HomeMy WebLinkAbout2007-214 WORK ORDER NUMBER 18 7- ' � G7 This Work Order Number 18 is entered into as of this 10th day of Jul y 2007 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of April 6, 2004 and amended effective April 7, 2007 (as so amended, the "Agreement'), by and between Indian River County, a political subdivision of the State of Florida ("COUNTY") and Kimley-Horn and Associates Inc . ("CONSULTANT"). The COUNTY has selected the Consultant to perform the professional services set forth on Attachment 1 (Scope of Work), attached to this Work Order and made part hereof by this reference. The professional services will be performed by the Consultant for the fee schedule set forth in Attachment 1 (Fees Schedule), attached to this Work Order and made a part hereof by this reference. The Consultant will perform the professional services within the timeframe more particularly set forth in Attachment 1 (Schedule), attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1 .4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Fell, Ass' ant Con Attorney y` Attachment #1 Work Order Number 18 Central (Gifford) Regional Wastewater Treatment Facility Permit Renewal Project Understanding The existing Central (Gifford) Wastewater Treatment Facility (CWWTF) operates under Florida Department of Environmental Protection (FDEP) permit number FLA010431 which expires April 22, 2008. The CWWTF was recently expanded from a 2.0 mgd annual average daily flow (AADF) permitted capacity oxidation ditch domestic wastewater treatment facility to a 4.0 mgd rated capacity. The expansion included influent screening, filtration, grit removal, anaerobic and anoxic basins for denitrification, aeration and reaeration, secondary clarification, chemical feed, chlorination and aerobic digestion of residuals. The Central WWTF provides sole service to the Combined Central Service Area with the current 4.0 mgd, AADF of rated capacity. Influent flow may also be transferred to the North W WTF, but is anticipated to be expanded in the future. Sea Oaks W WTF transfers most of the wastewater capacity to the Central WWTF. Land application of reuse includes 2.0 mgd AADF slow-rate public access to numerous sites, and 0 .4 mgd AADF rapid rate land application to Bent Pine RIB 's, all of which are shared between the South, West, and North Regional W WTF ' s. Indian River County Utilities staff has requested Kimley-Horn and Associates, Inc. prepare and submit an application for renewal and respond to requests for additional information (RAI) which may arise from FDEP as a result of the application submittal. The intent is to submit the application by October 25, 2007, six months prior to its expiration date (April 22, 2008) in order to allow for FDEP agency review and RAI response time. SCOPE OF SERVICES The Scope of Services consists of the following: Task 1 — Prepare Application Consultant will prepare a Wastewater Permit Application Form 2A (DEP Form 62-620.910(2)) for Domestic Wastewater Facilities and submit application with attachments to FDEP. The application will be for a permit renewal without any major modifications to the facility. Information from the previously submitted operating permit renewal package submitted in 2003 will be utilized as a basis for preparation of the renewal application. General information will be collected from IRCU and included with the application, including effluent disposal, residuals disposal, description of system influent flows being diverted to the this facility and proposed effluent disposal options in the future. It is assumed that no improvements to the W WTF will be necessary as part of the permit renewal. Page 1 of 4 Consultant will prepare draft of application and attend one meeting with IRCU staff to review the application and collect additional information necessary to complete the application. Consultant will submit a final draft of application package to IRCU staff for review prior to submission to FDEP. It is anticipated that the final draft will be submitted to IRCU staff by October, approximately 1 month prior to submittal date. The permit application fee of $5,000 will be included under this scope and paid by the Consultant. Task 2 — Treatment Facility Description A description of the facility will be prepared, including process flow diagrams, general information, and design treatment levels. The basis of design flow will be reviewed in order to address remaining capacity and diverted capacity to this facility from Sea Oaks or North W WTF. Consultant will prepare an updated PFD showing only existing components and no future expansion of the facility. Consultant will review the existing treatment plant hydraulic profile and discuss with staff any know hydraulic restrictions . The existing hydraulic profile will be used, however, if known restrictions exist, a new profile can be prepared as an additional service . Consultant will review the monthly DMR ' s and summarize flow and effluent water quality into a table/graph which will be included in the permit application. Task 3 — Reuse and Residuals