WORK ORDER NUMBER 1
This Work Order Number 1 is entered into as of this 14th day of November, 2006
pursuant to that certain Continuing Contract Agreement for Professional Services entered
into as of August 10 , 20045 ("Agreement"), by and between Indian River County Solid
Waste Disposal District, a dependent special district of Indian River County, Florida whose
address is c/o Indian River County Utilities Department, 1840 Street, Vero Beach , Florida
32960 ('DISTRICT" ) and Brown and Caldwell ("CONSULTANT' ).
The DISTRICT has selected the Consultant to perform the professional services set
forth on Attachment 1 , attached to this Work Order and made part hereof by this reference.
The professional services will be performed by the Consultant for the fee schedule set
forth in Attachment 2 , attached to this Work Order and made a part hereof by this
reference. The Consultant will perform the professional services within the timeframe
more particularly set forth in Attachment 3 , attached to this Work Order and made a part
hereof by this reference all in accordance with the terms and provisions set forth in the
Agreement. Pursuant to paragraph 1 .4 of the Agreement, nothing contained in any Work
Order shall conflict with the terms of the Agreement and the terms of the Agreement shall
be deemed to be incorporated in each individual Work Order as if fully set forth herein .

INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT
FELLSMERE CONVENIENCE CENTER EXPANSION
SCOPE OF SERVICES
This Scope of Services covers work to be performed by the Brown and Caldwell consultant team
(BC Team) for the Indian River County Solid Waste Disposal District (SWDD) related to the
planning, design, permitting, and construction of an expansion to the existing Fellsmere
Convenience Center located at 12510 C .R. 512 . Included in this Scope of Services is site planning,
surveying, geotechnical and environmental site investigations, permitting, engineering and
landscaping design, bidding assistance and construction phase services. In addition to on-site
improvements, the project also includes off-site improvements consisting of utility extensions and
roadway improvements as further defined herein.
This Scope of Services has been broken down into a series of nine (9) primary work elements, or
tasks. A brief description of the work to be performed under each task is presented below:
TASK 1 — PROJECT MANAGEMENT
1 . Work Order Administration - Prepare and negotiate subcontract agreements with
subconsultants. Monitor the progress of work on the project against budget and schedule
targets. Provide monthly status reports to Indian River County as documentation
accompanying invoices for work performed. Coordinate the efforts of BC Team members
with weekly meetings and/or conference calls.
2 . Proiect Management Plan - Prepare a Project Management Plan for the project, identifying
the roles of the various members of the BC Team and their specific scopes of work, a project
staffing plan, a communications plan, a QA/QC plan, and other procedural information
relevant to work on the project.
3 . Project Review Meetings - Conduct project review meetings at regular intervals with SWDD
staff. The first meeting will be a project kick-off meeting to review the objectives of the
project and the scope, schedule and budget for completion of work. It is anticipated that
subsequent meetings will be held at approximately monthly intervals thereafter to review the
status of work in progress, to resolve any outstanding issues, and to provide SWDD staff
with the opportunity to have input into the project as it proceeds to completion.
TASK 2 — SITE INVESTIGATIONS
1 . Wetland Delineation/T&E Species Survey — Determine wetland areas and vegetative
communities . Flag wetland boundaries in accordance with the F .A. C . and U. S . A.C .E.
Manual. Conduct on-site meeting with S .J. R.W.M.D . staff to verify delineated boundaries,

