("CONSULTANT') . The DISTRICT has selected the Consultant to perform the professional services set forth on Attachment 1 , attached to this Work Order and made part hereof by this reference . The professional services will be performed by the Consultant for the fee schedule set forth in Attachment 2 , attached to this Work Order and made a part hereof by this reference . The Consultant will perform the professional services within the timeframe more particularly set forth in Attachment 3 , attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . Fell , Assistant County Attorney RP s [ N Q Attachment No. 1 - Work Order No. 2 Scope of Engineering Services Updating the 2001 Solid Waste Master Plan Solid Waste Disposal District Indian River County, Florida BACKGROUND A Solid Waste Master Plan was prepared and adopted by the Board of SWDD in 2001 which detailed various alternatives for future management of solid waste in Indian River County. In 2005, the Consultant updated the 2001 Solid Waste Master Plan to reflect rapid growth in solid waste generation as well as population growth. The final draft 2005 Master Plan Update, submitted in January 2006, included optimization of the existing 244-acre (original) Indian River County Landfill and development of solid waste facilities on the 216 acre SWDD- acquired parcels north of the C-5 Canal. An additional 62 acre parcel south of the C- 6 canal was also included . In early 2006, the Indian River County Board of County Commissioners decided to forego solid waste disposal facility development of the north parcel, due to FDEP permitting issues and potential for other uses of the properties along Oslo Road. Thus, only the remaining acreage on the Original Indian River County Landfill and a southern parcel will be potentially developed for solid waste disposal activities . The County has requested a revision to the draft 2005 Master Plan Update based on the current directive of no future solid waste disposal activities on the north parcel. The Draft 2005 Update report included an update of the solid waste projections, disposal capacities and an update of the Capital Improvement Program (CIP) for continued efficient and effective solid waste management in Indian River County. For the 2006 revision, the maximum remaining disposal capacity for the original landfill will be determined based on a revised site development and sequencing plan. The corresponding CIP will also be revised to reflect the modified solid waste disposal unit capacity and sequence. Upon authorization from the SWDD, the Consultant will revise the Draft 2005 Master Plan Update Report to reflect the north parcel development restrictions and the SWDD Board directives. The Consultant will use the existing information from the 2005 Master Plan Update Report including the population growth projections and solid waste generation data, and will update the landfill planning, facility development and the CIP to reflect current solid waste development objectives. SCOPE OF SERVICES The Consultant will provide the services identified in the following tasks to revise the Solid Waste Master Plan. 1 . Kickoff Meeting 2. Update of Landfill Facility Build-out Development Plan 3. Update of Capital Improvement Program 4 . Report of Updated Solid Waste Master Plan 2 Task 1: Kickoff Meeting and Project Schedule The Consultant will meet with SWDD Manager and staff to discuss the project schedule and the revisions to the draft 2005 Solid Waste Master Plan Update Report. At the kickoff meeting, the task and project deliverables will be discussed. Additional data to be obtained from the County for the 2006 Update and coordination with other consultants for preparation of Landfill Site Plan update will be discussed. The Consultant will prepare the kick-off meeting notes for distribution to the project team and attendees within one week following the meeting. Task Deliverable: Project schedule update. Task 2- Revision of Landfill Facility Build-out Development Plan The Consultant will coordinate with other County consultants to receive the revised Site Development Plan. The Consultant will attend one (1 ) meeting with the County and other County consultants during the preparation of the update Site Development Plan. Based on the results to the updated site plan, the Consultant will prepare estimates of the proposed disposal area life expectancy based on the updated information provided by the County and the 2005 Master Plan Update waste quantity projections. It is assumed the County will continue to manage C&D debris in a separate landfill from Class I solid waste landfill. The Consultant will utilize existing information regarding stormwater management and wetland mitigation as designed and prepared by other consultants in preparation of the build-out plan drawing. The draft Section 2 will be submitted for SWDD review and comment. The Consultant will meet with the County to receive comments and finalize the landfill facility build-out development plan. Task Deliverable: Revised Section 2 of the Draft 2005 Master Plan Update. Task 3 - Update of Capital Improvement Program The Consultant will update the capital improvement program based on the identified needs to achieve the objectives of the 2006 Solid Waste Master Plan Update . The Consultant will prepare preliminary probable cost estimates of facilities expansions, improvements and capital equipment identified in the updated CIP. A Lime and priority schedule will be provided for implementation of the recommended Capital Improvement Program. Task Deliverable: Revised Section 3 of the 2005 Solid Waste Master Plan report with updated CIP and schedule for implementation. Task 4 - Update of Solid Waste Master Plan Resort The Consultant will combine the updated Sections and prepare the 2006 updated report detailing the future needs and requirements, and summarize findings and recommendations of the updated CIP. The 2006 Master Plan Update Report will include updated discussion of the following component of the System: 3 1 . Class I landfill needs including a phasing plan, capacities, and development plan schedule, sequential closure, leachate management, borrow area development. 2. C&D landfill needs including a phasing plan, capacities and development plan schedule, sequential closure. 3 . Solid waste processing and operational facilities including yard waste processing and mulching facilities, C&D processing, and HHW and recycling facilities. The Consultant will provide a summary and recommended plan of action along with a time-line for implementation by the SWDD for addressing the long-term needs and requirements of the Solid Waste Management system. The Consultant will provide a preliminary estimate of capital requirements for implementation of the updated solid waste management plan. The Report will include the updated landfill facility development plan at build-out showing future disposal areas with acreage, capacity and timeline and other regulatory and operational considerations. Task Deliverable: Five (5) copies of draft report for review and comments; twenty-five (25) copies of the Final Report to the County. ASSUMPTIONS 1 . No new site or field data is required to be obtained by the Consultant for this Report. 2. The revised site plan will be completed by other consultants and submitted to the NSI by May 29, 2006. The submittal of the final site plan will establish the Consultant' s project delivery schedule. 3 . Solid Waste projection data prepared previously as part of the 2005 draft report will be used. 4. The remaining fund for Work Order No. 1 is authorized by the SWDD to be used for this work order to complete the above tasks for this project. 5 . The Consultant will hold scheduled project progress meetings with the SWDD project team on a monthly or periodic basis . The Consultant will prepare meeting notes where appropriate and will distribute to attendees. COMPENSATION The compensation to the Consultant will be on a lump sum basis a fee of $22,840. 00 to be billed monthly on a percent complete basis as summarized below for each task and as detailed in Attachment No. 2. Insofar as the schedule of work of the Consultant is dependent on additional data to be obtained from the County and coordination with other consultants for preparation of Landfill Site Plan update, the Consultant will prepare a detailed project delivery schedule based on the anticipated delivery of the additional data by the County. The detailed schedule will be prepared and submitted to the County after the kickoff meeting.
