Richard Bogosian and Jack Dritenbas. Also present were County Engineer
Edwin S. Schmucker; County Attorney Sherman N. Smith, Jr.; and
Alfred H.:Webber and Ruth Elliott, Deputy.. Clerks. •
Mrs. Gladys Vigliano, County Welfare Worker, was present_in
regard to payment of a nursing home care bill which had been paid but
not authorized by her. This.patient,(Nelda Carmichael) had been
admitted by Sheriff Joyce with Judge Mank's approval. After discussion,
Commissioner McCullers moved, seconded by Commissioner Bogosian and
unanimously carried, that letters be sent to Sheriff Sam T. Joyce,'
Police Chief of the City of Vero Beach,. Wallace.Gossett, each nursing
home we do business with, and the Indian River Membrial Hospital,
.informing them that if any patient is taken there, without authorization
by the County Welfare Department, payment will not be made by the bounty.
The County Engineer submitted quotations for the installation
of a water cooler at the County Welfare Building. ,Miationibiashpademby�.a:::�,..�s�
Commissioner McCullers, seconded by Commissioner Dritenbas and unanimously
carried; that the low quotation of MaxwellPlumbingCompany in the. amount
of $208.00 be accepted, and the unit installed.
Mr. Clarence Taylor appeared before theABoard and asked if
Citrus Road from Old .Dixie Highway to U.S. #1 Will -be placed on the
tentative County Road paving list for this year. Commissioner Dritenbas,
stating that because of the.future growth in this area and the fact that
there is no direct route to U.S.#1 at this point:as there is at 8th Street
and 12th Street, moved that Citrus Road .frozin Old Dixie Highway to UJ S.#1
be left.on the tentative County Road Paving list as item #7. Motion was
seconded by Commissioner Macdonald and unanimously carried. The County
Engineer was requested to obtain a re -appraisal of that right -of way
between the railroad and U.S.#1.

WHETkEAS, BERTRAM J. BELLAY has made application for the
vacation of Unit 1, Bell-Aycres, as recorded in Plat Book 6, page 59, public
records of Indian. River County, Florida; and,
WHEREAS, the Board of County Commissioners of Indian Rider

discussed the proposed budget for the fiscal year
ember 30, 1968, which tentatively.includes�an appropriation
of $4,392.+0 for dies as a member of the East Central Florida Regional
Planning Council, After considerable discussion on:this matter,
Commissioner Macdonald was requested to direct an inquiry to the
Director of the Council as to whether or not the receipt of Federal
.Funds by the City or the County would be jeopardized if the County were
not a member of the Council.
The County Engineer reported that the low bid of Arnold Ford
Sales, Inc., which was accepted at .the meeting of June 7 for the 1/2
,ton pick-up truck does not meet the bid specifications°because it hass

less: than':the specified cubic inch engine displacement and he recdirmended
that the bid be awarded to the next low bidder which does meet thespec-
ifications. Representatives of Arnold Ford Sales and Fred Coyne
Chevrolet Co.,.were 'present. Atter considerable discussion, Commissioner
Macdonald moved that all bids be rejected and the County Engineerre-
advertise for bids. Motion was seconded by.Commissioner Bogosian
and
unanimously carried.
Mr4. Fondren.,Mitchell appeared before the Board and voiced
his objections to the county's proposed Water Resources -Act and re-
quested that his land be deleted from the act. After considerable
discussion, motion was made by Commissioner Macdonald, seconded by
Commissioner Bogosian and unanimously carried,. -that the County Attorney
.be requested to eliminate from the proposed bill, that part of the
County described as follows:
All of the area of Indian River County lying west of
a described as follows: Beginning at the south
county line on the line dividing Sections 32 and 33,
Township 33 South, Range 36 East, and thence continue
in a northerly direction on a projection of that line
between the sections -until you arrive at the intersection
of Lateral M and the north County line as said land is
shown upon the plat of Fellsmere Farms Company Subdivision.

Motion was made by Commissioner.Macdonald, seconded by
Commissioner Dritenbasand unanimously carried.that dumping by any
resident of the County in the County's Landfill project should be
without- charge,• includingthe collectors collecting from those people.
On Motion by Commissioner' Macdonald, seconded by Commissioner
McCullers,and unanimously carried, a slurry seal project was authorized.
in the following subdivisions: Rockridge Subdivision, hallmark Homes,
Sun Haven, Subdivision, Bell -Porte Park, Dodgertown Subdivision,
Tropicolony and Westgatq Colony.
On Motion by Commissioner Macdonald, seconded. by Commissioner
McCullers and unanimously carried, the County Engineer was authorized
to adverti a for allnual bids for materials.
e Count Engineer reported that the State Road Department