Disposal Description Currently, effluent disposal includes 2 .0 mgd AADF slow-rate public access to numerous sites, and 0.4 mgd AADF rapid rate land application to Bent Pine RIB ' s, all of which are shared between the South, West, and North Regional W WTF ' s. The existing reuse system allows effluent to also be transmitted to the West Regional WWTF for disposal to the onsite wetlands . Consultant will submit updated disposal sites of reuse and incorporate proposed sites. No new discharges to surface waters or additional wetlands are included under this permit renewal. It is also assumed that the effluent disposal and reuse water operating protocols already exist as part of current or new reuse sites. Consultant will review the existing protocol and modify where appropriate and provide input to any minor modifications or enhancements to IRCU staff. An electronic copy of the existing protocol will be furnished to Consultant. Water quality analysis of the effluent will be reviewed as part of its inclusion into the permit application. A reuse master plan is being updated and completed by others, of which information will be submitted along with the application renewal . Maps of the existing and proposed reuse distribution system with disposal sites which will be submitted with application will be famished by IRCU. Since sludge is hauled from the other wastewater treatment facilities to the Central W WTF, a review of the data and reports of residual handling and production at this facility should be performed. Consultant will review the consistency of the residuals production at this facility with the current permitting requirements. S:\CVL-ENG\Miller\Indian River County\Proposals\Central IRCU WWTP Operating Permit Renewal Scope - rev2.doc Page 2 of 4 Task 4 — Additional Information and Documentation Additional information for permit renewals (Section 6) will be addressed and submittals prepared for the application, including a listing and explanation of violations, agricultural use plans (copy of the one prepared for West Regional WWTF will be submitted), capacity analysis report, binding agreements with reclaimed water users, and updated operation and maintenance performance report, reclaimed water quality analysis reports, and technical evaluation of the proposed pretreatment program and limits. Violations issued in the past will be reviewed with IRCU staff and responses to these will be prepared in advance of requests for additional information by FDEP. Residuals for this facility are transported to the West W WTF for further thickening and disposal . A copy of the existing up-to-date Agricultural Use Plan for the West Regional W WTF will be reviewed by Consultant and submitted with application. It is assumed that any updates will be prepared by IRCU' s contract residuals hauler. A review of the CW WTF operations will be performed by consultant as required to prepare a capacity analysis review in accordance with FAC 62-600.405 . Consultant will prepare an update to the existing capacity analysis report containing data showing information such as permitted capacity, flows for the last 10-years, seasonal flow variations, an explanation of the diversion of flows to the west anticipated to truncate no further increase in flows to this facility, plant loading information, influent and effluent treatment properties, existing facility configuration and unit process capacities, and effluent disposal system. An update to the operation and maintenance performance report prepared in 2003 will be performed by Consultant. Consultant will meet with staff to discuss operational issues which need to be addressed with FDEP, such as elevated TN levels, odor complaints, spills within the last 12 months, CBOD5 increase, filamentous control, and TSS/Turbidity correlation. The list of existing reuse sites will be listed, existing treatment efficiency and potential changes in treatment, performance trends, and effluent water quality. Task 5 — Responses to Requests for Additional Information Due to the unpredictable nature of FDEP with these permit renewals, considerable time and effort can be expended for responses to requests for additional information. We anticipate up to two requests for additional information which does not include additional water quality analysis, design of plant modifications FDEP may require above and beyond what is typically required for these permit, which is beyond the work described herein. Should the permitting process drag out beyond a reasonable time frame and involve additional responses beyond what is listed herein, this is considered a additional scope and can be negotiated under a separate work order. This task will performed on an hourly basis with a maximum not to exceed amount. SCHEDULE Assuming notice to proceed issued by July 15 , 2007, Consultant will prepare an application with attachments for Owner review prior to October 25a', 2007 submission to FDEP. Consultant will respond to RAI's from FDEP during the six month time frame up to April 22"d, 2008 expiration date on a labor fee plus expense basis.
