HomeMy WebLinkAbout2005-115 ORIGINAL WORK ORDER NUMBER 2 , This Work Order Number 2 is entered into as of this 25th day of 11arch 2005 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of August 10, 2004 (" Agreement" ) , by and between Indian River County Solid Waste Disposal District, a dependent special district of Indian River County, Florida, w1lose address is c/ o Indian River County Utilities Department, 1840 25th Street, Vero Beach, Florida 32960 ("SWDD" ) and Camp Dresser & McKee Inc. (" Consultant" ) . The SWDD has selected the Consultant to perform the professional services set forth on Attachment A, attached to this Work Order and made part hereof by this reference . The professional services will be performed by the Consultant for the fee schedule set forth in Attachment B, attached to this Work Order and made a part hereof by this reference . The Consultant will perform the professional services within the timeframe more articularly set forth in Attachment C. attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1 .4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Fell, Ass ' nt County Attorney mhl938. doc t ATTACHMENT A SCOPE OF PROFESSIONAL SERVICES INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT ENGINEERING SERVICES FOR HURRICANE INDUCED DAMAGE TO THE LANDFILL GAS COLLECTION SYSTEM - 2004/ 2005 INTRODUCTION Indian River County is at the Substantial Completion milestone of the project to construct an active Landfill Gas (LFG) Extraction and Control System for the Class I Landfill . The LFG system was in the testing phase and had been balanced several times in preparation of the acceptance testing for the flare. Since the flare system was damaged during the hurricanes, CDM incurred additional expenses for the work that had to be repeated . This pr posal is for reviewing and negotiating with the Contractor for the scope and budget for hurr ' cane damage, undertaking additional steps necessary for system certification to the FDEP, and aking modifications to prevent future damage . CDM will assist Indian River County with the startup of this LFG Collection system and with some additional design modifications of the system necessitated by the hurricanes . The entire system was inspected in the field and damage catalogued . The work is further described by the tasks below : TASK 1 .0 - LFG COLLECTION SYSTEM CERTIFICATION Task 1 . 1 Start- Up And Initial System Balancing CDM had placed the blower/ flare system into operation drawing landfill gas from the landfill gas system prior to the hurricanes . The blower will be checked for proper rotation and operation and the flare will be checked for repetitive ignition, safety shutdown, and proper operation. These activities were repeated after the hurricanes in exceedance of the original scope of service . In order to certify the system as complete in accordance with F EP another final balancing must occur. The services described below are for the additional s rvices performed as a direct result of the hurricanes . Task 1 . 2 System Operational Certification CDM traversed the LFG collection system and balanced the well field for uniform vacuum throughout the system prior to the hurricanes . The balancing includes recording [vacuum levels as well as performance of a field gas analysis at each well. The balancing of the s stem had nearly been achieved prior to the hurricanes and had to be repeated as a result of damage sustained to the collection system during the hurricane . CDM will confirm the operational condition of the system as the system is rebalanced by the landfill operator, as necessary, to achieve the optimal operation. After the blower/ flare system has been placed into full operation, CDM will travFerse the LFG collection system and balance the well field for uniform vacuum throughout the ystem. The A-1 mh1938. doc balancing will include recording vacuum levels as well as performance of a field gas analysis at each well . Additionally, CDM will monitor and test the flare system restart procedures to insure that the system is performing within permitted compliance requirements . TASK 2.0 - LFG COLLECTION SYSTEM SUMP MODIFICATIONS The LFG collection system design incorporates a sump pump which collects mois re from the accumulated LFG prior to entering the flare . While the sump area is not located b low flood elevation, during the hurricane, a significant amount of water ran down the entrance road of the existing landfill and flooded the sump area . In order to prevent damage to the sump pump in the future, the sump pump will be relocated approximately 2 feet higher than previously located . CDM will provide drawings and specifications for the Contractor to make the necessary modifications to prevent the pump from flooding. TASK 3.0 - ADDITIONAL GENERAL SERVICES DURING CONSTRUCTIO The hurricanes experienced in the month of September have delayed the project by approximately 100 days resulting in missed project milestones and the need foradditional construction oversight. The hurricanes also caused additional expenditures in oversight of the Contractor' s repairs to the equipment damaged during the hurricane and processing of claims made by the Contractor . In addition to negotiating claims stemming from the hurricane damage, there is additional work to be performed which will extend the construction activities approximately 90 days . CDM will provide general services consisting of construction oversight and project administration time of approximately 20 hours per week to complete he project. The contract period had been extended in Change Order No . 1 to give the Contractor an additional 30 days for construction. The original engineering contract for general services during construction had a total estimated period of 212 days, or roughly 7 months . CDM' s original Contract was approximately $60,000 with a rate of usage of $8,751 perm nth. We have endeavored to minimize extraneous costs and believe we can complete the projec with the amount quoted . General services include contract administration, project progress meetings, periodic site visits, shop drawing review, issue clarifications, review of contractor' s pay requests, final inspections, certification of final completion, preparation of change orders, preparation of record drawings, and Certification of Project Completion to FDEP .
