously with the Closure Permit Application and anticipates submitting a GCCS Plan to FDEP in April 2007 . Geosyntec will work with SWDD to refine the project schedule and set the milestones necessary to meet the needs of the Project. Throughout the duration of the Project, Geosyntec will work diligently to meet those milestones and the schedule developed for the Project.