determine wetland viability and discuss permitting issues. Qualitatively assess the site for
threatened and endangered species listed by the Florida and U. S . Fish and Wildlife
Departments.
2 . Geotechnical Investigation — Provide stake-out of proposed boring locations. Perform four
(4) 20-foot CPT w/ borings under the elevated drop-off area, eight (8) 6-foot auger borings
under proposed pavements, and three (3) 6-foot falling head permeability tests within the
stormwater management area(s). Provide the field data and a technical evaluation of the
anticipated groundwater table elevation, soil permeability, soil characteristics and reuse
suitability, and bearing pressures for structural footers.
3 . Topographic and Tree Survey — Using the boundary surveys provided, survey both the new
3 . 75-acre and existing 1 .29-acre parcels making up the total project site. Provide a 50-foot
grid for site elevations in the undeveloped areas along with any significant breaks in grade
or topography between the grids. Locate existing site improvements and natural features of a
dissimilar nature from the surrounding features. Locate and identify any on-site "protected"
trees with a diameter at breast height (dbh) of 4 inches or greater. Survey all wetland
delineation flags .
4. Topographic and Boundary Survey Drawing — Prepare a certified topographic, tree and
boundary survey drawing of the site, meeting Florida Minimum Technical Standards and as
required to meet Section 20-22 of the City of Fellsmere Land Development Regulations
(LDR).
TASK 3 — PRELIMINARY DESIGN PHASE
1 . Traffic Impact Analysis and Report - Meet with IRC Traffic Engineering staff to determine
study requirements. Perform traffic analysis to determine existing trips, calculate future
trips, turning movements, and impacted traffic links. Assign trip counts to traffic links for
concurrency analysis. Determine major design criteria for off-site roadway improvements.
2 . Conceptual Facility Layout. Develop a conceptual layout for the Fellsmere Convenience
Center, based on the desired level of service to be afforded to customers, the number of
customers anticipated on a daily basis, the quantities and types of waste material anticipated,
and the types of equipment to be used by the SWDD to operate and maintain the facility.
Based on the existing SWDD concept for the facility, prepare a revised conceptual facility
layout. Meet with SWDD staff to review and refine the conceptual layout prior to moving
forward with preliminary site planning.
3 . Operations Building(s). Identify the type, size and layout of structures to be used for on-site
operations building(s). Determine if operations building(s) must meet American' s Disability
Act (ADA) requirements . Operations building(s) for this project are assumed to be pre-
fabricated, self-contained structures that can be designed by the manufacturer with different
layouts and amenities and delivered to the project site as complete units.

4. Preliminary Site Plan and Calculations - Develop preliminary site plan conforming to
Section 20 of the City of Fellsmere LDR showing existing site conditions, right-of-ways and
easements, proposed site improvements and stormwater tracts . Provide dimensional data and
develop site data calculations . Prepare an initial phasing plan identifying separation methods
and scheduling between areas of new construction, areas to remain in service during
construction and final implementation and demolition. Complete and submit application for
initial site plan review.
5 . Preliminary Stormwater Management Plan - Develop an on-site conceptual stormwater plan
showing preliminary location of conveyance system, stormwater treatment and outfall
structures. Set preliminary grades for concrete flatwork, paving and drainage improvements.
6 . Landscaping — Identify trees to remain and designate for tree protection. Determine buffer
areas required on-site. Select buffer/screening method(s) and landscape vegetation scheme.
7 . Technical Review Committee Meeting - Attend Technical Review Committee (TRC)
meeting of the initial site plan review. Meet with SWDD staff to review, discuss and
determine appropriate response to TRC comments.
TASK 4 — SITE PLAN APPROVAL
1 . Site Plan Application and Submittals - Revise preliminary site plan per comments of initial
TRC review. Conduct final site design and prepare plans conforming to City of Fellsmere
land development requirements showing all proposed site improvements. Show final
dimensional and site data calculations. Prepare all accompanying exhibits and submittals
required for site plan review. Complete and submit applications for site plan approval .
2 . Stonnwater Management Design and Report - Prepare stormwater management report to
include: flood routings; treatment type and sizing; discharge calculations; and recovery
analysis. Prepare drawings showing stormwater drainage control devices, structures and
treatment measures. Design stormwater system conforming to Section 20-30 of the City of
Fellsmere LDR and Florida Administrative Code, Chapter 40C-40 (project with less than 1
acre of wetlands).
3 . Water and Wastewater Service - Develop plan to extend existing water service to new site
facilities. Prepare design report and plans for wastewater service to the new site facilities as
required by Section 78 of the City of Fellsmere Code of Ordinances.
4. Landscaping — Refine the conceptual landscape design created initially in Task 3 to comply
with Section 20-28 of the City of Fellsmere LDR and current Comprehensive Plan .
Coordinate landscaping requirements with site plan development to provide appropriate
grading and location for landscape buffers and strips; opaque features ; tree wells ; fencing
and gates; and irrigation facilities. Locate and calculate final vegetation quantities.