hag requesued a survey, legal description, for „the Wayside'Park on
State Road 512, approximately two miles east of Fellsmere. On Motion
by Commiss`:oner Macedon ald, seconded by Commissioner McCullers and
unanimousl carried, the survey was authorized.
On Motion by Commissioner Macdonald, seconded by Commissioner
McCullers and unanimously carried, the trip to Ft. ,Lauderdale OnlL.June 19
for a meeting with the State Road Department by the County,Engineer,
Bob Grice and Ted Williams was authorized..
Motion was made by Commissioner Dritenbas, seconded by
Commissioner Macdonald and unanimously carried that the County approves
the suggestion of the State Road Department that that part of Orange
Street, lying West of the West line of the proposed right-of-way for
State Road 510 and lying East of a projection Southward of the East
line of Oleander Avenue as shown on the'Plat of•Weona Park, should.
be abandoned and the County intends to proceed with the advertising

The County Engineer. reported that the survey map by Dewey
Moody, Surveyor, 'had been located to aid in determining the exact location
of the County Park at Blue Cypress Lake. It was pointed out that the
usablelan&:area is so small that the County would not be able to grant
an easement of one acre as had been requested by the Game and Fresh Water
Fish Commission to construct a boat, ramp. Commissioner Macdonald
, recommended that a representative of the Game:and Fresh Water Fish
Commission be requested to meet with the Board to discuss the matter,
The 'Board then reOessedJat 12:00 noon and reconvened at 1:15 P. M.
.Commissioner Macdonald moved that the County Attorney and the
•Couazty Engineer be requested to take the necessary steps to change the
bulkhead line on the west side of the Indian River north of the City
of Sebastian from its present position of 250' from the centerline
•o'f
the Old U. S. #1 to the existing shore line. Motion was seconded
by. Commissioner McCullers and unanimously carried.
A letter from Southern.Dell Telephone and Telegraph Company
requesting the Board's concurrence of their proposal to place cable
parallel.to right -of way at a depth of'24 inches was presented by the
County Engineer. Commissioner Macdonald moved that the request b
granted per their letter of June 16. Motion was seconded by Commissioner
McCullers and unanimously carried.
On Motion by Commissioner Dritenbas, seconded by Commissioner
McCullers and unanimously carried, the Board acceptedthe low bid of
McCullers and Associates in the amount of $365,00 to repair the roof
on the old Jail.
On Motion by Commissioner McCullers,seconded by Commissioner
Macdonald, the foliowing'Resolution was unanimously adopted:

RESOLUTION NO. 67- 37 i
WHE .LEAS, by the provisions of Chapter 61-2272, Laws of
Florid, Acts of 1961, the Board of County Commissioners of Indian River
County, Florida, is authorized and empowered to adopt rules and regulations
limiting, restricting or prohibiting the operation of motor vehicles upon any
and all or any part of the public beaches located in Indian River County,
Florida; and,
WHEREAS, pursuant to said authority, this Board adopts the` rules
and regulations hereinafter set forth, after having given due consideration to
the -necessity for such rules and regulations and after having found and deters
mined that the health, welfare and safety of the people of Indian River County,
Florida, require that such rules and regulations be adopted; Now, therefore,
BE IT RESOLVED by the Board of County Commissioners of
Indian River County, Florida:
Section 1. For the purpose of this Resolution, certain terms
and words are defined as follows:
MOTOR VEHICLE. Every device which is self :propelled
and in, upon or by which person, persons or property is,
are or may be transported.
PUBLIC BEACHES. That part of the shore of the Atlantic
Ocean in Indian River County, Florida, extending from the
ordinary high water mark to the waters of the Atlantic Ocean
and extending from an eastward projection of Wabasso Beach
Road northward a distance of 1,000 feet and southward a
distance of 600 feet.
Section 2. No person shall operate a motor vehicle on the public
beaches of Indian River County, Florida, at a rate of speed in -excess of 15
miles per hour.
Section 3. No person shall operate a motor vehicle upon the
public beaches of Indian River County, Florida, . between the hours of 6:00 A. M
and 6:00 P.M.

The Chairman appointed Commissioner Bogosian, Commissioner
McCullers and the County .Attorney to serve on a joint committee of the
County Commissioners and the Vero Beach City Council to investigate
the possibility of Piper Aircraft expanding in Vero Beach and providing
them with the facilities they feel they need in order to enlarge their
plant here.
The Board discussed the proposed Agreement between this Bbard
and the Florida Board of Forestry on a portion of Wimbrow'Park and' on
Motion by Commissioner Macdonald, seconded by Commissioner McCulleis,
the =following Resolution was unanimously adopted:
RESOLUTION NO. 67-38

BE IT RESOLVED by the Board of County Commissioners of
Indian River County, Florida, that this Board does herewith approve the draft
of a proposed Agreement dated June 21, 1967, between this Board, as Owner,
and the Florida Board of Forestry, as User, pertaining to thirty-seven (37)
acres of land owned by the County, a part of the area known as Wimbrow Park,.
and does herewith authorize and direct the Chairman and Clerk of this Board
to execute the Agreement, to affix the seal of this Board and to deliver the
same and to do any and all things necessary in order to consummate the terms
of the Agreement.

