This Work Order Number 1 is entered into as of this4th day of October , 2005
("Effective Date") pursuant to that certain Continuing Contract Agreement for Professional Services
entered into as of April 6, 2004 ("Agreement") , by and between Indian River County, a political
subdivision of the State of Florida ("COUNTY") and Masteller and Moler, Inc. ("CONSULTANT") .
The COUNTY has selected the CONSULTANT to perform the professional services set forth
in Attachment 1 , attached to this Work Order and made part hereof by this reference. The professional
services will be performed by the CONSULTANT for the fee schedule set forth in Attachment 2,
attached to this Work Order and made a part hereof by this reference. The CONSULTANT will
perform the professional services within the timeframe more particularly set forth in Attachment 3,
attached to this Work Order and made a part hereof by this reference all in accordance with the terms
and provisions set forth in the Agreement. Pursuant to paragraph 1 .4 of the Agreement, nothing
contained in any Work Order shall conflict with the terms of the Agreement and the terms of the
Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth
herein.
IN WITNESS WHEREOF, the parties hereto have executed this Work Order as of the date
first written above.

NON-EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT
CONTINUING CONSULTING SERVICES
ATTACHMENT 1
• Project Description
Work Authorization # I provides for professional engineering services for the design, permitting, bidding
and construction of a 16" brine force main for conveyance of brine from the North County R/O Water
Treatment Facility. The proposed 16 " brine force main will terminate at the Spoonbill Marsh site along
the Indian River Lagoon north of the North Relief Canal . In order to bring brine to the wetland project,
a 16" pipeline will need to be constructed from the Bent Pine site where the existing 16" brine force
main now terminates to the Spoonbill Marsh Wetland Brine Disposal site .
Work Authorization No . 1 is being implemented at this time to provide professional engineering
services by Masteller & Moler, Inc . associated with the project described above. The work to be
performed as part of this Work Authorization will generally included preparation of project design for
the proposed 16" brine pipeline, preparation of contract plans ; preparation of specifications and bid
documents ; preparation and submittal of permit applications, assistance during bidding and contract
administration/periodic inspection for the pipeline project.
The estimated project construction cost is $ 800 , 000 . 00
A brief description of the scope of services for work Authorization No. 1 is provided below:
• Scope of Services
Task A — Construction Plans
Masteller & Moler, Inc . will utilize route survey base plans provided by the County; and design and
prepare construction plans for a 16" diameter force main to convey brine (concentrate) produced by the
North County R/O Water Treatment Plant. An existing 16 " brine force main was constructed early in
2003 from the North County R/O Water Treatment Plant south along Kings Highway and east along 571h
Street ending at the Bent Pine Reuse Basin site . This project will connect to the end of the existing 16"
brine force main at the Bent Pine site and continue east across the Lateral G Canal along 57`h Street,
through the Hawks Nest Golf Course crossing the FECRR, Old Dixie Highway and US # 1 before
heading south and east through land under development to the Spoonbill Marsh Wetland Brine Disposal
site . The total length of the pipeline is approximately 9 , 500 feet. Our plans will show the necessary
gate valves, air release valves, jack and bore, directional boring, and construction details .

Task A - Penmittina
Masteller & Moler, Inc . services include Florida Department of Environmental Protection (FDEP)
permitting for the pipeline construction and operation. We will need permits from Florida Department
of Transportation (FDOT) for the US # 1 directional bore crossing and from the Florida East Coast
Railroad (FECRR) for the bore and jack under the railroad tracks . In addition, approval will be needed
from the Indian River Farms Water Control District (IRFWCD) for the directional bore under the
Lateral G Canal . Masteller & Moler, Inc. will prepare the permit applications and supporting data and
submit on behalf of the County. Permit application fees are not included in this Proposal .
Task B - Construction Services
Masteller & Moler, Inc. will provide assistance during bidding and periodic inspection of the pipeline
system project on an as-needed basis to observe that construction is in reasonable compliance with the
Contract Plans and Permits . We will also attend meetings, review shop drawings and monthly pay
estimates from the contractor.

Masteller & Moler, Inc . proposes to provide the above Scope of Services based on the following
lump sum fees :
