HomeMy WebLinkAbout2006-105N-41-- 6 F]W,N WORK ORDER NUMBER 1 This Work Order Number 1 is entered into as of this 22nd day of March, 2006 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of December 13, 2005 ("Agreement"), by and between Indian River County, a political subdivision of the State of Florida ("COUNTY") and Applied Technology & Management Inc. ("CONSULTANT"). The COUNTY has selected the Consultant to perform the professional services set forth on Attachment 1, attached to this Work Order and made part hereof by this reference. The professional services will be performed by the Consultant for the fee schedule set forth in Attachment 2, attached to this Work Order and made a part hereof by this reference. The Consultant will perform the professional services within the timeframe more particularly set forth in Attachment 3, attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Title: Coastal Engineering Team Leader BCC APPROVE�•s�eApr Attest: JX.6"antoha, By Deputy Clerk Approved: as to forpi3nd legal sufficiency: ATTACHMENT 1 SCOPE OF WORK Attachment 1— Scope of Work March 20, 2006 Work Order 1 Indian River County Beach Sectors 1 & 2 Draft Biological Monitoring Plan and Sea Turtle Nesting INTRODUCTION Florida's Department of Environmental Protection (DEP) has provided Notice of Completeness and a draft permit for the Sector 7 project. The DEP has not yet issued a modification to the Sectors 1 & 2 (Ambersand) permit for storm recovery, and pending review of biological monitoring protocol and data. Further, it is understood that the effective biological monitoring of multiple beach norurishment projects within the County can be accomplished using a single monitoring program and set of data collection protocol. ATM has solicited a proposal, which has been incorporated into this Work Order, from Coastal Eco -Group, Inc. (CEG) to provide an independent review of the biological monitoring protocol, existing data and existing reef conditions. CEG will make recommendations for a single biological monitoring program for both Ambersand and the Sector 7 project. Both ATM and CEG will coordinate the efforts with DEP, so that DEP can approve a Biological Monitoring Plan for the County. At the County's request, sea turtle nesting and escarpment monitoring for the Ambersand project will continue through the 2006 season. The service will be preformed by Ecological & Associates, Inc. (EAI), and it is anticipated that this data will be used for the baseline conditions for the Ambersand project. The following tasks detail the efforts required to develop a county -wide draft biological monitoring plan and continued sea turtle monitoring for the Ambersand project. Task 1 Meetings and Coordination — Biological Monitoring Plan ATM and will facilitate and participate in a meeting with DEP and ATM's subconsutlant (CEG), This task allows for an ATM Engineer and CEG scientist to travel to DEP offices in Tallahassee for two meetings as well as ongoing coordination with the DEP and County staff. The two meetings will be a kickoff meeting with agency staff to ascertain the Department's goals for the monitoring and a meeting to provide DEP with CEG's findings and recommendations. Task 2 Independent Review of Biological Monitoring Plan, Sampling Protocol and Recommendations ATM will contract CEG to perform an independent review of the existing permit conditions, current correspondence with DEP and recent monitoring data. CEG will also conduct field reconnaissance of the project areas, and provide recommendations for a meaningful and comprehensive Biological Monitoring Plan. Task 2.1 Review of Permit Conditions, Biological Monitoring Program Requirements, and Regulatory Agency Correspondence/County Responses CEG will review all existing permit applications, issued permit(s) and permit conditions, biological monitoring plan and monitoring methods, and regulatory agency correspondence and corresponding submittals from County and/or County's designated agent. This review will assist in the evaluation of the current status of the biological monitoring program and feasibility of successfully acquiring the biological data for hardbottom community impact analysis under the permitted monitoring protocol. All work under this task will be conducted by Ms. Miller, Principal Scientist. Task 2.2 Review of Pre-Construction/Post-Construction Monitoring Reports And Video Transects/Data For Sectors 1 & 2, Indian River County Nourishment Project CEG will review all existing pre -construction, construction phase, and post -construction biological monitoring reports and video transect data for Sectors 1 & 2 in the evaluation of existing site conditions, assessment of biological monitoring methods and quality of data collected under the permitted monitoring protocol. All work under this task will be conducted by CEG's Principal Scientist. Task 2.3 Field Reconnaissance Survey of Nearshore Monitoring Sites and Data Review CEG will perform a one -day survey of select nearshore monitoring sites in Sectors 1 & 2 to evaluate site conditions and underwater visibility, obtain representative still photographs and video transect data, and perform in-situ, quantitative and qualitative benthic assessments for species composition and density. This survey will assist in the evaluation of the of the permitted biological monitoring program and development of potential alternative methods for biological monitoring and data collection/analysis. This task assumes that the County will provide the boat, captain and navigational assistance for one day of field work. Additional time and costs will be required if CEG is responsible for providing the boat, captain, and navigational assistance. Task 2.4 Report Preparation - Technical Review of Permitted Biological Monitoring Program and Recommendations for Alternative Monitoring Methods for Future Application to Hardbottom Impact Assessment In Indian River County CEG will prepare a written report to provide the technical review of the permitted biological monitoring program and recommendations for alternative monitoring methods and data analysis for future application to beach nourishment projects in Indian River County. Five hard copies and one electronic copy of the report will be provided to the County. Task 3 Draft Biological Monitoring Plan Based on CEG's recommendations and DEP's comments, ATM will provide DEP with a draft Biological Monitoring Plan. The plan will be submitted to DEP in support of both of the Ambsersand and Sector 7 projects. Task 4 Baseline Sea Turtle Monitoring — Sectors 1 & 2 This task will allow for continued sea turtle monitoring for Sectors 1 & 2. It is anticipated that the monitoring data will be used to establish baseline conditions for the Ambersand storm recovery project. EAI will continue to conduct daily monitoring through September 30, 2006, and intermittent surveys as needed until all marked nests have hatched. Each nest will be marked and monitored for hatching success. EAI will maintain records and provided report. EAI will also perform escarpment monitoring and reporting.