5 . Technical Review Committee Meeting - Attend final TRC meeting for site plan review .
Meet with SWDD staff to review, discuss and determine appropriate response to TRC
comments . Modify site plan and resubmit for P&Z Commission review.
6. Planning and Zoning (P&Z) Commission Approval - Attend P&Z Commission meeting.
Meet with SWDD staff to review, discuss and determine appropriate response to P&Z
comments . Modify site plan and resubmit for City Council approval.
7 . City Council Approval — Attend City Council meeting. Meet with SWDD staff to review,
discuss and determine appropriate response to City Council comments . Modify site plan and
resubmit for final approval.
TASK 5 — CONSTRUCTION PLANS AND SPECIFICATIONS
Based upon the approved Site Plan for the convenience center expansion, prepare design documents
for all required on-site improvements as further defined below. Design of off-site roadway
improvements is included in Task 9 .
1 . Earthwork — Prepare plans, details and specifications for site clearing, excavation, fill
placement, excess fill placement, and erosion control measures during construction. Draft
erosion control plan for Contractor' s NPDES construction stormwater permit application.
2 . Paving, Drainage, Grading - Prepare plans, details and specifications for the on-site
construction and permitting of the paving, drainage and grading improvements.
3 . On-Site Utilities - Develop plans, details and specifications for construction and permitting
of potable water service extension, fire hydrant(s), and wastewater service. Provide
development plans and determine service conduit plans and details for Florida Power &
Light, Bell South and/or IRC Telecommunications (if desired) for underground service at
the new facilities. Coordinate provided data and new design into plans for bidding and
construction.
4. On-site structures — Develop plans, details and specifications for all on-site structures,
including retaining walls, foundations and slabs. For the purposes of this proposal it is
assumed that the operations building(s) will be pre-fabricated, self-contained structures that
meet Florida Building Code and ADA requirements (if necessary) . Drawings for the
building(s) will not be prepared. Specifications for the building(s) will be prepared with the
assistance of SWDD staff. It is anticipated that the building(s) may be purchased directly by
the SWDD, separate from the general construction contract.
5 . Site Lighting/Electrification - Prepare a plan for pole lighting of open spaces. Provide power
riser diagram, conduit runs, pole locations, pole setting and luminary details, and
specifications.