The County Engineer submitted a tentative County Road Paving
List Xfour miles) dated June 16, 1967$. and stated that the list contained
1 roads that at one ime or another were to be constructed by the County
and he fel, the Bo rd of County Commissioners should take some action
on the pro ram if here were any intention of building the roads so
that the r cord co ld be made straight. The Board stated that items
#2 (33rd Avl nue from North Gifford Road to H-2 Canal); 343rd Avenue
from Sout GiffordLRoad to North City Limits; #4 31st.. Avenue from North
Gifford R d to South Gifford Road have already been.authorized.
A lenghty discussion ensued regarding the paving of 50th Avenue.
Commissioner McCullers, stating that in view of the fact that promises
were made to the people, moved that the County Engineer be instructed
to go ahead with the paving of this road 9n -the County Road Program.
Motion was seconded by Commissioner Bogosian; and the motion carried
with Commissioner Dritenbas and Commissioner Macdonald voting against
Commissioner Bogosian and Commissioner McCullers and Chairman Graves
voting in favor of the motion.
.Commissioner Macdonald then moved that the road (50th Avenue)
be built on the center line as a road should be'built. Motion was
seconded by Commissioner Dritenbas and unanimously carried.
The Board then deleted item #5, 6th Avenue from 10th Street
:to U.S.#1 from the list stating the acquisition of right-of-way was
too expensive.
Motion was made.by Commissioner Dritenbas, seconded by
Commissioner Macdonald and unanimously carried, that a study be made
by the County Engineer of the feasibility_of a matching fund program
for the paving of roads in the County.
Edwin S. Schmucker, Jt. submitted his resignation as County
Engineer of Indian River County, effective July 5,'1967. .After
discussion, Commissioner Macdonald moved that the County Engineer's
resignation be accepted with regret, and that the term end on July 5,1967.
The motion was amended by Commissioner Bogosian,adding that if Mr.

Schmucker changes his mind in that period of time that he be allowed
to withdraw his resignation and continue on'as County Engineer of
Indian River County. The motion was seconded bydCommissioner Dritenbas
and unanimously carried.
On Motion by Commissioner Macdonald, seconded by Commissioner
Mc.Cullers and unanimously carried, the application; for renewal of a

p.istol.permit by George Charles was approved.
The Sheriff filed with the Board a statement of his appointment
of Charles Leonard Cooper as a Deputy Sheriff, whose voting precinct
is No. 4A, and the said Deputy Sheriff filed his -bond with the Clerk of
the Circuit Court; which was presented to the Board.. .On'motion by'`:
Commissioner McCullers, seconded by Comuissioner Bogosianand
unanimously carried, the bond of said Deputy Sheriff was approved and
ordered filed with the Clerk of the Circuit Court.

The Board. received proposals for, janitorial service ;for the
Courthouse from Deacon B. J. Brown $540.00 and Coast to Coast. Janitor
Service and Floor Maintenance Company, $950.00. On Motion by Commissioner
Dritenbas, seconded by Commissioner Macdonald and unanimously carried,
the proposals were rejected.
On Motion by Commissioner McCullers,, seconded by Commissioner
Macdonald and unanimously carried, State Wit ess Payroll, County Court
dated June 21, 1967, was approved.
On Motion by Commissioner Macdonald, seconded by Commissioner
McCullers, and unanimously carried, the following Item to Item transfers'
were approved:

Motion was made by Commissioner Macdonald,:econded by

Shield 'of Florida., Inc.', `in letter dated June 20, hatq the County

adopte0 a ninety (90) day waiting period for new employees, effective
July 15, 1967.
.Motion was made by Commissioner DritenbaS .seconded by
Commissioner Macdonald and unanimously carried., that the Board adopt
some form of agenda and perhaps improve on it as wetgo along.
The several bills and accounts against the County, having
been audited, were examined and found to be correct, were approve and
warrants issudd in settlement of same as follows: General Fund, Nos.
7172 to 7221,, both inclusive; Road and Bridge Fund,, Nos. 4500 to 4505,
.both inclusive; and Fine and Forfeiture Fund, Nos. 716 to 722, both
inclusive. Such 'bills and accounts being on f.ile..in.the office of the
Clerk of the Circuit Court, and the'warrant.s so issued from the respective
funds being listed in the Supplemental Minute Book as prpvided by.the
rules of the State Auditor, reference to such,recotd and list so
recorded, being made a part of these minutes.
There being no further business on Motion made, Seconded and
carried, the Board adjourned at 3:20 o'clock P. M,.
