This Work Order Number 13 is entered into as of this 20th day of June
2006 pursuant to that certain Continuing Contract Agreement for Professional Services
entered into as of April 6 , 2004 ("Agreement'), by and between Indian River County, a
political subdivision of the State of Florida ("COUNTY" ) and
Kimley-Horn and Associates Inc. ("CONSULTANT') .
The COUNTY has selected the Consultant to perform the professional services set
forth on Attachment 1 , attached to this Work Order and made part hereof by this reference.
The professional services will be performed by the Consultant for the fee schedule set
forth in Attachment 1 , attached to this Work Order and made a part hereof by this
reference . The Consultant will perform the professional services within the timeframe
more particularly set forth in Attachment 1 , attached to this Work Order and made a part
hereof by this reference all in accordance with the terms and provisions set forth in the
Agreement. Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work
Order shall conflict with the terms of the Agreement and the terms of the Agreement shall
be deemed to be incorporated in each individual Work Order as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Work Order as of
the date first written above .

South Regional Wastewater Treatment Facility
Permit Renewal
Project Understandine
The existing South Regional Wastewater Treatment Facility (SRW WTF) operates under Florida
Department of Environmental Protection (FDEP) permit number FLA010435 which expires February
2007. The SRWWTF is approaching its design rated capacity of 2.0 million gallons per day (mgd)
average daily flow (AADF) with average influent flows through March 2007 approaching 1 . 6 mgd. No
increase in treatment plant capacity is proposed for this facility. Any increase in influent flows due to
system growth will be transferred to the West Regional WWTF. Consideration in diverting future flows
West via master lift station LS#89 in order to relieve current and future increase in flows to the South
WWTF should be addressed in the permit application. Various influent loading levels such as total
nitrogen (TN) have exceeded design treatment levels and CBOD5 levels have also been steadily
increasing over the last several years . Review of fluctuations in influent quality and limitations in
treatment plant capacity should be reviewed as pan of the permit renewal .
Indian River County Utilities staff has requested Kimley-Horn and Associates, Inc . prepare and submit an
application for renewal and respond to requests for additional information (RAI) which may arise from
FDEP as a result of the application submittal . The intent is to submit the application by August 2006, six
months prior to its expiration date in order to allow for FDEP agency review and RAI response time.
SCOPE OF SERVICES
The Scope of Services for Work Order # 13 consists of the following:
Task 1 — Prepare Application
Consultant will prepare a Wastewater Permit Application Form 2A (DEP Form 62-620.910(2)) for
Domestic Wastewater Facilities and submit application with attachments to FDEP. The application will
be for a permit renewal without any major modifications to the facility. Information from the previously
submitted operating permit renewal package submitted in 2001 will be utilized as a basis for preparation
of the renewal application.
General information will be collected from IRCU and included with the application, including effluent
disposal , residuals disposal , and a description of flows proposed to be diverted to the West Regional
WWTF.
It is assumed that no improvements will be necessary as part of the permit renewal . If, during the
capacity analysis review a list of minor improvements are recommended, a preliminary engineering report
can be provided as an additional service.
Consultant will prepare draft of application and attend one meeting with IRCU staff to review the
application and collect additional information necessary to complete the application . Consultant will
submit a final draft of application package to IRCU staff for review prior to submission to FDEP. It is
anticipated that the final draft will be submitted to IRCU staff by end of July 2006 approximately I month

prior to submittal date.
The permit application fee of $5 ,000 will be included under this scope and paid by the Consultant.
Task 2 — Treatment Facility Description
A description of the facility will be prepared, including process flow diagrams, general information, and
design treatment levels . The basis of design flow will be reviewed in order to address remaining capacity
and diverted capacity to the West WWTF.
Consultant will prepare an updated PFD showing only existing components and no future expansion of
the facility.
Consultant will review the existing treatment plant hydraulic profile and discuss with staff any know
hydraulic restrictions. The existing hydraulic profile will be used, however, if known restrictions exist, a
new profile can be prepared as an additional service.
Known treatment issues which Consultant will be further reviewed with staff, addressed in the renewal
package, and may be raised during the permitting agency review include:
• Total Nitrogen levels have been elevated based on a seasonal frequency and have been exceeded
in the effluent at times.
• Filamentous formation has caused some treatment issues
• CBOD5 has been steadily increasing over time
• Spills within the last year have been reported to FDEP which may need to be addressed during
the permit review process as to how these will be eliminated in the future.
Consultant will review the monthly DMR' s and summarize flow and effluent water quality into a
table/graph which will be included in the permit application .
Task 3 — Reuse Disposal Description
Currently, approximately 80% of the treated effluent is pumped to the West WWTF for disposal to on-site
wetlands and the remaining 20% is disposed of via reuse to Indian River Club and John ' s Island West.
John ' s Island was added as a reuse customer since the last permit renewal . On-site percolation ponds are
used for rapid-rate land application of non-spec effluent.
Consultant will submit updated disposal sites of reuse and incorporate proposed sites currently being
developed by another consultant. No new discharges to surface waters or additional wetlands are
included under this permit renewal.
It is also assumed that the effluent disposal and reuse water operating protocols already exist as part of
current or new reuse sites. Consultant will review the existing protocol and modify where appropriate
and provide input to any minor modifications or enhancements to IRCU staff. An electronic copy of the
existing protocol will be furnished to Consultant.
Water quality analysis of the effluent will be reviewed as part of its inclusion into the permit application.
A hydraulic restriction in the reuse transmission piping between the South and West WWTF' s may exist,
however, it is assumed that this restriction is being addressed under the West WWTF design and
upgrades . Additionally, a reuse master plan is being updated and completed by others, of which