6 . Fencing - Prepare plans, details and specifications for construction of site fencing and hand
operated gates.
7 . Landscaping — Prepare final construction plans and specifications for landscaping and
irrigation supply. Determine irrigation water source, well type (if used), size and location,
volume demand, pump type and location.
8 . Plan Review and Cost Estimating — Conduct design reviews with SWDD staff at
approximately the 60, 90 and 100 percent design completion levels. An Engineer' s Opinion
of Probable Cost will be prepared as part of each design review submittal .
TASK 6 — PERMITTING
1 . Stormwater/Environmental - Complete applications and assist SWDD in obtaining a St.
Johns River Water Management District E.R.P. permit for "on-site" drainage improvements
and wetland mitigation. This scope assumes wetland mitigation can be conducted on-site or
obtained by Owner purchasing credits from an applicable mitigation bank. Complete
applications and assist SWDD in obtaining a Fellsmere Water Control District connection
permit.
2 . Right-of-Way - Complete application and assist SWDD in obtaining the IRC Engineering
Right-of-Way permit.
3 . Tree Removal - Complete application and assist the SWDD in obtaining City of Fellsmere
tree removal permit.
4. Water and Wastewater - Complete applications and assist SWDD in obtaining FDEP potable
water (if needed) and wastewater permits.
5 . Concurrency Application - Prepare and submit concurrency application to the City of
Fellsmere.
6. Building Permit — Prepare City of Fellsmere application for building permit. Provide all
necessary calculations, plans and other supporting documentation to obtain building permit
review. This scope anticipates all proposed buildings will be pre-manufactured, pre-
engineered facilities, conforming to local code and certified by supplier' s engineer.
TASK 7 — BIDDING SERVICES
1 . Coordinate with SWDD staff for development of "Front End Bid Documents" (instructions,
dates, forms, conditions, etc .). Provide applicable project specifications in CSI format
(Divisions 1 through 17 as needed). Provide one hard copy reproducible set and one
electronic set of construction documents to Indian River County for project bidding
purposes.

2. Attend Pre-Bid Meeting.
3 . Answer bidders' questions and prepare written clarifications, as necessary, for issuance by
IRC Purchasing Department.
4. Attend the public bid opening, review and obtain copies of bids for review and comment.
5 . Provide a Letter of Award recommendation.
TASK 8 — CONSTRUCTION PHASE SERVICES
1 . Construction Administration - Attend pre-construction meeting. Act as liaison between
Contractor, regulatory agencies and Indian River County during construction. Review shop
drawings and other Contractor submittals and respond to "Requests for Information" from
Contractor. Attend monthly progress meetings and prepare progress report after each
meeting. Review Contractor invoices and change order requests.
2 . Site Work Inspection - Provide part time project inspector for duration of time required to
meet permit conditions and provide routing reporting of substantial construction activities to
the SWDD Project Manager. This scope is based upon the provision of 80 hours (2 hours/
day, every other weekday) of "on-site" inspection during a maximum six month construction
period. Perform up to 8 professional site inspections to substantiate Contractor' s application
for payments and to attend substantial and final completion inspections .
3 . Structural Inspections — Perform inspections of structural steel reinforcing prior to concrete
pours for slabs, foundations and retaining walls. For budgeting purposes, a total of four (4)
site visits by a BC structural engineer have been assumed for structural inspections during
construction.
4. Proiect Completion and Certification — Using "as-built" field data and other information
provided by Contractor and Engineer' s inspection notes, prepare punch list. Upon punch list
completion, revise plans to indicate "as-built" conditions. Complete and submit certification
forms and "as-builts" to authorities having jurisdiction.
TASK 9 — OFF SITE ROADWAY IMPROVEMENTS
This task includes permitting, design and construction phase services for off-site roadway
improvements that will be required for the Fellsmere Convenience Center expansion project. These
improvements are being designed as a separate task because of the likelihood that separate design
review, permitting procedures and project certifications may be required. The following work
activities related to off-site roadway improvements will be performed as part of this task:

