HomeMy WebLinkAbout2005-314 WORK ORDER NUMBER 11 This Work Order Number 11 is entered into as of this 13tway of September -12005 ("Effective Date") pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of April 6, 2004 ("Agreement") , by and between Indian River County, a political subdivision of the State of Florida ("COUNTY") and Kimley-Horn and Associates , Inc . ("CONSULTANT") . The COUNTY has selected the CONSULTANT to perform the professional services set forth in Attachment 1 , attached to this Work Order and made part hereof by this reference . The professional services will be performed by the CONSULTANT for the fee schedule set forth in Attachment % 1 attached to this Work Order and made a part hereof by this reference . The CONSULTANT will perform the professional services within the timeframe more particularly set forth in Attachment t1 attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . Fell, Assista ounty Attorney ATTACHMENT 1 Vero Lake Estates Water/Sewer Utility Assessment Rev4 Project Understanding Vero Lake Estates is an existing mix of residential platted lots and un-platted parcels which do not have water and sewer system services . There are five phases which include various lot sizes which range from 0 . 18 to 1 . 0 acres within each phase of mostly unpaved roads and unimproved drainage system . The local Health Department has expressed concern regarding further development within the area with the construction of septic/drainfields and private wells on some of the smaller lots . The primary concern is the potential health risk associated with the "undersized" lots which are too small to accommodate the required 75 ' setback distance between potable supply wells and septic tanks/drainfields , which creates a restriction on development of these lots . Indian River County Utilities has requested Kimley-Horn and Associates , Inc . (Consultant) develop a water and sewer master plan and assessment map which can be used to develop a methodology for determining costs and assessments for water and sewer service for this area. The following scope will then be used to The following approach and scope is provided for each of the five (5 ) phases of Vero Lake Estates . SCOPE Task 1 . Develop Water and Sewer Plan Consultant will develop a water and sewer piping system plan for each phase. A Master Plan piping plan will be generated which will depict water system piping, valves, lift stations, gravity sewer piping, and forcemains . The water system plan will include pipe sizes , routing, locations for hydrants, and number of services based on the property appraisers maps . Single services for each lot/owner shall be assumed . Hydraulic modeling of the water system for the Vero Lake Estates area will be provided which will be used to determine pipe sizes . Water demands will be defined during the development of the water system and will include fire flow . WaterCad version 6 . 5 by Haestad Methods, Bentley Systems, Inc . , will be used . The sewer system map will include gravity sewers, laterals to lots , lift stations, and forcemain piping system for each phase. Pipe sizes for gravity sewer will be per Indian River County standards . Forcemain piping system will be sized and routed to H:\General\Miller\Indian River CountyTroposalsWero Lake Estates-rev4.doc pump to the North Regional WWTP . Hydraulic modeling using Watercad will not be provided for the sewer system . An initial kick-off meeting to discuss available information and County standards to be used for this project will be conducted with IRC staff. Task 2 . Sanitary System Evaluation Consultant will review two different sewer system designs to be considered for Vero Lake Estates (VLE) — gravity-type and vacuum-type system . Consultant will review and present advantages and disadvantages of each type and provide recommendations for each based on these items . Some recent historical costs for these type systems in the geographic vicinity of Indian River County will be collected and provided . A cost/benefit evaluation will be provided under this task Task 3 . Prepare Opinion of Budget Costs The intent of this scope is to prepare a budget opinion of costs for the water/sewer system for each phase of the project . Estimated project costs were provided for water only in 1995 at an estimated cost of $ 1900/lot, however, given current market conditions, a more representative budget opinion of costs should be prepared . An opinion of overall probable construction costs with anticipated contingency' s will be prepared for each phase, including piping, valves , water services, sewer lateral connections , and hydrants . The opinions of costs will be budgetary in nature and more detailed costs can be prepared after detailed design is completed . Consultant will prepare a breakdown by phase and overall estimated costs as follows : 1 ) water only, 2) water & gravity, and 3 ) water & vacuum . The costs will include : contingency, survey, design, permitting, bidding, mobilization, & construction . Consultant will also include a preliminary schedule that outlines the beginning and completion of each phase . Task 4. Develop Survey Scope Consultant will develop a specific scope of services for the survey work to be completed . The same scope of services will be used for each of the five proposed phases . In order to tailor a scope of services for this project the Consultant will review the delineation of phases and the existing County utility survey specifications . The Consultant will participate in a site review with County staff to determine the level and limits of topographic information to collect and address any specific topographic requirements . Consensus on the utilization of rectified digital aerial photography will be sought. It is assumed that a digital base map of each phase will be developed based upon Indian River County GPS control points and tied to state plane coordinates . DELIVERABLES Deliverables will include : 1 . Water and sewer master plan of VLE depicting water and sewer system with piping, pump stations, valves, hydrants , etc . for each phase of VLE . 2 . Vacuum/gravity evaluation . 3 . Opinion of costs of water/sewer master plan 4 . Hydraulic model in WaterCad ver 6 . 5 format by Haestad Methods, Bentley Systems , Inc . 5 . Scope of survey services . 6 . Scope of engineering services for design, permitting, bidding, and construction phase services for construction of water and sewer for each phase ( 1 - 5 ) . SCHEDULE For one of the VLE phases, it is anticipated that Tasks 1 -4 can be completed in approximately four to six weeks after notice to proceed and upon reasonable receipt of information provided by IRCU. FEES Consultant will provide these Services as described herein on a lump sum basis for Tasks through 4 as listed below. ADDITIONAL SERVICES NOT INCLUDED 1 . Review of available funding and grants for portions of this project are not included under this scope but can be provided as an additional service. Board of County Commissioner meeting attendance is not included under this scope but can be provided as an additional service . INFORMATION PROVIDED BY INDIAN RIVER COUNTY UTILITIES 1 . Property ownership/information for all owners of VLE for incorporation on survey maps (to be provided under separate scope) 2 . IRCU staff to furnish existing water hydraulic model in Watercad format . 3 . GIS maps by IRCU staff — final GIS maps and assessment rolls and costs by IRCU staff.