information will be submitted along with the application renewal. Maps of the existing and proposed
reuse distribution system with disposal sites which will be submitted with application will be furnished by
IRCU.
Task 4 — Additional Information and Documentation
Additional information for permit renewals (Section 6) will be addressed and submittals prepared for the
application, including a listing and explanation of violations, agricultural use plans (copy of the one
prepared for West Regional WWTF will be submitted), capacity analysis report, binding agreements with
reclaimed water users, and updated operation and maintenance performance report, reclaimed water
quality analysis reports, and technical evaluation of the proposed pretreatment program and limits.
Violations issued in the past will be reviewed with IRCU staff and responses to these will be prepared in
advance of requests for additional information by FDEP.
A copy of the existing up-to-date Agricultural Use Plan for the West Regional WWTF will be reviewed
by Consultant and submitted with application . It is assumed that any updates will be prepared by IRCU' s
contract residuals hauler.
A review of the SRWWTF operations will be performed by consultant as required to prepare a capacity
analysis review in accordance with FAC 62-600.405 . Consultant will prepare an update to the existing
capacity analysis report containing data showing information such as permitted capacity, flows for the last
10-years, seasonal flow variations, an explanation of the diversion of flows to the west anticipated to
truncate no further increase in flows to this facility, plant loading information, influent and effluent
treatment propterties, existing facility configuration and unit process capacities, and effluent disposal
system.
An update to the operation and maintenance performance report prepared in 2001 will be performed by
Consultant. Consultant will meet with staff to discuss operational issues which need to be addressed with
FDEP, such as elevated TN levels, odor complaints , spills within the last 12 months, CBODs increase,
filamentous control, and TSS/Turbidity correlation . The list of existing reuse sites will be listed, existing
treatment efficiency and potential changes in treatment, performance trends, and effluent water quality.
A review of the proposed industrial pretreatment program will be provided by Consultant under a separate
task.
Task 5 — Industrial Wastewater Contributions and Review of Proposed Industrial Pretreatment
Program and Ordinance
Currently, the industrial pretreatment program and ordinance exist in draft form for IRCU' s wastewater
treatment facilities . IRCU staff is currently working on finalizing their industrial pretreatment program.
Under a separate task, Consultant will provide professional services related to review of documentation
prepared to date, recommendations, and any meetings which may be necessary.
Consultant will address section 5 of the application with regards to the interim industrial pretreatment
program, schedule, and items remaining in its draft form. Information collected to date by IRCU staff on
any significant industrial user discharging to the WWTF will be submitted, including products generated,
flows, waste description, etc.
Consultant will support IRCU staff development of a wastewater pretreatment program by:
Review, comment, and revision support for the Draft Final Sewer Use Ordinance;

Review, comment, and revision support for the Plan of Study for the West, South and Central
Regional Wastewater Treatment Plants;
Support and comment on Industrial User Surveys ;
Assist in developing implementation procedures and policies that are responsive to USEPA
criteria and adoptable in the County;
Provide Guidance, assistance, input and review to the Program Implementation Procedures
(Draft) to be submitted to FDEP;
Assist in developing protocol for sampling of industrial wastewater contributions and raw
domestic wastewater flows to allow IRCU staff to develop technical information required to
establish local limits;
Assist IRCU staff in developing the Final Sewer Ordinance following receipt of comments from
FDEP.
It is anticipated that most Consultant support effort will be provided remotely but may include on-site
assistance as desired by the IRCU staff.
Task 6 — Responses to Requests for Additional Information
Due to the unpredictable nature of FDEP with these permit renewals, considerable time and effort can be
expended for responses to requests for additional information. We anticipate up to two requests for
additional information which does not include additional water quality analysis , design of plant
modifications FDEP may require above and beyond what is typically required for these permit, which is
beyond the work described herein. Should the permitting process drag out beyond a reasonable time
frame and involve additional responses beyond what is listed herein, this is considered a additional scope
and can be negotiated under a separate work order. This task will performed on an hourly basis with a
maximum not to exceed amount.
SCHEDULE
Assuming notice to proceed issued by June 15 , 2006, Consultant will prepare application with
attachments for Owner review prior to August 2006 submission to FDEP. Consultant will respond to
RAI' s from FDEP during the six month time frame up to February 2007 expiration date.
FEES
We will provide these services in accordance with our Continuing Services Contract Agreement for
Professional Services dated April 6, 2004 with Indian River County.
The Consultant will provide professional services for Task I through Task 4 on a lump sum fee basis as
follows :

Additional Services :
The following services are not included in the Scope of Services for this project, but may be required
depending on circumstances that may arise during the execution of this project. Other items that may be
considered additional services are mentioned herein. Additional services include, but may not be limited
to the following:
• Field surveying is not included in the scope described herein.
• Design drawings of any addition to the facility as requested by FDEP.
• Reuse feasibility and agricultural use permitting is not included.
• EPA/NPDES Notice of Intent for Stormwater Notification for the wastewater treatment facility.