1 . Topographic and Right-of-Way Survey — Survey a minimum 500 feet east and west of the
project site along C.R. 512. Set a survey baseline within right-of-way and perform right of
way survey for C .R. 512 and adjacent platted right-of-ways . Conduct cross sections at 100
foot intervals. Perform topographic survey to locate major grade breaks, above ground
features, and observable underground utilities. Delineate approximate extents of wetland
ditches within right-of-way. Prepare survey plan drawing of the C .R. 512 right-of way,
meeting the Florida Minimum Technical Standards.
2 . Roadway Improvement Design — Meet with IRC Traffic and Engineering Departments to
obtain concurrence of final design requirements for turn lanes into the facility. Design new
right hand turn, left hand turn, and thru, lanes. Design shall incorporate : utility adjustments;
erosion control; earthwork; stormwater treatment and conveyance; grading; paving; striping;
signage (no signalization); and traffic control during construction. Design shall conform to
the requirements of Chapter 952 of the Indian River County LDR.
3 . Construction Documents - Prepare plans, details and specifications for bidding and
construction of the off-site roadway improvements. It is anticipated the off-site roadway
improvements will be bid along with the on-site improvements project. If, prior to document
development, the Owner wishes to bid the off-site roadway improvements separately, the
technical construction documents will be furnished as a stand alone set at no additional cost.
This would include a separate project cover sheet.
4. Permitting — Engineer shall prepare applications, exhibits and project documentation for
assisting the Owner obtain the following permits :
• St. Johns River Water Management District E .R.P. permit
• IRC Engineering Right-of-Way permit
• FDEP Water and Sewer General Utility permits (if needed)
• Fellsmere Water Control District connection permit (if needed)
• FDEP NPDES Construction Stormwater Pollution Prevention permit
5 . Roadway Improvement Construction Inspection - Provide part time project inspector for
duration of time required to meet permit conditions and provide routine reporting of
substantial construction activities to the SWDD Project Manager. This scope is based upon
the provision of 80 hours (2 hours/weekday) of "on-site" inspection during a maximum three
month construction period. Perform up to 5 professional site inspections to substantiate
Contractor' s application for payments and to attend substantial and final completion
inspections.
6 . Project Completion and Certification — Using "as-built" survey information provided by the
Contractor and Engineer' s inspection notes, prepare punch list. Upon punch list completion,
revise plans to indicate "as-built" conditions. Complete and submit certification forms and
"as-builts" to authorities having jurisdiction.

ENGINEERING SCOPE ASSUMPTIONS :
In developing this Scope of Services, the following assumptions were made. Any deviation from
these assumptions may require additional work and corresponding adjustments to the project budget
and completion schedule.
1 . The site survey will be based upon the boundary survey and legal description provided by
SWDD . No abstract or title work for potential easements, ownership conflicts, liens, etc . on
the property are included in this Scope of Services .
2. The project site currently lies within two governmental boundaries, being unincorporated
Indian River County and the City of Fellsmere. The large majority of proposed site
improvements lie within the City of Fellsmere. This Scope of Work is based upon site
planning and approval from the City of Fellsmere. No joint site planning approval, other
than the C .R. 512 roadway improvements, are anticipated in this Scope of Services . If
necessary for approval, this Scope of Services anticipates the County executing a unity of
title between the two parcels and voluntary annexation into the City of Fellsmere.
3 . This Scope of Services is based on less than 1 acre of total on-site wetlands .
4. The facility is to remain a Convenience Center as defined by the FDEP, and as such will not
require FDEP permitting for a Transfer Station.
5 . Geotechnical work excludes any cost for selective clearing needed to gain access to the site
boring locations .
6. All engineering services are based upon the design and permitting of "on-site"
improvements. "Off-site" improvements are limited to right-of-way conduit/pipe crossings
needed to extend utilities and adjacent roadway improvements needed to construct right and
left hand turn lanes into the project site.
7 . This Scope of Services does not include engineering services associated with zoning change,
land use change, special exception, or subdivision platting.
8 . This Scope of Services does not include permitting for disposal of any existing on-site
hazardous or industrial waste material. All permitting of hazardous or industrial waste
disposal shall be conducted by "others".
9. Life Safety Plans and other building design features requiring the services of a Licensed
Florida Architect, will not be required.
10 . All fees associated with site plan review and approval and permitting shall be the
responsibility of the SWDD .

PROJECT IMPLEMENTATION SCHEDULE
It is anticipated that planning, design, permitting and construction of the Fellsmere Convenience
Center expansion project will require 18 months to complete. A projected schedule of interim
milestone completion dates is presented below.

construction plans and specifications will be completed by May 31 , 2007 . All subsequent
milestone completion dates are projected and subject to change.
